Oligarchy is not good.

 ….But as soon as the people got leaders, they cooperated with them against the dynasty for the reasons I have mentioned; and then kingship and despotism were alike entirely abolished, and aristocracy once more began to revive and start afresh. For in their immediate gratitude to those who had deposed the despots, the people employed them as leaders, and entrusted their interests to them; who, looking upon this charge at first as a great privilege, made the public advantage their chief concern, and conducted all kinds of business, public or private, with diligence and caution.

I have made, from time to time, the observation that the elite in American society is trending in its favored policies toward conscious promotion of oligarchy. Over at The Committee of Public Safety, Joseph Fouche quoted a theorist, retired CIA analyst Patrick E. Kennon, who is a delighted advocate of a coming technocratic oligarchy:

“Now, as we enter the twenty-first century, the future of the nation-state is much in doubt…Indeed, tribalism has revived with a brutal savagery from Rwanda and Cambodia to the newly dissolved USSR and the newly unified Germany…At the same time, a kind of shadow empire…is being embraced by elites around the globe. UN bureaucrats and Greenpeace activists, Carlos the Jackal and Mother Theresa, Toyota and Amnesty International, the Cali drug cartel and the World Bank, people who worry about the dollar-yen ratio and people who worry about the ozone layer, all of these consciously or unconsciously look to empire for their profit or salvation. All of these have largely given up on the nation.”

Oligarchs elevate self-interest and class interest over national interest, it’s the signature of oligarchy, be it the Thirty Tyrants or the Soviet nomenklatura. Milovan Djilas knew what the hell he was writing about as much as did Thucydides.

What to do?

The proto-oligarchical class in America, the elite who are the product of “the good schools”, tend to embrace and celebrate progressive taxation and diversity as high moral principles. What if we applied them?

The gateway to membership in the elite and opportunities for fabulous wealth and power runs through the admissions offices of our best universities, the Ivy League and a few other select intitutions and a handful of old, highly exclusive, liberal arts colleges. What if we put a special surtax on the purchase of tuition on a sliding scale that correlated with how many generations that members of a family have matriculated at such schools? Plus a few other tweaks here and there.

For example, a student who is the first in their family to go to college and was accepted by Yale would not be taxed at all, perhaps instead, they would be subsidized with a free ride for four years. But someone like Treasury Secretary Tim Geithner, a Dartmouth grad who was the son of a Dartmouth grad and a Ford Foundation executive, his kids might face a steep penalty, maybe a $ 250,000 per annum fee on top of tuition, then an additional surcharge to their income tax rates if they entered government service or certain professions like, say, hedge fund management, for the next couple of decades. Entering a different field, say becoming a social worker, a bowling alley manager or a policeman would not incur any income tax surcharge.

We can argue about the appropriate level of progressive taxation but the basic idea is that we could make it increasingly expensive for a family to continue to perpetuate itself, generation after generation, at the political and economic heart of American power. Not impossible, that would be un-American, but very, very expensive.

The net result would be far greater “diversity” at our flagship educational institutions – far more white ethnics whose last names end in vowels, Catholics, Jews, Eastern Orthodox, Asian-Americans, Hispanics, Southerners, Midwesterners and Westerners, people hailing from small towns or blue collar socioeconomic backgrounds. Currently favored demographic groups might be markedly reduced under such a system but since most of them come from long established UMC to UC families with great connections, they’ll be ok even going to Big State U. and getting a third tier school degree.  No worries.

Thinking With a Fresh Mind

A brief anecdote.

Today, a student came to me with a question that their science instructor could not answer (the curriculum is mostly intro to chem with some classical physics). I am in no way, shape or form, a scientist or even a teacher of science, but the students know I’m interested in many odd things and like to reason through intriguing problems with them. The student asked:

“How can a photon – which has 0 mass – have 0 kinetic energy even though it is moving? If it does have mass, how can a photon go the speed of light?”

Now, I knew that the answer had to be explained via quantum mechanics and was fuzzily certain it was because particles did not behave as particles should in this scenario, but the ability to give a coherent and scientifically accurate explanation that related to the student’s current knowledge base was beyond me. I do not have a good enough grasp of the basics of quantum physics to lead the student to particles and waves through a series of questions. So, after complimenting him on his insightful question, I said I would contact an expert, Dr. Von, and get him a concise, equation-free, answer, which Von helpfully provided.

The point here, however, is not the answer (Newtonian physics is invalid at this scale and momentum is redefined in relativity theory which leads to particle-wave duality, uncertainty and other aspects of quantum mechanics) but the excellence of the student’s thinking that went into the question.

The student knew very little about physics except what was presented in the course – essentially, some laws of Newtonian physics, basic constituent parts of matter, simple atomic models etc. Given that information and having – this part is critical – no prior assumptions, having understood the “rules”, in a few minutes he identified a contradiction or paradox that undermined the authority of an elegantly constructed system of great explanatory power, conceived by the greatest genius to ever walk the Earth.

