Picked up a few more books for the antilibrary.

Dower is best known for his prizewinning Embracing Defeat: Japan in the Wake of World War II, which unfortunately, I have never read.  Berlin Diaries I have previously skimmed through for research purposes but I did not own a copy. Shirer’s The Rise and Fall of the Third Reich: A History of Nazi Germany was an immensely bestselling book which nearly everyone interested in WWII reads at some point in time. I would put in a good word for Shirer’s lesser known The Collapse of the Third Republic: An Inquiry into the Fall of France in 1940 . It was a very readable introduction to the deep political schisms of France during the interwar and Vichy years which ( as I am not focused on French history) later made reading Ian Ousby’s Occupation: The Ordeal of France 1940-1944 more profitable.

I am a fan of the vigorous prose of British historian Michael Burleigh, having previously reviewed  Blood and Rage: A Cultural History of Terrorism here and can give a strong recommendation for his The Third Reich: A New History.  Burleigh here is tackling moral choices in war and also conflict at what Colonel John Boyd termed “the moral level of war” in a scenario containing the greatest moral extremes in human history, the Second World War.

Making Historical Analogies about 1914

The Independent has a short, quasi-sensationalist, article featuring historian Margaret MacMillan discussing what is likely to become the first pop academic cottage industry of 2014….making historical analogies about 1914 and World War I! MacMillan is a senior scholar of international relations and administrator at Oxford ( where she is Warden of St Antony’s College)  with a wide range of research interests, including the First World War on which she has published two books.  I am just going to excerpt and comment on the historical analogies MacMillan made – or at least the ones filtered by the reporter and editor – she’s more eloquent in her own writing where each of these points are treated at greater length:

Is it 1914 all over again? We are in danger of repeating the mistakes that started WWI, says a leading historian 

Professor Margaret MacMillan, of the University of Cambridge, argues that the Middle East could be viewed as the modern-day equivalent of this turbulent region. A nuclear arms race that would be likely to start if Iran developed a bomb “would make for a very dangerous world indeed, which could lead to a recreation of the kind of tinderbox that exploded in the Balkans 100 years ago – only this time with mushroom clouds,”

…..While history does not repeat itself precisely, the Middle East today bears a worrying resemblance to the Balkans then,” she says. “A similar mix of toxic nationalisms threatens to draw in outside powers as the US, Turkey, Russia, and Iran look to protect their interests and clients. 

Several comments here. There is a similarity in that like the unstable Balkan states of the early 20th century, many of the Mideastern countries are young, autocratic, states with ancient cultures that are relatively weak  and measure their full independence from imperial rule only in decades.  The Mideast is also like the Balkans, divided internally along ethnic, tribal, religious, sectarian and linguistic lines.

The differences though, are substantial. The world may be more polycentric now than in 1954 or 1994 but the relative and absolute preponderance of American power versus all possible rivals, even while war-weary and economically dolorous, is not comparable to Great Britain’s position in 1914.  The outside great powers MacMillan points to are far from co-equal and there is no alliance system today that would guarantee escalation of a local conflict to a general war. Unlike Russia facing Austria-Hungary over Serbia there is no chance that Iran or Russia would court a full-scale war with the United States over Syria.

On the negative side of the ledger, the real problem  is not possible imperial conquest but the danger of regional collapse. “Toxic nationalism” is less the problem than the fact that the scale of a Mideastern Sunni-Shia sectarian conflict is so enormous, as are the implications . Nothing in the Balkans after the turn of the century compares to Syria, then Iraq and then other states sliding into a Muslim version of the Thirty Year’s War. An arc of failed states from Beirut to Islamabad is likelier than, say, a new Persian empire run by Tehran’s mullahs.

Modern-day Islamist terrorists mirror the revolutionary communists and anarchists who carried out a string of assassinations in the name of a philosophy that sanctioned murder to achieve their vision of a better world

Agree here. The analogy between 21st revolutionary Islamists and the 19th century revolutionary anarchists is sound.

And in 1914, Germany was a rising force that sought to challenge the pre-eminent power of the time, the UK. Today, the growing power of China is perceived as a threat by some in the US.

Transitions from one world power to another are always seen as dangerous times. In the late 1920s, the US drew up plans for a war with the British Empire that would have seen the invasion of Canada, partly because it was assumed conflict would break out as America took over as the world’s main superpower.

