This was my first Boyd conference. I discovered Boyd in early 2005 through Robert Coram’s book, BOYD, The Fighter Pilot Who Changed the Art of War. I did not know what to expect of the conference, and was anxious to meet guys I’d corresponded with over the last couple of years (the ones who made it: Robert Coram, Fred Leland, Don Vandergriff, and Adam Elkus); so my thinking going in was at least I’d get to meet these guys regardless, and besides Quantico is right down I-95 from my home.

As others have already observed, Boyd 2010 exceeded any expectation. It was a pleasure to be in the same room with such an impressive collection of talent and intellect and listen to what they have done and continue to do with Boyd’s work and ideas. At the end of the first day, I felt my head was going to explode—and heard many others echoing similar sentiment. I told a friend, those two days were like drinking from a fire hydrant.

As many readers are probably already aware, the reaction to the conference has been universally positive, and calls for a 2011 event have been heard and is scheduled for 14-15 October 2011 at Quantico, same location. Stan Coerr and the USMC University deserve our gratitude for this recent event and the opportunity to reconvene next year. The bar, has indeed been set high.

What follows is from my notes, and I apologize in advance if I leave out something I should have remembered. I will try and avoid repeating too much of Adam Elkus’ excellent review, so all presenters are not covered—while all presenters provided valuable and enlightening insights. At the conclusion, I’ve added the references of books and online links that I heard (there were many more) recommended, and books and articles I recommended during the conference.

The day began with a colorful introduction to Boyd by Robert Coram. He related the circumstances of how he came to write BOYD, and shared several stories of the evolution of the book and the people he met. Coram reported that as of the conference, 73,000 copies of BOYD are in print—not bad for a book about someone most people have never heard of.

Ray Leopold, PhD, (the third acolyte) gave a touching and penetrating retrospective of how he came to be associated with John Boyd, and how that association changed his life for the better. Of interest, Ray shared a common introduction that he and Boyd used when they visited other Air Force officers. They would write the following on the blackboard:

DUTY, HONOR, COUNTRY

They would then cross these familiar words out, and replace with:

Pride, Power, Greed

From Boyd’s perspective, the military industrial complex and the inherent bureaucracy had (and in my humble opinion, continues) corrupted the original intent of those core principles military members are taught to embrace.

Don Vandergriff followed with a fast-paced explanation of his continuing efforts within the US Army to advocate Outcome Based Training and Education (T&E). He follows with successful practical examples of allowing his student to think and adapt-“off-script.” Vandergriff also recommended the work of Dr. Robert Bjork, Dean of the School of Psychology at UCLA, particularly his presentation “How We Learn Versus How We Think We Learn: Implications for the Organization of Army Training.”

General Paul Van Riper (LtGen, USMC, Ret) was the keynote and gave a compelling address on mental models and systems theory. Throughout his talk, he added insight into how John Boyd’s ideas found a home in the USMC. Gen Van Riper made the distinction between informational knowledge and transformational knowledge, and the “eloquent schema” that is OODA. He also discussed systems theory, and distinguished between linear systems (cause & effect), complex systems, and interactive complex systems. Of the later, he reminded that these systems are non-linear and unknowable using a deductive approach, and one output is emergent behavior(s).

Marcus Mainz (Major, USMC) provided insight into how he is using Boyd’s ideas in the training and development of young Marine officers and how he and his colleagues are creating the desire to learn. LtCol Mike Grice (USMC) provided our group with insight into how Boyd’s ideas translate in the field—having just returned from Afghanistan and a tour in one of Iraq’s more dangerous provinces. Both of these officers reflect well on the USMC—and if this caliber of leadership and thought is any indication, the USMC is in good hands in the years to come.

On the second day, Linton Wells, PhD, (CAPT, USN, Ret) gave a talk on naval maneuver warfare. Dr. Wells was providing a preview of his update to a seminal article of the same title he wrote for Proceedings in December 1980. Dr. Wells also provided one of the best quotes of the two days: “make knowledge accidents happen.”