Not too shabby for a younger American teen-ager. Remember him the next time some loudmouthed fool opines how worthless kids are today or how they learn nothing at school.

Obviously, my student is quite bright, but his reasoning was also not polluted with the preconceptions we all pick up as we gain ever greater depth of mastery of a field. It was fundamentally new to him, so he did not yet have the kind of blind confidence in “the rules that everyone knows to be true” possessed by most adults and nearly all experts. He was still skeptical. Few content domain experts are innovaters for this reason. They are mostly overconfident masters with answers – not makers who create or discover the novel by asking questions. They are not skeptics, they are guardians of received knowledge.

We all need to step back, periodically, from the rush of life and our own pride and try to look at the things we think we know with a fresh mind.

Adaptive Thinking, Resilient Behavior

Today we face (but largely ignore) a major historical anomaly. From our nation’s birth all the way until the end of the Vietnam War, America’s chief approach to dealing with danger — both anticipated threats and those that took us by surprise — was to rely upon a robust citizenry to quickly supplement, augment and reinforce the thin veneer of professionals in a relatively small peacetime warrior-protector caste.  Toward this end, society relied primarily upon concepts of robustness and resilience, rather than attempting to anticipate and forestall every conceivable danger. 

This emphasis changed, dramatically, starting with the Second World War, but accelerating after Vietnam. Some reasons for the shift toward professionalism were excellent and even overdue.  Nevertheless, it is clearly long past-time for a little perspective and reflection.

Over the course of the last two decades, while doing “future threats” consultations for DoD, DTRA, NRO, CIA, the Navy, Air Force, etc., I have watched this distinction grow ever-more stark — contrasting an older American reflex that relied on citizen-level resilience vs. the more recent emphasis on anticipation and the surgical removal of threats.  Inexorably, the Protector Class has increasingly come to consider itself wholly separate from the Protected.  In fact, our military, security and intelligence services have reached a point where – even when they engage in self-critical introspection – they seem unable to even ask questions that ponder resilience issues.

Instead, the question always boils down to: “How can we better anticipate, cover, and overcome all conceivable or plausible threat envelopes?”

While this is a worthy and admirable emphasis for protectors to take, it is also profoundly and narrowly overspecialized.  It reflects a counterfactual assumption that, given sufficient funding, these communities can not only anticipate all future shocks, but prepare adequately to deal with them on a strictly in-house basis, through the application of fiercely effective professional action…..

Secondly, I wanted to highlight that Don Vandergriff, a student of John Boyd’s strategic philosophy and the pioneer of adaptive leadership training , recently received a glowing mention in Fast Company magazine:

How to Buck the System the Right Way

….What GM is doing is mining the talent of its leaders in the middle. To lead up effectively, there are three characteristics you need to leverage.

Credibility. You must know your stuff especially when you are not the one in charge. When you are seeking to make a case to senior manager, or even to colleagues, what you know must be grounded in reality. At the same time, so often, as is the case at GM, you need to be able to think and act differently. So your track record reinforces your credibility. That is, what you have done before gives credence to what you want to do in the future.

Influence. Knowing how to persuade others is critical for someone seeking to effect change. If you do not have line authority, how else but through influence can you succeed? Your influence is based on credibility, but also on your proven ability to get things done. Sometimes persuasion comes down to an ability to sweet talk the higher ups as well as put a bit of muscle on colleagues (nicely of course) in order push your initiative through.

Respect. Mavericks, which GM said it was looking for, may not always be the most easiest people to get along with on a daily basis. After all, they are ones seeking to buck the system. But mavericks who succeed are ones who have the best interests of the organization at heart and in time earn the respect of thier colleagues.

One maverick I know who has been pushing to change the way the U.S. Army trains and promotes its officer corps is Don Vandergriff. A former Army major and twice named ROTC instructor of the year while at Georgetown, Vandergriff has tirelessly badgered the Army’s senior leadership to institute changes that would recognize and promote officers who knew how to lead from the middle.

And now, after more than a decade of his writing and teaching, it is paying off. West Point has become the latest but perhaps the most prestigious Army institution to teach principles of adaptive decision making that Don developed. Many of Don’s students have implemented such lessons successfully under combat situations in Iraq and Afghanistan.

Don’s methods excel at getting students to think creatively under the constraints of limited information, situational uncertainty and time pressure ( making the cognitive effect somewhat akin to the effects produced by the Socratic method and complex game playing).

Creativity in the IC – Or the Lack of It

For the Intelligence Community, Creativity is the New Secret

It’s no secret that the increasing complexity of the international system — and in particular, its growing interconnectedness, integration, and interdependence — is eroding the fundamental business models of an ever-growing range of industries. Nowhere is this more evident than in the information industries, such as journalism, broadcasting, publishing, music and film, among others. More than a few entities have been swept to the brink of, or in some cases over, the precipice of irrelevance. And every information industry, it seems, is in some peril.

