New and looking to be very useful. Right up the alley for our own Charles Cameron and friends of ZP blog like Tim Furnish and Leah Farrell. Another one,  Daveed Gartenstein-Ross has written the foreword.

….This anthology-the second of an initial two volume set-specifically covers Small Wars Journal writings on Al Qaeda and the Islamic State spanning the years 2012-2014. This set is meant to contribute to U.S. security debates focusing on radical Islamist global insurgency by collecting diverse SWJ essays into more easily accessible formats. Small Wars Journal has long been a leader in insurgency and counterinsurgency research and scholarship with an emphasis on practical applications and policy outcomes in furtherance of U.S. global and allied nation strategic interests. The site is able to lay claim to supporting the writings of many COIN (counterinsurgency) practitioners. This includes Dr. David Kilcullen whose early work dating from late 2004 “Countering Global Insurgency” helped to lay much of the conceptual basis focusing on this threat and as a result greatly helped to facilitate the writings that were later incorporated into these Al Qaeda and Islamic State focused anthologies. This volume is composed of sixty-six chapters divided into sections on a) radical Islamist OPFORs (opposition forces) and context and b) U.S.-allied policy and counter radical Islamist strategies.

The editors are well known to many ZP readers with Dave being SWJ Editor-in-Chief while Dr. Bunker is the Futurist in Residence for the Strategic Studies Institute. Somewhere along the line though, I somehow completely missed the roll-out for Volume I.  Guess my review copy was lost in the mail….cough 🙂 I will be ordering both.

In all seriousness, I’m very glad to see the valuable work done by the editors and contributors at SWJ compiled into book form. Small Wars Journal is literally a national resource of military thinking, theory and open debate that operates on a shoestring and love of country ( consider making a tax deductible donation here).

ON REPRESENTATIVE DUNCAN HUNTER’S QUESTIONS ABOUT HTS

Today I was sent this USA Today article about Rep. Duncan Hunter (R-Ca) and Human Terrain System with a request for comments. An excerpt:

….A critic of the program, Rep. Duncan Hunter, a California Republican and member of the Armed Services Committee, demanded answers about the program from Acting Army Secretary Patrick Murphy in a letter sent Monday. Hunter noted “striking similarities between the two programs” and called on the Army to explain how the Global Cultural Knowledge Network differed from Human Terrain System. He also asked for an accounting of its cost and the number of people it employs.

“Unless the Army can show real differences between programs, then there should be no doubt that this constitutes a blatant attempt to rebrand and reboot a failed program under another name and a launch it with a reworded mission statement,” Hunter told USA TODAY on Tuesday. “What’s obviously lost on the Army is that it wasn’t just the implementation of HTS that was the problem, it was the whole thing, to include the program’s intent and objective.”

I have no faith in TRADOC’s ability to get Human Terrain System or HTS 2.0 any more right than last time.  The program was full of prima donnas, liars and academics who lacked the ability to relate to the military and commanders.  Also, commanders aren’t trained in how to best use HTS assets either – and that matters. For example:

COL: “Pete, I want you to tell me who the most influential person in our region is….can you do that?”  

Pete: “Yes Sir, I have the answer already…it’s you…until the people recognize their own governmental leaders, police and military, our focus has to be in ramping your influence down while we enable them to ramp up, Sir.”   

That statement is the essence of what an HTS does – we identify and translate the intersection of the ramps.  There is no book on how to do it well. The ground truth is where the best work is done.  It’s a shame that Rep Duncan Hunter and DoD cannot see that.

For those who aren’t familiar with my work, I have 70+ months of time working in combat zones.  I’ve worked most of this time at the lowest level interacting with locals on well over a 1000 patrols.  A great deal of this time I worked in the HTS program mentioned in the article.

Rep D. Hunter questioned the need and was critical of the original HTS program.  Like any program we absolutely had our share of fraud, waste and abuse.  Here’s the thing…the HTS program even when legitimately run is expensive.  Units work hard, long hours and a relentless schedule.  On numerous occasion, I’d work a 20 hour day followed by an 18 hour day followed by a string of 16 hour days.  An 84 hour week is the minimum I’d work.  Working at the minimum pace of 12 hours a day 7 days a week, a person will “max out” on their federal pay for the year and accumulate “comp time” or paid days off.