Imperial Germany’s growing power was less troublesome to Edwardian British statesmen than the strategic error of the Kaiser and von Tirpitz to pursue a naval arms race with Great Britain that did not give Germany’even the ability to break a naval blockade but needlessly antagonized the British with an existential threat that pushed London into the French camp.

As to military plans for invading Canada (or anywhere else), the job of military planning staffs are to create war plans to cover hypothetical contingencies so that if a crisis breaks out, there is at least a feasible starting point on the drawing board from which to begin organizing a campaign. This is what staff officers do be they American, French, Russian, German, Chinese and even British. This is not to be taken as serious evidence that the Coolidge or Hoover administrations were hatching schemes to occupy Quebec.

More importantly, nuclear weapons create an impediment to Sino-American rivalry ending in an “August 1914” moment ( though not, arguably, an accidental or peripheral clash at sea or a nasty proxy conflict). Even bullying Japan ultimately carries a risk that at a certain point, the Japanese will get fed-up with Beijing, decide they need parity with China, and become a nuclear weapons state.

Professor MacMillan, whose book The War That Ended Peace was published last year, said right-wing and nationalist sentiments were rising across the world and had also been a factor before the First World War

In China and Japan, patriotic passions have been inflamed by the dispute over a string of islands in the East China Sea, known as the Senkakus in Japan and Diaoyus in China. “Increased Chinese military spending and the build-up of its naval capacity suggest to many American strategists that China intends to challenge the US as a Pacific power, and we are now seeing an arms race between the two countries in that region,” she writes in her essay. “The Wall Street Journal has authoritative reports that the Pentagon is preparing war plans against China – just in case.” 

“It is tempting – and sobering –to compare today’s relationship between China and the US with that between Germany and England a century ago,” Professor MacMillan writes. She points to the growing disquiet in the US over Chinese investment in America while “the Chinese complain that the US treats them as a second-rate power”.

The “dispute” of the Senkakus has been intentionally and wholly created by Beijing in much the same way Chinese leaders had PLA troops provocatively infringe on Indian territory, claim the South China Sea as sovereign territory and bully ships of all nearby nations other than Russia in international or foreign national waters. This is, as Edward Luttwak recently pointed out, not an especially smart execution of strategy. China’s recent burst of nationalistic bluffing, intimidation and paranoia about encirclement are working along the path of self-fulfilling prophecy.

Another similarity highlighted by the historian is the belief that a full-scale war between the major powers is unthinkable after such a prolonged period of peace. “Now, as then, the march of globalisation has lulled us into a false sense of safety,” she says. “The 100th anniversary of 1914 should make us reflect anew on our vulnerability to human error, sudden catastrophes, and sheer accident.

Agree that globalization is no guarantee against human folly, ambition or the caprice of chance.

Dawn and Decadence, Innovation, & The Face of Battle — top 3

From Dawn to Decadence, 500 Years of Western Cultural Life, by Jacques Barzun

In a year where I’ve not been able to read as much as normal and with 89 days remaining in 2013, these three titles are the best so far. I’m not finished with Dawn, but it seems like the late Professor Barzun is an old friend (here is a video from 2010). Barzun’s opus was published when he was 93 and was almost ten years in the making. Dawn has been sitting on my shelves for four or five years and I’d started it two or three times only to get bogged down and lose interest. Well over half way finished and I’m pretty sure I’ll be rereading this title for years to come (co-blogger Lynn Rees reports he’s read it four times). Barzun’s scope covers the gamut: religion, literature, poetry, theater, painting, sculpture, philosophy, and the aristocracy/life at court. Since many of these topics are interconnected he uses an ingenious method to assist the reader in keeping up. He uses this: (<page number)(page number>) to direct the reader to something previously discussed or something he will cover later. In the text, he will recommend “the book to read is” “the book to browse is” in brackets. I’ve found this method distracting as I’ve read three books he referenced since I started… Barzun also provides generous lift quotes in the margins to give the reader a flavor for a particular writer or idea/example. If the book had a traditional bibliography, I dare say it would cover a couple hundred pages–at least. Dawn has been a pleasure I’ve been taking in small doses and am in no hurry to finish. This is the best book of the genre that I’ve read.