Fred Leland’s presentation revolved on how he has used Boyd’s work to teach law enforcement personnel how to make good decisions. Fred began his talk with an absolutely frighteningly disturbing video from the dash-cam of a young police officer caught in a dangerous place. Fred lives his curricula, as he is an active duty police lieutenant, so his presentation had a resonance unique to our gathering.

Terry Barnhart, PhD, (Pfizer R&D) provided unique insight into how he is using Boyd’s ideas (OODA, to be specific) in his company’s R&D efforts. Barnhart, in my estimation, is onto something very powerful. He repurposed Boyd’s OODA from the traditional vernacular into: See, Reframe, Experience, Grow—but the intent remains. Dr. Barnhart placed great emphasis on “SEE” where his definition is: “assume it is wrong” and see without prejudice. He reported exciting results from using this and another model derived from Boyd’s work.

Chip Pearson, Managing Partner of a software company in Minnesota, gave an impassioned recounting of how he used/uses Boyd’s concepts to start and successfully operate his software company. His philosophy, “we make meaning, not money.” Chip focused on values, capability, and objectives. On his management philosophy, he remarked, “complete independent action scares the hell out of people”—which is how he wants his organization to operate.

Jussi Jaakonahon, from Nokia, travelled the furthest, coming from Norway, to give his talk on his experience using OODA in IT security exercises. He confirmed Boyd’s emphasis on sharing information of validity and integrity, and adapting on the fly to the mission. During this exchange someone remarked: “companies die because they do the right thing too long.” We hope he will be able to join us for both days next year.

Dave Foster provided an introduction to his draft paper on portfolio complexities in the fog of war. One goal of his paper is helping to shrink the knowledge-doing gap. Foster is on to something, and I’m guessing this forum will help him advance his ideas.

TJ Jankowski (Col, USMCR) was the anchor man for our two days. His talk, COIN Technology and Universal Structures of Technical Knowledge, dealt with emerging theories of a taxonomy of technologies. His ideas are based on the work of Dr. Rias van Wyk which advances the idea of “a fundamental structure of technological knowledge, based in part on a very precise definition of technology and a functional  classification of all technological knowledge.” (TJ Jankowski follow-up email) The implications of these ideas could be revolutionary in our ability to conduct macro technology analysis.

Breaking the Legions

The Army and Marines are breaking, but we don’t care

Summary:  The US Army and Marines are breaking.  It’s a slow inexorable process resulting from fighting 4GWs around the world too long with too few men.  Neocon war-mongers, national leaders, and the general public remain blind to the evidence, so they can express surprise when the results eventually become too severe to ignore.  It took a decade to repair the damage after Vietnam, under more favorable social and economic circumstance than likely in early 21st century America.  Here we see another warning from a senior officer, and revisit data from the lastest Army report about this slow-growth crisis, another in a string of similar reports.  See the links at the end to other articles on this topic.

Update:  The “we” in the title refers (as always on this website) to the American people.  As the shown in previous posts and the report described here, the military quickly recognized these problems and strongly responded with measures to mitigate the damage.  Unfortunately, solutions lie beyond the state of the medical and social sciences.  Perhaps these ills result inexorably result from war.

Before the data, here’s a brief on the situation, from “Dark Hour“, Katherine McIntire Peters, Government Executive, 1 October 2010 (red emphasis added):

“This report literally whistles past the graveyard,” says retired Maj. Gen. Robert Scales, who served as commandant of the Army War College in 2000 and authored a number of books on military strategy and leadership. Suggesting that officers and NCOs or garrison staffs are responsible for a rising suicide rate because of lax leadership, as Scales reads the Army’s report, is “irresponsible,” he says. “This report basically allows people off the hook for the inability to resource these two wars with the people necessary to do it. It’s got nothing to do with politics. It’s got to do with the lack of perception of what land warfare does to a ground force,” he says. “Rarely have I ever read anything that so badly misses the mark. It’s trying to find little nooks and crannies in the Army’s management of these two wars and it absolutely misses the point of what’s been going on.”

Scales says too few troops have been carrying too heavy a burden for too long. “I don’t care if you’ve got an army of Robert E. Lees, the anecdotal evidence clearly shows the ground forces are going through an unprecedented realm of emotional stress,” he says.