Since there are always things to do, lives at stake, command directives to pursue…missions to go on, planning to complete, analysis to run, reports to write, meetings to attend…it’s not hard to work 90+ hours a week and be seen as not doing enough.  How about this – some units will practice for a meeting for hours prior to the actual meeting?  If a unit is going to spend 6 hours prepping for and executing a meeting, that’s just ½ of a day…yes, legitimate work will result in paid leave.

If my patrol leaves at 3AM because there is a full moon and we move up and over a mountain arriving at a village before dawn…then spend the rest of the morning patrolling more and finally return to base at 2 in the afternoon…I still have to report on what I saw, a report may take 3-4 hours to write….and then prep for the next day’s patrol…unless your unit is doing 2 patrols a day.

I recall one specific time when a brigade from the 82nd that I was attached to was going to rotate home.  The brigade commander wanted to provide the new unit with the best possible handoff in terms of data, relationships etc.  To facilitate this handoff, my team was tasked to improve a “smart book” of dossiers on prominent Iraqis.  At one point I sat in the same chair for 24 hours writing, rewriting and then updating the book…simply because we HAD to work – the books weren’t getting better, just being constantly reworked.

Why do I bring this up?  Two reasons: First, the 82nd works HARD and if one is attached to them, that person works hard too, or suffers from irrelevance.  The 82nd spent a lot of taxpayer money on HTS people writing those books with the best intentions.  Secondly, the next unit came in and literally, never used the books.  When I asked why,  the new unit said, “we really don’t do that.”

When Rep Hunter originally questioned, the need for the program, I reached out to him to illustrate how when done properly, HTS work saves money and creates the kind of wins that unit’s cannot do without a HTS capability.  I also sent several notices to the my district’s congressional rep Mr. Mike Thompson.  Both he and Mr Duncan are veterans; I thought, surely they’d value my unique “ground truth” based knowledge.  I was wrong, both representatives ignored my offer to provide feedback.

The answer to Rep Duncan’s question about the need for this program is this:

Commanders need an outside element to translate what the US is doing for locals; in this case Afghans.  Meanwhile the HTS person also translates back to the US military what the locals are experiencing.  What an HTS person really does is works as a cultural translator allowing the different sides to understand the reality of their “partner.”

I worked in a valley that had a steep narrow canyon.  The local US Army agricultural development team (ADT) a truly myopic, xenophobic program that commonly created instability more than anything else, decided to build a check dam.  The dam was supposed to elevate the water in the river high enough to charge the irrigation ditches that ran the length of the river valley.  Over the course of 18 or more months the ADT fought with locals to improve the dam, while the locals rejected it and attempted to destroy it on several occasions.

I was able to talk to locals who reasonably explained why the dam was an issue.  Simply put, they didn’t want it – and it was predicted to fail as soon as the first rain came.  Further, the region had an Afghan leader chosen to handle water issues for the families.  He agreed that the dam was a bad idea; and also predicted it would fail with the first rain.  We never effectively engaged the water elder–instead the ADT insulted this person and ignored his position and influence with the farmers.  A commander can’t know these things without an HTS person on the ground studying the human terrain.

I spoke with the ADT engineer responsible for the final “upgrade” to the dam.  I mentioned the concerns of the people and the water elder about the long term viability of the dam, which was visibly failing – the ADT hydrologist said, the elder may be right. Exacerbating this further, the dam project was done, updated and repaired all without any planning with the local Afghan governor.  All in all, the dam cost well in excess of $100k

Then the first rain came…

If one was to look at the ADT reporting, the dam was a hit.  It was accomplishing great things for the valley’s farmers.  Without an human terrain operator like myself, the ADT and the local US commander likely would never have found out how miserably they’d failed.  Rep Duncan, you want to fix things? Give me a call and I’ll show you where the money is really being wasted.

It gets worse…not only did the dam fail; when locals began to engage the governor about his plan to deal with the dam (this BTW is a small win, as most farmers a month prior saw no benefit from the government) the governor had no capacity to change anything.  This in effect confirmed for many locals that the governor had no ability to help them and therefore,  the Taliban would remain the dominant force in the region.  Ultimately, the ADT had closed the books on the region and meanwhile security further eroded.  Our efforts to create capacity resulted in us undermining the fledgling power of the governor.  Within a few months of my leaving the region, a district once considered to be a model of stability, had three service members assassinated by their Afghan partners.

Without an HTS asset, we never learn these lessons.  This is one of dozens of tales I was able to illustrate as an HTS operator.  Of course, since Reps Duncan and Thompson can’t be bothered with the ground truth – its all fraud waste and abuse, isn’t it?