Men, Machines and Modern Times, by Elting Morison

Elting Morison’s Men, Machines is reviewed at Amazon by former House Speaker Newt Gingrich as “purely and simply one of the best books ever written on the process of innovation and the interaction of technology, culture, systems, and individual personalities.” I could not agree more. Morison’s book is a collection of essays dealing with change and man’s inherit but paradoxical reaction to it:

Yet, if human beings are attached to the known, to the realm of things as they are, they also, regrettably for their peace of mind, are incessantly attracted to the unknown and things as they might be. As Ecclesiastes glumly pointed out, men persist in disordering their settled ways and beliefs by seeing out many inventions…Change has always been a constant in human affairs…

From gunnery at sea to 19th Century railroads, Morison provides illustration after illustration of man, his institutions, and the almost universal resistance of both to change. Morison observes of inventors (real “disruptive thinkers’) [this was written in the early 1950’s]:

I once collected evidence on the lives of about thirty of these men who flourished in the nineteenth century. A surprising number turned out to be people with little formal education, who drank a good deal, who were careless with money, and who had trouble with wives or other women.

Morison devotes one essay to the characteristics and ills of a “bureau.” He describes the difficulty of getting anything accomplished within an average bureaucracy—largely because bureaucrats live for process and harmony. He says:

Taken together, a set of regulations provides a pattern of behavior for the energies bureaus are set up to regulate….Regulations are a way of keeping a system of energies working in harmony and balance…First it is easier to make a regulation than to abolish it.

Morison’s eighth and concluding essay provide Some Proposals for dealing with change and newness—in a word, solutions to many of the problems identified earlier. That said, only the most dedicated reader will complete the seventh (and longest) chapter, according the Morison, originally intended to be a book about the history of 19th Century American railroad innovation. Overall, I concur with Speaker Gingrich and highly recommend this title.

The Face of Battle, by John Keegan

A title needing no introduction at Zenpundit, I’ll only offer this title as one of the best books of the genre I’ve read. Keegan covers three battles across 500 years of history, Agincourt, Waterloo, and The Somme. In each, he brings alive the battlefield and provides the conditions faced by combatants—often up close and personal. Keegan’s scholarship, insight, and importantly, his humility in addressing a topic he admittedly had no first hand experience make this a must read for anyone in the profession of arms, and recommended for anyone seeking more insight into how we fight.

Boyd and Beyond Local DC Event

Jim Hasik’s White Board Outline

 

At the suggestion of Adam Elkus, we were privileged to host our first “local” Boyd and Beyond event on 15 December. We had 14 attend, and five speakers. Logistically, we turned our family room in to a fairly comfortable briefing area, using a wall with Smart Sheets as a temporary white board. In keeping with our October events, we took up a collection and had pizza delivered for lunch. Coffee, soft drinks light snacks were provided. Each speaker was allotted 50 minutes, but given the participation of the audience, most talks lasted about 90 minutes. I should emphasize to those planning one of these events, to keep a lean speaker’s list, as the Q&A and discussion can easily double the time of a presentation—-and I believe all who attended would agree the comments/discussion made already great presentations even better.

My sincere thanks go out to my wife and partner, Kristen, for making this event look easy! She was the one who made sure everything was moving along and that folks felt at home. I would encourage others around the country to schedule and hold events through the year. We’re looking to do another in March 2013.

I led off with a few comments on the military professional and intellectual rigor. I recommended the best book I’ve read this year: Inventing Grand Strategy and Teaching Command, by Jon Tetsuro Sumida, and the challenges he suggests in the realm of intellectual rigor. He writes:

“It remains to be seen whether readers exist with the mind and will to accept his guidance on what necessarily is an arduous intellectual and moral voyage into the realm of war and politics.” (emphasis added)

I followed with the example from An Unknown Future and a Doubtful Present: Writing the Victory Plan of 1941, by Charles E. Kirkpatrick. Mr. Kirkpatrick’s little book provides an excellent primer to the formulation of the United States’ WWII strategy and a refreshing insight into the education of an master strategist, then Major Albert C. Wedemeyer, attached to the War Plans Division, the Army chief of staff’s strategic planners, who wrote the Army strategy for WWII in 90 days. (read the review here) I suggested that military professionals should start something akin to a book club, where they can discuss and debate strategic issues and concept.

