Wikileaks and the Search for a Cryptographic Mythology

Jean Rosenfeld of the UCLA Center for the Study of Religion just posted a comment on an earlier Zenpundit post of mine, opening up a topic which may interest some readers here: that of Wikileaks founder Julian Assange’s mythological associations.

Jean had earlier pointed me to Assange’s use of the name “Marutukku” to describe his encryption program, and a little fishing brought me to these two Assange-related documents:

I’d been idly wondering about cryptographic mythology myself, as it happens, nudged by vague memories of a cache of porno images tweaked by jihadists as encoding devices for steganography.

Steganography is the cryptographic – or is it kabbalistic? — art devised by one Abbot Trithemius, whose 1518 Polygraphia is the first work on cryptography printed in Europe, and whose Steganographia was known in MS to such hermetic philosophers as Cornelius Agrippa, Giordano Bruno and John Dee. Jim Reeds captures the ambiguity of Trithemius’ work nicely in his paper, Solved: The Ciphers in Book III of Trithemius’s Steganographia, when he asks:

Is it [the Steganographia] primarily an exposition of cryptographic techniques disguised as angel magic, or is it primarily a magic work disguised as cryptography?

Readers of Frances Yates and Ioan Couliano will be somewhat familiar with these matters.

And jihadist steganography? The technique itself is described in the al-Fajr Information Center’s Technical Mujahid magazine of Feb. 2007 according to a Jamestown Foundation Terrorism Monitor piece, but the reports of actual jihadist use of the technique may turn out to be fabrications.

But it was Julian Assange‘s bliss we were trying to follow, right?

Assange sidekick Suelette Dreyfus wrote The Idiot Savants’ Guide to Rubberhose — which is the manual for Assange’s crypto program… but this business of naming the program gets complicated, eh?

Dreyfus explains:

If you’re wondering about the name of this program, Marutukku is the internal development name (it’s spelled Ru-b-b-e-r-h-o-s-e, but it’s pronounced M-a-r-u-t-u-k-k-u)

In case you didn’t get it, there may be a play on Lewis Carroll there, and the exchange Alice has with the White Knight in Through the Looking-Glass as to what the name of a certain very sad song is called.

Alice aside – and such detours are in fact the very method of discovery in non-linear thinking – Dreyfus offers as an epigraph to her piece the following quote:

The third name is MARUTUKKU, Master of the arts of protection, chained the Mad God at the Battle. Sealed the Ancient Ones in their Caves, behind the Gates.

which she attributes to “The Akkadian Creation Epic”. That would be the Enuma Elish.

Assange, in his One Man’s Search for a Cryptographic Mythology, attributes his choice of the name Marutukku to a conversation he had with a friend concerning the Enuma Elish, telling us (after much other curious and wandering stuff) that his friend recommended the god Marduk’s third name to him, saying

The third name is MARUTUKKU, Master of the arts of protection, chained the Mad God at the Battle. Sealed the Ancient Ones in their Caves, behind the Gates.

Assange liked the idea, observing, “Even the very word MARUTUKKU looked like it had been run through a product cipher”.

A little later in the same document, he quotes from the Enuma Elish, and the phrases given above appear in the quoted excerpts from that text – although they are not present in the version “Based on the translation of E. A. Speiser, with the additions by A. K. Grayson, Ancient Near Eastern Texts Relating to the Old Testament, third edition, edited by James Pritchard (Princeton, 1969), pp. 60-72; 501-503, with minor modifications” that Assange offers us on the sibling-page at Enuma Elish.

As Dr. Rosenberg pointed out to me, “the quote — if it is a translation — differs from other translations I found on the Internet. It is more specific and extensive and ‘mythological.'”

Okay, I’ve kept what may be the most practical (ie 21st century) “creative leap” made by my skittish and wandering mind for this, my penultimate paragraph.

Oxford’s Anders Sandberg blogs today about Assange’s application of network theory to conspiracies, quoting Assange as saying:

Conspiracies are cognitive devices. They are able to out think the same group of individuals acting alone Conspiracies take information about the world in which they operate (the conspiratorial environment), pass it around the conspirators and then act on the result. We can see conspiracies as a type of device that has inputs (information about the environment) and outputs (actions intending to change or maintain the environment).