Here are a couple of “unexpected consequences” — unexpected in this case because the local context in which they arose isn’t the context that the wider-angle, borader-brush view to which we are habituated might suggest. The first shows Israeli Jews rejoicing at the death by burning of a Palestinian baby:

ISIS: Paganism with an Islamic Face?

In a recent comment section conversation with Charles Cameron and RAND scholar David Ronfeldt on the character of Fascism and its resurgence, I remarked that ISIS adopting a Fascist style in its propaganda and governance may be drawing upon a ghastly and ancient lineage:

ISIS is really embracing Fascism. It’s ceremonial public executions actually supercede what the Nazis and Fascists did only symbolically with blood flags and heroic cenotaphs and so on. It is reaching back to something very dark and protean, human sacrifice, as a political symbol. I think [ Moshe] Halbertal’s book On Sacrifice, is a useful reference here on how deep this goes culturally, to the bronze age or earlier.

ISIS has for some time been making quite a perverse spectacle of its executions of prisoners, combatant and non-combatant alike, releasing videos to international fanfare and glorying in the resultant horror and global infamy. The precedent for this macabre “propaganda of the deed“was initially set by the forefather of ISIS, the Jordanian jailbird upjumped to “terrorist mastermind”, the late Abu Musab al-Zarqawi, who originally led al Qaida in Iraq during the American occupation of Iraq. Prior to expiring after U.S. forces dropped a 500 lb bomb on his head, al-Zarqawi pioneered the use of  beheading videos, usually featuring himself being filmed incompetently and gruesomely sawing off an orange jumpsuit-clad captive’s head with a large knife, blood spraying everywhere.

Zarqawi’s ghoulish innovation in terrorist messaging admittedly held a certain fascination for the psychopathic segment of Sunni Islamist extremists and it attracted foreign fighters of this nature to Iraq who in turn lionized Zarqawi as “the Sheikh of Slaughterers”; but the beheading videos also generally horrified public opinion in the Muslim world and repelled even hardened jihadis, earning Zarqawi a rebuke from al Qaida number two, Ayman al-Zawahiri:

….Among the things which the feelings of the Muslim populace who love and support you will never find palatable – also- are the scenes of slaughtering the hostages. You shouldn’t be deceived by the praise of some of the zealous young men and their description of you as the shaykh of the slaughterers, etc. They do not express the general view of the admirer and the supporter of the resistance in Iraq, and of you in particular by the favor and blessing of God.

….However, despite all of this, I say to you: that we are in a battle, and that more than half of this battle is taking place in the battlefield of the media. And that we are in a media battle in a race for the hearts and minds of our Umma. And that however far our capabilities reach, they will never be equal to one thousandth of the capabilities of the kingdom of Satan that is waging war on us. And we can kill the captives by bullet. That would achieve that which is sought after without exposing ourselves to the questions and answering to doubts. We don’t need this. 

Zarqawi’s Iraqi bloodlust ended only because it was interrupted by the American military, but the leaders of ISIS have carried on. Far from accepting Zawahiri’s advice, they have doubled down, greatly upgrading the marketing of ritualistic murder from Zarqawi’s crude snuff films to slick videos with professional editing and high production values that have become central to the online “brand” of the ISIS “caliphate”. Like the hosts of a sinister game show, ISIS spokesmen have found the time to murder creatively in order to keep their audience of Islamist terrorist wannabes in the West tuned in and captivate the attention of the global media (though sometimes, things do not work  out as planned).

   

However effective this circus of horrors has been at daunting their enemies and attracting the allegiance of “zealous young men” to ISIS, it reveals an atavistic impulse at play that no amount of Quranic hand-waving can paper over and conceal. Jurisprudence is absent here; not even the grim and rough Islamic “justice” of the Taliban is given to prisoners of ISIS, which violates the customary protections given under Islamic law or historical Muslim judicial practices. These choreographed and sensationalized executions by ISIS are really a cryptic revival of the ancient and terrible practice of human sacrifice, that in most cultures and religions had long been replaced by symbolic ritual, but once reigned supreme during the Bronze Age, not least in ancient Iraq, which if new findings are to be believed was like Aztec Mexico, a charnel-house of slaughter.

Originating in the Stone Age, human sacrifice in the religious sense of an offering to the gods or God, lasted a surprisingly long time. Setting aside the preColumbian cultures of the New World, the ancient Romans, for example, did not formally outlaw human sacrifice until the first century BC, though the practice had become archaic and Rome vigorously sought to stamp it out among the Gauls and Britons, among whom human sacrifice was an accepted part of Druidic religion. Nor was human sacifice entirely unknown among the ancient Greeks of the classical period while child sacrifice was probably central to Carthaginian state rites to such a degree that other peoples of the time, including the Romans, found abhorrent.