Following my comments, Jim Hasik offered his critique of John Boyd’s work. Adam tweeted that we were a “tough crowd,” but Jim was able to discuss his misgivings with respect to Boyd’s work and a lively discussion got us started. For those unfamiliar, Jim is the author of a paper called, Beyond Hagiography, which generated controversy in the Boydian community following this year’s October event at Quantico. According to Hasik, Boyd erred when extrapolating from physical processes/science to social processes. He reviewed Boyd’s use of science in his essay, Destruction and Creation, and suggested no literal correlation between Clausius’ Second Law of Thermodynamics (entropy), Gödel’s Incompleteness Theorem, and Heisenberg’s Uncertainty Principle and human behavior (on this I concur with Hasik, as analogy or metaphor these scientific principles enlighten).  Hasik asked if OODA scales from air-to-air combat to large scale events, and whether OODA was original (compared to PDCA, for example). One point that generated quite a bit of discussion was whether one could “like” Clausewitz or Sun Tzu and Boyd. Hasik questioned whether Boyd’s work should be judged as social science, history, or war studies, and suggested that further work was needed to fill in the gaps in his work. In October, someone suggested Boyd needed a “Plato,” someone to address Boyd’s work with less emphasis on science (as in Osinga’s book), thereby making Boyd’s work more accessible. The Strassler model was suggested; Strassler is an “unaffiliated scholar” who has written exhaustively referenced versions of ThucydidesHerodotus, and Arrian. [personal note: I believe a Strassler-like book on Boyd’s ideas would be a great resource] A great thought-provoking conversation.

Francis Park’s White Board

 

Francis Park’s talk on on maneuver warfare, the evidence of history began with “I’m a historian and I have a problem.” The irony wasn’t lost on the audience, as Francis is an active duty Army officer, speaking on the history of the USMC’s adoption of maneuver warfare (MW). Park called the Marine Corps “the most Darwinian of the services.” The venue for for the Corps discussion between MW advocates, and the “attritionists” was the Marine Corps Gazette. This venue was “unofficial,” otherwise the debate may have never happened. The Gazette’s forward-thinking editor made space and encouraged the debate, which was a “long, bitter, and complex fight.”

Park listed and discussed the champions of MW Michael D. Wyly, G.I. Wilson, William Woods, William Lind, and Alfred M. Gray. Park recommended Fideleon Damian’s master’s thesis, THE ROAD TO FMFM 1: THE UNITED STATES MARINE CORPS AND MANEUVER WARFARE DOCTRINE, 1979-1989. (Adam Elkus recommended Eric Walters essay in the Small Wars Journal, titled Fraud or Fuzziness? Dissecting William Owen’s Critique of Maneuver Warfare.)

Park called the USMC adoption of MW a “confluence of fortune” that may have never happened without the vigorous efforts of proponents.

Robert Cantrell’s Which Card Will You Play? was an instructive and interactive example of Robert’s strategy cards. Cantrell has two decks of strategy playing cards, one devoted to strategy, the other to sales strategy. The user’s guide is at www.artofwarcards.com.

Robert provided examples of how the cards are used to spark strategic thought and ideas. Volunteers pulled first one, then two cards from the decks, and read aloud and commented on how the statement(s) on the cards could be used in practice. For example, “Muddy The Water To Hide the Nets” was drawn (the 8 of clubs, a bit more on card suits from Robert below). The “strategy” is to “confuse your adversary so he cannot perceive your intentions. The “Basis” is “Confused adversaries make mistakes they would not make if they grasped your intentions.”

Longtime friend of this blog, Fred Leland at Law Enforcement Security Consulting is using the cards with success. Fred’s goal is “to get cops thinking more strategically and tactically in their work. I have been pulling a card from the deck and writing my thoughts and sharing them with cops who have been passing them along to their officers.” He is using Robert’s cards for “in-service” training, and providing a low cost entry into strategic thinking.

I followed up with Robert and asked for an explanation of the card suits. Here is his response:

Hi Scott – although they are gray delineations, the Hearts are oriented on the shaping self, the Clubs on shaping the field of contest…the diamonds are isolation strategies, and the spades are elimination strategies. This is the wolf pattern on the hunt: wolf becomes all the wolf it can be, shapes the hunt, isolates a member from the heard, brings that member down. With aces high – and again also gray – the higher cards tend to be strategies used from a greater abundance of strength and the lower numbers from comparative weakness in strength. Of course from here we can talk about gaining relative advantage if we cannot have absolute advantage to gain strength for a critical moment…and so on

Terry Barnhart spoke on Boydian organizational applications in a talk called Designing and Implementing Maneuver Strategy in Transforming Major Organizations. Terry said any organizational change had to be accomplished on the realms of the moral, mental, and the physical. With that in mind, he advised mapping the social networks of the organization and speaking in “the language of the culture” and “asking for what you need” when attempting to transformation. The end goal is “aligned autonomy,” and Terry’s recommended method of choice is taken from Boyd’s Patterns of Conflict,Slide 80:

Search out the “surfaces and gaps”, as reference from Slide 86, POC. In Boyd’s language:

•Present many (fast breaking) simultaneous and sequential happenings to generate confusion and disorder—thereby stretch-out time for adversary to respond in a directed fashion.