Enough complaining, what do we actually do about suicides?

2.) Reduce the Separation Authority.  I think it’s time to admit that we face a mounting discipline problem which will require years to fix.  The instances of misdemeanor activity among soldiers has nearly doubled over the past five years.  In almost a third of those cases, no disciplinary action was taken whatsoever.
Certainly, company commanders need to take action to either rehabilitate or get rid of problem troops.  But this is easier said than done.  For example, the Army has seen a precipitous decline in the number of soldiers chaptered out for obesity in recent years.


Don’t think for a moment it’s because we have fewer obese soldiers, either.?

Part of the problem, in my humble opinion, lies with the fact that separation authority has been taken from battalion commanders and raised to the “special court-martial convening authority” (in many cases, a two-star general)–a full two levels of command. Why?  Because commanders were doing exactly what they should have been doing–kicking sub-par first-term soldiers out of the Army….

Hiatus for now, decisions to follow

I’m going to shut down this blog for the foreseeable future.

My career and workload have evolved significantly since the recession hit, and I just find that I can’t justify the time and effort required to keep the blog running.  Other opportunities/responsibilities beckon, and that array doesn’t value/support this endeavor, so while I’ve enjoyed it, this is simply an adjustment I need to make.

I will keep the site up for now.

I will continue to keep writing at places that can pay.  I just realize that I’ve come to the end of a career model that says I can play LoneWolf@eponymous.com and make that work.  A bit sad, as it’s been fun, but as someone who hates to repeat himself and loves to always move onto the next experience/model, I likewise enjoy the pressure to reinvent myself.  I just can’t move down that path while simultaneously maintaining the old one–not enough hours in the day….

Sad to see Tom shut down his fine blog but I respect his motivations. Furthermore, while Dr. Barnett always had his detractors on the margin, it is undeniable that he and his ideas about grand strategy had a significant impacton both the public and the policy elite where “the Brief” from The Pentagon’s New Map enjoyed a cult status for a number of years. It was Tom more than any other “thought leader”, whose globetrotting briefing sessions brought military theory and strategy to a general public confused about the tumults of the post 9-11 world.

I’d like to take a moment and thank Dr. Barnett for several acts of kindness over the years, for the friends I have met as a result of sharing a common interest in his work and the stimulating exchanges we have had from time to time that still influence my thinking on strategy and policy. There’s no doubt in my mind that we will still be hearing from Tom in op-eds, magazines, journals, books for years to come.

Boyd Conference 2010: October 15- 16 at Quantico

Dr. Chet Richards has passed along information that there will be an upcoming BOYD CONFERENCE at Quantico on October 15th and 16th at the Al Gray Research Center. The organizer of the conference is LTC. Stan Coerr, and he is busy assembling a line-up of presenters who include LTG Paul Van Riper, Robert Coram, GI Wilson, Don Vandergriff, Fred Leland and others.

I can’t really give out Col. Coerr’s email without the gentleman’s permission but for those readers who are seriously interested in attending, either send me your email address or leave it in the comments and I will coallate them and send them on.  I am not sure yet if I will be attending as it depends heavily on my work commitments, but I’d like to be there.

The Strategist as Demiurge

An intriguing, thought-provoking and frequently on-target paper by Dr. Anna Simons of SSI  (hat tip to SWJ Blog). First the summary excerpt and then some comments:

Got Vision? Unity of Vision in Policy and Strategy: What It Is and Why We Need It (PDF)

….Moving beyond “unity of effort” and “unity of command,” this monograph identifies an overarching need for “unity of vision.” Without someone at the helm who has a certain kind–not turn, not frame, but kind–of mind, asymmetric confrontations will be hard (if not impossible) to win. If visionary generals can be said to possess “coup d’oeil,” then unity of vision is cross-cultural coup d’oeil. As with strategic insight, either individuals have the ability to take what they know of another society and turn this to strategic–and war-winning–effect, or they do not. While having prior knowledge of the enemy is essential, strategy will also only succeed if it fits “them” and fits “us.” This means that to convey unity of vision a leader must also have an intuitive feel for “us.”