What occurred in many cases is that as civilizations evolved in social complexity, substitutionary practices for human sacrifice developed that served the same impulse, to propitiate and honor their God(s) and create powerful emotional bonds among the participants:  animal sacrifice, burial ceremoniesmysteries, religious ritual, necromancy, symbolism in theater and political matters of state religion. The Biblical tale of Abraham and Isaac is itself a scriptural admonition to the ancient Hebrews to adopt animal sacrifice as most pleasing to God, a practice the Israelites and Jews of the classical period continued until the destruction of the second temple by the Roman general Titus. From that point on, from the close of the first century AD, Jews and the early, still Judaic, Christians moved away from the practice of animal sacrifice and substituted prayer and theology of salvation, respectively. Sacrifice, especially human sacrifice, became a distinguishing mark of paganism and the subject of Christian crusades in the middle-ages, like the brutal war waged by the Teutonic Knights against the human sacrificing Old Prussians and Lithuanian barbarian tribes.

The Binding of Isaac

The end of late medieval European religious warfare and the rise of the Westphalian system after the Thirty Year’s War slowly shifted the symbolic moral center of sacrifice from God to the State, with divine right monarchy serving as a waystation for the incubation of modern nationalism. There was an epistemic shift, as Halbertal argues in On Sacrifice from a sacred and mystical “sacrificing to” the sovereign God borrowed from the examples of Jewish martyrdom by early Christians who shared in the Romans the same persecutors. This shift opened the gates of permissible sacrifices, legitimating a new secular and political “sacrificing for” the glory of the State.

It is a profound difference but occurring within the same phenomena, as illustrated by two quotes:

…And it came to pass after these things, that God did tempt Abraham, and said unto him, Abraham: and he said, Behold, here I am.

And the Lord said, Take now thy son, thine only son Isaac, whom thou lovest, and get thee into the land of Moriah; and offer him there for a burnt offering upon one of the mountains which I will tell thee of.

And:

….But, in a larger sense, we can not dedicate – we can not consecrate – we can not hallow, this ground – The brave men, living and dead, who struggled here, have hallowed it, far above our poor power to add or detract. The world will little note, nor long remember what we say here; while it can never forget what they did here.

It is rather for us, the living, we here be dedicated to the great task remaining before us – that, from these honored dead we take increased devotion to that cause for which they here, gave the last full measure of devotion – that we here highly resolve these dead shall not have died in vain; that the nation, shall have a new birth of freedom, and that government of the people, by the people, for the people, shall not perish from the earth.

Gettysburg and Antietam were not Mount Moriah. Neither were the Somme or Stalingrad the same as the Tophet. From time of the Patriarch Abraham to the presidency of Abraham Lincoln, nations of men ceased to sacrifice usually helpless others but moved to sacrifice themselves in what they reckoned as the highest cause. Movement away from human sacrifice as practiced by ancient Carthaginian or animal sacrifice as practiced by most peoples of antiquity, including the Jews, to gentler substitutionary practices, Moshe Halbertal has called the “cataclysmic shift” in the history of civilization.

If so, it is a shift that ISIS has begun to reverse.

In their outstanding ISIS: The State of Terror, counterterrorism scholars Jessica Stern and J.M. Berger analyze the dark obsession ISIS has demonstrated in its propaganda messaging with exquisitely orchestrated executions:

….As we have noted, ISIS’s psychological warfare is directed at its potential victims. But it is also directed at those it aims to control. It is deliberately attempting to blunt its follower’s empathy by forcing them to participate in or observe acts of brutality. Over time, this can lead to secondary psychopathy, or a desire to harm others, and contagion of violence. Beheadings are one such tool for blunting empathy.

Berger and Stern are likely correct that the methodical character of ISIS demonstrations of brutality are intended to desensitize the participants and (as they further explained) a tendency to cultivate secondary psychopathology in ISIS recruits, especially the young. A similar process occurred during the Holocaust with Nazi Einsatzgruppen and reserve unit police battalions detailed to assist the SS mobile killing squads on the Eastern front. Many serving in these units, already fanatical National Socialists, became inured to the suffering of women, children and the old who were shot and dumped still alive into mass graves, though some SS men showed signs of PTSD, depression and higher rates of severe alcoholism, desertion and suicide.