•Multiply opportunities, to uncover, create, and penetrate gaps, exposed flanks, and vulnerable rears. [emphasis added]

Create and multiply opportunities to splinter organism and envelop disconnected remnants thereby dismember adversary thru the tactical, grand tactical, and strategic levels. [emphasis added]

In Terry’s words, “be everywhere at once” and establish relationships that result in buy-in, avoiding “no,” as Terry advised it can take a couple of years to overcome an objection. As aligned autonomy is reached, word will get around about the successes, and all of sudden what was a single agent of change becomes a movement. So Terry is recommending methods in maneuver warfare as a method in transforming organization culture.

During Terry’s talk, Dave recommended Orbiting the Giant Hairball, by Gordon MacKenzie as a guide in navigating the bureaucracy and obstacles often found in large organizations.

Marshall Wallace’s White Board

 

Marshall Wallace’s Theories of Change and Models of Prediction was our final presentation. Marshall has emerged as one of the leading thinkers among Boydeans. Wallace said, “people are lazy” as he led off his discussion of change models. [personal note: I’ve come to refer to this laziness as “neurological economy”] His thinking was influence by Daniel Kaneman’s Thinking, Fast and Slow and the Heath brother’s Switch: How to Change Things when Change is Hard. When change is desired, clarity is an absolute must have. Wallace offered the four models above as example of change. He said we must ask: “What is the change we want to see?” and ” What are the pre-conditions?”—instead of this model, most people begin with the idea, which more often than not, fails.

Wallace walked our group through the models and emphasized the importance of tempo and used his wife’s efforts to establish dog parks in their city. Everything in government has a process, and Wallace said in this case “going slower than the politicians” paid off. Also, for programs of change, it is best if there is 100% transparency of goals. Both Marshall and Terry recommended a book called The Progress Principle, by Teresa Amabile and Steven Kramer. The most powerful model for me was the one in the lower right corner—particular the use of “more people” and “key” people in any effort to affect change.

Post meeting, Wallace posted the following to our Facebook group wall, that rounds out and expands his thinking:

I was on the plane back to Boston yesterday morning, deeply engrossed in Terry’s book [Creating a Lean R&D System] when a phrase leapt into my head: “Target the whole organism”.

As the Michaels in our lives (Moore and Polanyi) remind us, “we know more than we can say”. I feel that quite clearly and I constantly struggle with language. I am never satisfied with any presentation I give because I know that, due to failures on my part to use the perfect word at the right moment, I left some understanding on the table.

Somehow the weekend, with spectacular conversation, a good night’s sleep, the enforced idleness of air travel, and Terry’s superb book, shook something loose.

Target the whole organism.

What flashed through my mind at that moment were pieces of the talks.

Jim prompted discussion of what the next set of books about/on/adding to Boyd should look like.

Francis drew a pie wedge with “firepower” on one edge of the pie and “maneuver” on the other. He was describing two schools of thought on conflict as represented by these extremes. Everybody seemed to agree that the balance lay somewhere in the middle and was definitely related to the context.

Robert’s exercises with his strategy decks shook countless examples of strategic action and insight loose in our minds. The combination of cards, taking one from each of the competition and collaboration decks, was especially exciting.

Terry laid out his plan to blitzkrieg his company, and invited us to make it better.

I ended with a 4-cell matrix demonstrating the four basic categories under which all Theories of Change operate (more on this later). Experience has shown that most people operate out of an implicit Theory that traps them in one quadrant, whereas social change only occurs if all four quadrants are affected.

Target the whole organism.

I got home and opened up “The Strategic Game of ? and ?”. Interaction and Isolation.

Firepower and maneuver – at the same time. Competition and collaboration at the same time.

Boyd side-by-side with his sources and several commentators. CEO, discouraged middle-managers, and the line at the same time. More People and Key People at both the individual level and the structural level all at the same time.

Target the whole organism.