And Anders’ summary of Assange’s position? “In short, conspiracies are a kind of collective intelligence enhancement.”

[ admission: I associate the name Anders Sandberg with some brilliant early net writings on role-playing games and the hermetic tradition – I’m hoping this is the same guy ]

Finally, let’s go back to that enhancement of the Enuma Elish text. That phrase, “Sealed the Ancient Ones in their Caves, behind the Gates” struck me, too – it reminded me of the Chthulu Mythos of HP Lovecraft, and its apocalypse:

That cult would never die until the stars came right again and the secret priests would take Cthulhu from His tomb to revive His subjects and resume His rule of earth. The time would be easy to know, for then mankind would have become as the Great Old Ones; free and wild, and beyond good and evil, with laws and morals thrown aside and all men shouting and killing and revelling in joy. Then the liberated Old Ones would teach them new ways to shout and kill and revel and enjoy themselves, and all earth would flame with a holocaust of ecstasy and freedom.

And with that quote from Lovecraft, courtesy of Erik Davis, we have returned by a commodius vicus of recirculation back to the hermetically sealing and revealing world of John Dee.

Octavian ManeaPros and cons on Galula model

In response to the interest raised on the relevance of the Galula model for understanding and dealing with today’s insurgencies, I conducted a brief inquiry with key experts on the topic – Peter Mansoor, Steven Metz, David Betz, and Alex Marshall.

Dr. Peter Mansoor

The Galula model applies in those cases where the population of a country is more concerned about the effectiveness and legitimacy of its government than in its sectarian or ethnic make-up. “Classic” counterinsurgency efforts to improve the legitimacy of a government are then operative. In those cases where sectarian or ethnic identity trumps other factors (e.g., Sri Lanka or Chechnya), then protecting the people will avail the counterinsurgent little in the way of gaining their trust and confidence. In these cases, other strategic or operational approaches need to be considered….

Dr. Steven Metz

To me, the Cold War/Maoist model of insurgency applied in situations where new segments of a society were becoming politically aware or mobilized and thus made demands on the state which it could not fulfill. These demands were both tangible–infrastructure, security, education–and intangible (a sense of identity). That’s why I think it has very little applicability to current insurgencies. Granted current insurgencies attempt to emulate the Maoist strategy because it worked in the past, but I think this will lead to failure.

The work of the French officer David Galula was clearly very influential on the thinking of the authors of FM 3-24 Counterinsurgency. There is certainly a lot to like. For one thing, his book Counterinsurgency Warfare is less than 150 pages long which makes it an easy read-four cups of tea and a Sunday afternoon will get you through it. For another, it’s written in a very aphoristic style which is highly memorable. So if you’re trying to get across to a large number of people a number of ‘best practices’ or paradoxes of COIN then Galula is a very good assigned reading. The truth is though that most COIN best practice would fit on a bumper sticker. In fact the new UK Field Manual on COIN comes with a laminated credit card sized aide memoire on one side of which are printed the principles of COIN and on the other ISAF’s game plan for stabilizing Afghanistan. I’m not criticizing-I think it’s a handy thing; my point is rather that Galula and his interpreters sometimes sound a bit like Kipling’s ‘Just So’ stories. In practice, it’s complicated, as one sees in Galula too if you read his longer, messier, more ambiguous and more rewarding book Pacification in Algeria. Anyway, to get to the point I have three main reservations about Galula…..

Dr. Alex Marshall

My issue with the Maoist Paradigm is really two-fold.

My first reservation, as a historian, is that we lack a definitive English-language study of Maoist insurgency itself beyond some fairly stereotyped notions of a three-stage or five-stage revolutionary process (from political agitation to guerrilla conflict to regular warfare). Galula and Thompson were great generalizers, but one can scarcely call their work proper historical studies-their general view was that Maoist-style insurgencies involved a degree of mass brainwashing for example. We possess some interesting case studies of how Maoist mobilization worked in practice on the ground, in individual villages or Shanghai for example, but there is so much more that could be done. Thus Western writing during the Cold War in general generated a shorthand stereotype, when in reality insurgency practice was often more diverse. The reason was simple I suggest-most successful insurgents aren’t particularly pithy writers (Guevara and Mao were exceptions), most unsuccessful ones are very quickly dead.