[ For the readers for whom military strategic terminology is unfamiliar, “coup d’ oeil” is an instant, intuitive, situational understanding of the military dynamics in their geographic setting. The great commanders of history, Alexander, Caesar, Belisarius, Napoleon – had it]

The key concept  here is “visionary generals” creating a mutually shared “general vision” of policy and its strategic execution. While military figures who hold high command – Eisenhower, MacArthur, Petreaus – are obvious examples, technically, it doesn’t have to be a “general” in immediate combat command, so much as the final “decider”. A figure whose authority is part autocrat and part charsmatic auctoritas. Abraham Lincoln and Winston Churchill epitomized this role, as did George Marshall, the orgainizer and architect of the Allied victory in WWII. On a less exalted scale, we see Edward Lansdale (cited by Simons) or Thomas Mann, LBJ’s behind the scenes, Latin America “policy czar” during the Dominican Crisis of 1965

Simons is arguing for finding “great men” of strategy rather than explaining how to contruct a strategic vision per se. There is a very strong emphasis here of successful strategy as an act of great creativity, with the strategist as a master artist of force and coercion, imposing their will on allies and the enemy to shape the outcome of events. Colonel John Collins, wrote of this article by Dr. Simons at his Warlord Loop:

Be aware that the following article is NOT about unity of vision. It is about visionaries who convinced a majority that their vision was the best available policy at a given time and place in a certain set of circumstances. Implementing plans, programs, and operations follow. Most successful visionaries indeed must be supersalespersons, because priceless theories and concepts otherwise gather dust.  

I agree. There’s a combination of actions here – strategic thought, proselytizing the vision, competent execution, empirical assessment and strategic adjustment – that feeds back continuously (or at least, it should). While Simons argues her point well and draws on several case studies from India from which I learned new things, there is a flaw in one of her premises:

Take Andrew Krepinevich’s and Barry Watts’s recent assertion that it is “past time to recognize that not everyone has the cognitive abilities and insight to be a competent strategist.”4 As they note, “strategy is about insight, creativity, and synthesis.”5 According to Krepinevich and Watts, “it appears that by the time most individuals reach their early twenties, they either have developed the cognitive skills for strategy or they have not.”6 As they go on to write:

If this is correct, then professional education or training are unlikely to inculcate a capacity for genuine strategic insight into most individuals, regardless of their raw intelligence or prior experience. Instead, the best anyone can do is to try to identify those who appear to have developed this talent and then make sure that they are utilized in positions calling for the skills of a strategist.7

Mark Moyar concurs. The point he makes again and again in his new book, A Question of Command: Counterinsurgency from the Civil War to Iraq, is that “counter-insurgency is ‘leader-centric’ warfare, a contest between elites in which the elite with superiority in certain leadership attributes usually wins.”8

Watts and Krepinevich are statistically correct regarding the rarity of strategic thinking and are probably largely correct regarding the effects of professional military education and the career path of most military officers. They are most likely wrong on the causation of the lack of strategic thinking ability. It is not exclusively a matter of winning the genetic lottery or losing it at age thirty, cognitively we are what we frequently do. Discourage a large number of people by regulation or culture from taking the initiative and making consequential choices and you will ultimately have a group bereft of strategic thought. Or possibly, thought.

As with most professionals, military officers tend to be vertical thinkers, or what Howard Gardner in Extraordinary Minds calls “Masters” – as they rise in rank, they acquire ever greater expertise over a narrower and more refined and esoteric body of professional knowledge. This tendency toward insularity and specialization, analysis and reductionism is the norm in a 20th century, modern, hierarchical institutional culture of which the US military is but one example.

However, if you educate differently, force officers out of their field (presumably into something different from military science but still useful in an adjunctive sense), the conceptual novelty will promote horizontal thinking, synthesis and insight – cognitive building blocks for strategic thinking. While we should value and promote those with demonstrated talent for strategic thinking we can also do a great deal more to educate our people to be good strategists.