The comparison between the genocidal cruelty of the SS and ISIS, while natural, is limited by a very important distinction. However zealous their ideological fanaticism and dedicated in their murderous mission to exterminate European Jewry, the SS lacked the context of moral certainty and the psychological reinforcement effects of religious exaltation enjoyed by ISIS killers. Even the malevolent Heinrich Himmler, in his secret speech to Nazi gauleiters and SS leaders, regarded the Final Solution as a terrible burden that the SS shouldered on behalf of the Fuhrer to assure Germany’s future; a “glorious” crime that Himmler believed must be kept forever hidden from history and the German people.

Not so ISIS, which revels in its bloody terror. Worse, the repetition of garish executions as public celebrations by ISIS, with a vague but constant religious context, devoid of any shred of Islamic legality, inevitably acquire over time the theological characteristics of Halbertal’s “sacrificing to”  – what began as harsh jihadi jurisprudence and psychological warfare mutated under conditions of lazy, sociopathic brutality and totemic invocations of Islam into ritual “offering” by ISIS of its prisoners of war as human sacrifices in the manner of the ancient pagans. A perverse blasphemy, but one that draws on a powerful archetype deeply buried in the human psyche.

ISIS leaders have not only looked into the Abyss, they have descended into and become one with it.

Armageddon: if you can’t hasten it, maybe you can dodge it?

Jihadi apocalyptic discourse, either by Jihadi-Salafi scholars, clerics, or supporters of global Jihad is one of the main innovations of the Jihadi-Salafi discourse that followed the September 11 attacks. Waves of what may be termed apocalyptic discourse are not new in the modern Arab Islamic world. They accompanied almost every major war or disaster that occurred in the Arab World in modern times. Such major events were the collapse of the Ottoman Empire and the last Muslim Caliphate in 1922-24; The 1948 war with Israel — the “catastrophe” (Nakbah) in Arab and Palestinian eyes — which resulted in the establishment of the State of Israel; The 1967 war — the calamity (Naksah) in Arab and Muslim eyes — which resulted in Israeli occupation all over Palestine, Jerusalem, and Al-Aqsa mosque, and marked a humiliating Arab defeat; and the first Gulf war in 1991, following the Iraqi occupation of Kuwait, which marked the first round of America’s massive military involvement in the Middle East. These wars, and some additional minor events such as the “Triple aggression” in the Suez canal in October 1956; “Black September” and the sudden death of the most admired Egyptian President Gamal Abd al-Nasser in September 1970, The Islamic revolution in Iran in February 1979; The Israeli-Egyptian peace// agreement the same time; The Iran-Iraq war between 1980-88, or the Soviet collapse in 1990-91, created waves of apocalyptic discourse.

Fifteen years ago I authored a piece for Cryptologic Quarterly, the National Security Agency’s in-house classified journal, about how close the world actually came to World War III in the early 1950s. Although this was little understood at the time, the North Korean invasion of South Korea in June 1950 was a dry-run for the Kremlin, which was obsessed with silencing Tito’s renegade Communist regime in Yugoslavia. Had the United States not strongly resisted Pyongyang’s aggression, a Soviet bloc invasion of Yugoslavia would have followed soon after.

Of course, President Harry Truman did send U.S. forces to defend South Korea in the summer 1950, resulting in a conflict that has never formally ended. More importantly, he saved the world from nuclear Armageddon, as my CQ piece laid out in detail. Lacking much Western conventional defenses in Europe, any Soviet move on Yugoslavia would have resulted in rapid nuclear release by a hard-pressed NATO. I cited numerous still-secret files and as a result my article was classified TOPSECRET//SCI.

However, NSA has seen fit to declassify and release my article, minus some redactions, and even post it on the Agency’s open website. They have omitted my name, perhaps out of fear UDBA assassins will track me down decades after Tito’s death, but I’ll take my chances.

    None of which precludes date-setting — something that both Christian and Islamic scriptures suggest is futile.

    I can’t embed MI7 Agency‘s Passage Through the Veil of Time, but it’s an intriguing entry into the prediction stakes, and the first I’ve seen that confirms Richard Landes‘ contention that Christian millennial movements will be with us at least until the second millennial anniversary of the death and resurrection of Christ in the 2030s — and no doubt through the start of the next Islamic century in 2076 AD since, as Tim Furnish has also reminded us, “Mahdist expectations increase at the turn of every Islamic century.”