A force that uses maneuver to confuse and firepower to destroy will dominate. A force that can swing rapidly between extremes and also find balance is even more slippery than one that acknowledges the “necessary” balance. The two practices can be in separate parts of the battlespace (context matters), but because both are occurring, the confusion generated may well be more intense. It looks as though the force is two distinct armies and communication among the enemy may be unintelligible because the threats being faced are so different.

Bringing collaborative concepts into competitive spaces or vice versa while not abandoning the underlying logic of the space opens up more options, challenges notions, and expands horizons. Can we interact and isolate at the same time? What does that snowmobile look like?

If we want to effect social change, we need to target the whole system. We can sequence our efforts in time, though we can’t forget to move as quickly as the circumstances allow. At the same time, every effort must be connected to the whole organism.

The target is not the target. I do not aim at the eye of the fish. I don’t wan’t to hit the bullseye.

I want to pick up the whole madding crowd of intense archers, cynical kings, and wildly cheering spectators and move them.

A Tale of Two Victories and Two Falls

My co-blogger Charles Cameron is fond of his “DoubleQuotes” postings that feature frequently uncomfortable juxtapositions designed to prod thinking. Here’s a wordier one from me:

….Planning for a second term has been under way for months, with Lew and Pete Rouse, the counselor to the president and Obama’s internal management guru, preparing lists of possible promotions and nominations. The staff process has been gossiped about by the staff, but details have been kept secret, even from insiders.

“They haven’t even made calls. People haven’t been asked,” said a Democrat familiar with the situation. “They’re more targets than they are potential nominees.”

Now, officials will start to cement their departure dates, and aides will sound out colleagues about possible new roles. Among the top current officials expected to go: Treasury Secretary Timothy Geithner, Secretary of State Hillary Clinton, Defense Secretary Leon Panetta, Energy Secretary Steven Chu, Interior Secretary Ken Salazar and Lisa Jackson, administrator of the Environmental Protection Agency.

Attorney General Eric Holder and Transportation Secretary Ray LaHood might not be far behind — or may even beat them out the door.

There’s also a growing list of people the administration is looking to find spots for: Massachusetts Gov. Deval Patrick most of all, as well as former Michigan Gov. Jennifer Granholm and outgoing North Dakota Sen. Kent Conrad.

Obama has overseen one of the most stable cabinets in history — the only departures have been Defense Secretary Robert Gates, and Gary Locke and John Bryson from Commerce. But what’s about to happen amounts to an almost full-scale second transition: 

 

….At eleven o’clock in the morning, Nixon met with his staff in the Roosevelt Room. To many in the room he seemed oddly cool and quietly angry as he thanked them all for their loyalty and said something few of them understood. He said that he had been reading Robert Blake’s Disraeli and was struck by his description a century ago of William Gladstone’s ministers as “exhausted volcanoes” – and then mumbled something about embers that once shot sparks into the sky.

“I believe men exhaust themselves in government without realizing it” the president said “You are my first team, but today we start fresh for the next four years. We need new blood, fresh ideas. Change is important…..Bob, you take over.”

Nixon left then, turning the meeting over to Haldeman. The men and women of the White House stood to applaud his exit, then sat down. The chief explained what Nixon’s words meant: a reorganization of the administration. He told them that they were expected to deliver letters of resignation before the end of the day, then passed out photocopied forms requiring them to list all official documents in their possession. “These must be in by November 10,” he said. “This should accompany your pro forma letter of resignation to be effective at the pleasure of the President”. They were stunned. Speechless. Were they being fired? Haldeman said they would know within a month whether or not they could remain. At noon, the same drama was played out with the entire Cabinet, with Haldeman again passing out the forms.

Ironically, one of the many Cabinet secretaries Nixon ignominiously fired in his bid to centralize power in his White House staff was his former 1968 primary rival, HUD Secretary George Romney, father of 2012 Republican nominee, Governor Mitt Romney.  A blow from which George Romney’s political career never recovered. Nixon’s relationship with Romney had been an acrimonious one, formally polite on the surface with public shows of confidence by Nixon and machiavellian intrigues behind the scenes to undermine Romney and reverse the policies he had been advancing in Nixon’s name.