My second concern is more overarching however. The majority of discourse on COIN doesn’t take into account the strategic context, remaining locked into the operational level instead…..

A very productive piece by Manea and the gents above. Galula’s historiographic importance in COIN should be undisputed and his contribution to theory acknowledged and respected. Application of Galula’s framework (or, really, anybody’s) for understanding COIN, in analyzing insurgencies should be used cautiously or lightly until there is enough of an emprical understanding of the structure and motivations of the insurgents and the political deficiencies of the state, to see to what extent the model fits, before the operational assumptions of a military bureaucracy and theater command harden into place.

Lacking the reliable contingency of a superpower patron on an ideological crusade in the 21st century to impose a stamp of identity and tactics on it’s proxies, insurgencies are likely to be as diverse as La Familia is from FARC, the Taliban or the Real IRA.

Tom Barnett’s Communique to the Barbarians

I am no Sinologist, so I am interested in how professional China-watchers interpret this signal. Here’s my two cents:

Dr. Thomas P.M. Barnett teamed up with two highly-regarded (inside Chinese elite circles) pundits John Milligan-Whyte and Dai Min to offer a “grand strategic rebalancing” of the Sino-American relationship for the 21st century, which ran in The People’s Daily, the official newspaper of the Central Committee of the Communist Party of China. Agree or disagree with the particulars, an impressive and timely move on Tom’s part.

An excerpt – but you should really read the whole thing:

….When agreed upon by the presidents of both nations through an “executive agreement” not subject to U.S. Senate ratification, it will promote U.S. economic recovery, increase U.S. exports to China, create 12 million US jobs, balance China-US trade as well as reduce U.S. government deficits and debt. Furthermore, it will stabilize the U.S. dollar, global currency and bond markets. It will also enable reform of international institutions, cooperative climate change remediation, international trade, global security breakthroughs as well as facilitate the economic progress of developed and developing economies, the stabilization and rebuilding of failed states and security of sea transport. The essence of the grand strategy is that the United States and China will balance their bilateral trade and never go to war with each other, and the US will refrain from seeking regime change and interference in China’s internal affairs with regard to Taiwan, Tibet, Xinjiang, the Internet, human rights etc. and China will continue its political, legal, economic and human rights reforms.The Taiwan situation will be demilitarized by an informal U.S. presidential moratorium on arms transfers to Taiwan, China’s reduction of strike forces arrayed against it, a reduction of U.S. strike forces arrayed against China and ongoing joint peacekeeping exercises by U.S., Chinese and Taiwan militaries.The strategic uncertainty surrounding nuclear program in Democratic People’s Republic of Korea (DPRK) will be de-escalated by the U.S. eschewing DPRK regime change goals and China ensuring that DPRK adopt policies along the lines of Deng Xiaoping’s economic reforms and terminate its nuclear weapons program. China, U.S., South Korean and other military forces will together ensure maritime safety in the Yellow Sea….

Publication in The People’s Daily does not imply that this blue sky missive is Chinese policy, but it would never have appeared without the sanction of some important figures in China’s government and Communist Party. I am not up to speed on elite Chinese politics, but historically, the Central Committee of the CCP was a much more integrated body of elite decision makers in the sense of mixing PLA generals, state bureaucrats and Party bigwigs than was the Soviet Cenntral Committee, which served in the post-Stalin era to cement CPSU dominance over the military and KGB. 

Set aside the merits of this “rebalancing” for later, as some points have not a hope in hell of seeing the light of day,and focus on what it means that the article has appeared at all.

First, I read this as a Mongolfier kind of trial balloon, a plausibly deniable rough draft of a Shanghai Communique 2.0 where Chinese rulers lay out their internal consensus “red line” vital interests and what they will put on the table in return, without any risk of “losing face”.