The U.S. intelligence community’s traditional model is similarly threatened by these transformations, but like so many cia.jpgother besieged industries, the IC is hesitant to deviate from it. In general terms, the IC’s model is a secret “collection-centric” one that:

– prizes classified data, with classification often directly correlated to value and significance;
– is driven by data availability, while analytical requirements remain secondary;
– is context-minimal, with analysis staying close to the collected data and in narrow account “lanes”;
– is current-oriented, since there are no collectable facts about the future;
– is warning-focused, emphasizing alarm-ringing;
– is product-centered, measuring success relative to the “finished intelligence” product provided to policymakers, rather than its utility or service.

This model ends up being highly “reductionist,” since secret collection leads to classification, compartmentalization and, inevitably, reduced distribution. Such a system, in which everything is constantly subdivided, was designed for the “complicated” — but not really “complex” — strategic environment of the Cold War. In that more linear environment, it was possible to know exactly where to look — namely, the USSR; access was severely restricted, making secret collection vital; the context of hostile intent and opposing alliances was well-understood; and the benefits of being forewarned, especially of imminent military action, was paramount.

Today’s complex strategic environment is vastly different. Now, there is no single focal point, as a threat or opportunity can emerge from almost anywhere; access is largely unrestricted, since the world is wide-open and information-rich; and context is much more ambiguous, because intent and relationships are fluid. In this more dynamic, non-linear strategic environment, reductionist approaches are, by themselves, a veritable recipe for systemic (i.e., strategic) surprise.

In practical terms, this means that it is no longer sufficient to just reactively collect data on how certain parts of the international system are acting in order to extrapolate discrete predictions. Rather, it’s crucial that such reductionist approaches be complemented by more “synthetic” approaches that proactively think about how the various parts of the larger system could interact, and consider how the synthesized range of possible threats and opportunities might be respectively averted or fostered. In other words, it is no longer enough to just monitor already identified issues. It is also necessary to envision potentially emergent ones. In short, it is time for the IC to use its imagination.

Comments, in no particular order of importance:
 
First, the underlying root problem is “political”. The IC is “collection-centric” primarily because the key “customers” for IC products have an implicit expectation of good intel as a higher level analytical journalism, just salted with some real-time “secrets” outside normal public purview. And some of them – George Schultz when he was SECSTATE is an example – want to be their own analyst, and are quick to complain about speculative,”edgy” analysis that clashes with their preconceptions. So IC senior managers are inclined to give the customer what they demand – current information which has a short shelf-life in terms of value. Educate the intel-consumer class of what the IC might be able to do given different tasks and they might start asking that new tasks be done.
 
Secondly, if the IC employed more programs that involved an investment in long-term “clandestinity” – it would both collect information of strategic, long-term value and offer the US opportunities to shape the responses of others through established networks of agents of influence. This is where imagination, speculation and synthesis would have greater play because of the need to create and seize opportunities rather than placing a premium on mitigating risk and avoiding failure.
 
The problem with analytical-reductionist culture in hierarchical institutions ( anywhere, not just the IC) runs deeper than a top-down, enforced, groupthink. Perceptive members of the org, even when compelled to parrot the party line “officially”, will often mock it privately and exchange more authentic critiques informally. The real problem is the extent to which this risk-averse, paralyzing, culture is psychologically  internalized by individual analysts to the point of creating lacunae. As individuals rise in the org they carry their lacunae with them and begin actively imparting them authoritatively upon their subordinates.
 
Ideally, a quality liberal education would be imparting a reflexive skepticism, a tolerance for uncertainty and a greater meta-cognitive self-awareness that would check the excessive certainty generated by an excessive reliance on the methodology of analytical-reductionism. Unfortunately, the emphasis upon academic specialization has been pushed down so hard in undergraduate and even high quality secondary public school education ( AP courses are the worst offenders) that generating good, insightful, questions is a cognitive skill that has been abandoned in favor of deriving “right answers” using “approved methods”.
 
Scenario-building
is an  effective tool for breaking  analytical-reductionist  frameworks and freeing up our ability to synthesize and construct solutions. However, to be useful, scenarios require at least an internal logic or realism even if they represent improbable “blue sky” or “black swan” outcomes and they require more cognitively diverse inputs ( from “outsiders”, “amateurs” and “heretics”) to challenge what data the received culture considers significant.

I like the flow in the outline. Potential countervailing trends to Shlok’s model? Here’s a couple:

  • Aggressive migration/refugees-in-arms – think Hutu militiamen fleeing to the Congo from Tutsi rebels, but scaled up for a failing great or regional power.
  • Rogue nuclear events will cause a countervailing, centralizing, “circling the wagons” effect that will temporarily strengthen states and allow them to “take off the gloves” against networked opponents.