This latest Cabinet reshuffle to build a “Team without Rivals”, comes in the context of an explosive story, the abrupt resignation Friday of CIA Director General David Petraeus, citing an extramarital affair and accepting responsibility for “extremely poor judgment” and “unacceptable conduct”. The affair, allegedly conducted with his official biographer, came to light during a still not fully explained FBI investigation into unauthorized accessing of Petraeus’ private email account. The resignation of the highly regarded General Petraeus comes just before he was expected to testify before Congress regarding discrepancies and questions in the administrations handling of the terrorist attack in Benghazi that killed Ambassador Chris Stevens and other Americans. It also coincides with the Secretary of State Hillary Clinton, declining to testify.

It is difficult to say if General Petraeus public career will survive this scandal that he has brought upon himself, an action which stands in jarring contrast to his sterling, some might say superhuman, record of service to America, or if he will, like George Romney, fade away. Certainly, the CIA badly needed to stop the revolving door on the Director’s office and have a strong, visionary, hands-on leader who could reform and invigorate the Agency not merely in terms of covert action but in terms of rebuilding of capacity in deep cover clandestinity and the acquisition of strategic intel. I do not often find myself in agreement with Senator Feinstein but she is correct, this resignation hurts because it is also a significant institutional opportunity cost for the IC. I too wish it had not been accepted  – at one time it wouldn’t have been – but that is the President’s prerogative.

What however are the real issues? What should we be looking for?

Two things: As with Richard Nixon’s second term machinations, with such sweeping changes personnel changes in the offing for the Obama administration, ask yourself as events unfold: “Where is power flowing? And Why?”

If you do you will be in a better position to game out the direction of the next four years, especially in foreign policy and national security.

The White House has attempted to sell a story that the FBI doing a low-level harassment investigation  stumbled upon a security breach and – on their own authority, mind you – tapped the email account of the Director of the CIA and kept him under surveillance and investigated his mistress and, oh, yeah, the President was only informed of this business after the election on Thursday. Wait! And the DNI ( a three star general whose career was primarily intel administration) on his own initiative called the CIA Director ( a four star general and former theater and combatant commander) in on the carpet and fired him told him to resign. Right.

No, what most likely happened was that the minute the special agents realized who was involved in their investigation and the magnitude of the implications, they stopped and informed their superiors and the matter went up the chain to the FBI Director’s desk. The FBI Director, a former prosecutor with a political antennae circumspect enough to be appointed by George W. Bush and have his term be extended by Barack Obama, would have duly informed the Attorney-General of the United States before proceeding further and – I expect – the National Security Adviser, White House Chief of Staff and the DNI. Worst case scenario thinking in terms of national security would have been one driver. Another would be the fear of an all too juicy story leaking and the media catching an unbriefed POTUS unaware on the campaign trail with a blockbuster scandal before the election. How would that have gone over?

I would further expect that we will in the next few days and weeks hear the most salacious contents of the emails between Petraeus and his biographer, leaked by anonymous officials, timed to coincide with difficult days of testimony regarding Benghazi or new appointments to the administration that could, on a slow media day, prove controversial.

Instead of being distracted by prurient nonsense unrelated to the stewardship of the Republic, time would be better spent scrutinizing the host of nominations to come, not as individuals but as “teams” for particular areas of national security and foreign affairs cutting across bureaucracies – ex. arms control, Russian relations, Mideast etc. What commonalities or congruencies emerge?

I suggest this because back when the Obama administration decided on their “pivot” to Asia, the people they selected for second to third tier workday management related to the Asia-Pacific region were all accomplished, decent, honorable public servants, but their greatest common characteristic was a lack of any professional expertise with China. We saw the same personnel gambit with the Bush administration in the run-up to the war with Iraq where the greatest disqualifier for a job with the CPA was familiarity with the Arab world, Islam or Iraq. When you want careful stratagems, you solicit the advice of experts; when you want grand and revolutionary gestures, the wheels of policy are better greased with bold ignorance. There’s a reason Nixon appointed William Rogers Secretary of State – he knew the State Department bureaucracy would largely oppose his foreign policy initiatives and he wanted someone ill-suited and uninformed in charge there who he could more easily manipulate and keep in the dark.

The sixties radicals used to assert “the personal is the political”; in the eighties, Ronald Reagan in staffing his first administration understood that “the personnel are the political” and picked people culled from Heritage and Cato. My intuition is that in the second decade of the 21st century, the inside circle of the Obama administration have discovered that ” the political are the patterns”.

The story unfolding is no longer the “smoking gun” or the compromising jigsaw piece but the entirety of the puzzle.