Secondly, while most of the critical noise will be over the security-military relationship, Taiwan and the total omission of Japan (!), I find the economics the most interesting section. Never before in history have two great powers with so little in common, who were not allies, so deeply entangled themselves in each others economies, basically to the point of no return. This piece tells me China’s leaders realize that a path of confrontation with America or pursuing beggar-thy-neighbor trade policy indefinitely, will mean the destruction of a generation of painfully accumulated surplus wealth, held largely in dollars and treasury securities. China’s elite would rather “double-down” on their bet on America instead of attempting to painfully wrench themselves free and cut their losses by cashing in devalued chips.

That concern is the apex of realism – a good variable to see at a time when nationalistic hubris and hypersensitivity have increasingly been on display in China’s foreign relations with great powers and weak neighbors alike. That kind of realism, other countries can do business with.

Blood and Rage: A Cultural History of Terrorism by Michael Burleigh

British historian Michael Burleigh brings the same kind of unsparingly brutal prose to the history of terrorism that he previously delivered on National Socialism in his acclaimed, The Third Reich: A New History. There is a wealth of detail about terrorists, their casual atrocities and the warped morality that terrorists habitually employ to rationalize their crimes; a nihilistic mentalite shared with their intellectual groupies in universities and political law firms that will shock and inform the reader. The scattered nature of the case studies that comprise modern terrorism though, makes Blood and Rage more of a kaleidescope than microscope.

Burleigh set out to chronicle a comprehensive examination of the evolution of terrorism in the last two centuries. There are Feinians and radicalized Russian Narodniks, murderous FLN Algerians and their pied noir OAS blood enemies, Irgun gunmen and Black September, ETA, IRA and Baader-Meinhoff gangsters consorting with Palestinian radicals and Herbert Marcuse. Burleigh dissects the psychopathology of ultraviolent degenerates like Hugh “Lenny” Murphy, Abu Musab al-Zarqawi and Andreas Baader. Terrorists, statistically speaking, are generally not madmen in a clinical sense, but Burleigh records a noteworthy exception regarding Germany’s Baader-Meinhoff Gang:

….With their numbers by now reduced to about a dozen people, the group was desperate for new recruits. Salvation came from an unlikely quarter. The mad. A radical psychiatrist at Heidelberg University, influenced by the anti-psychiatry of R.D. Laing and the anti-institutionalisation theories of Franco Basaglia, had formed a socialist collective among the mainly student clientele he was treating for various mental disturbances common to that age cohort including depression, paranoia and mild schizophrenia. In early 1971 Baader and Ensslin visited Heidelberg where they met some of the radicalized patients. In the following years, about twelve of the latter, including Gerhard Muller, Siegfried Hausner, Sieglinde Hofmann, Lutz Taufner and others became the second generation of RAF terrorists, initially under the slogan “Crazies to Arms”.

Blood and Rage makes for a grim read, with the recurring pattern of terrorism and counterterrorist response erupting to demoralize societies until the terrorists in question are either dead, imprisoned or mellowed by paunchy middle-age and political irrelevance as the times pass their maniacal political passions by. Only in a few instances, notably South Africa and Northern Ireland are political settlements a more feasible option than methodical police and intelligence work followed by tough-minded prosecution and a steely societal rejection of grandiose moral claims of terrorists and their fellow-travelling left-wing lawyer-advocates. Burleigh also makes clear his disdain for militarized CT and multiculturalist enablement alike.

The weakness of Blood and Rage, unlike some of Burleigh’s other works, is a lack of a strong analytical theme, focus or grand theory to explain and unite the relentless and gory march of geographically diverse case studies in terrorism, though an intelligent reader should be able to discern patterns present well enough for themselves. Given Burleigh’s stature as a scholar, one can envision him having taken the ball further down field for a deeper level of analysis of terrorism as a societal phenomena. Burleigh would probably reply that such is not the proper job of a historian, which while true enough, still leaves me wishing he had.

As a popular history, Blood and Rage makes a page turner out of rancorous destruction.
