The Russians are Not Coming….Nor are they Going Away

Now that Vladimir Putin has resumed the Presidency of Russia, it merits looking at the defense discussion that appeared under his name in Rossiiskaya Gazeta. Virtually everyone agrees that the condition of the Russian Army is parlous and that Putin’s program of difficult military reform to transform the Russian military from a conscripted army to a modernized professional force has not borne fruit. Therefore it is interesting to look at how Putin’s regime articulates it’s defense challenges with a mixture of bravado and brutal strategic realism we would never hear from an American politician.

Excerpts of the article are in bold while my commentary is in normal text.

 Being Strong 

…..The world is changing, and the transformations underway could hide various risks, often unpredictable risks. In a world of economic and other upheaval, there is always the temptation to resolve one’s problems at another’s expense, through pressure and force. It is no surprise that some are calling for resources of global significance to be freed from the exclusive sovereignty of a single nation, and that this issue will soon be raised as a “matter-of-course.”

There will be no possibility of this, even a hypothetical one, with respect to Russia. In other words, we should not tempt anyone by allowing ourselves to be weak. 

While some of this is boilerplate, it does demonstrate Putin’s astute view of Western elite noises about “global governance” as an effort to erode historic Westphalian legal norms of sovereignty for a self-aggrandizing reasons.

I am including paragraphs here from different parts of the paper where President Putin deals with nuclear weapons, though the first one continues from where the last excerpt left off.:

It is for this reason that we will under no circumstances surrender our strategic deterrent capability, and indeed, will in fact strengthen it. It was this strength that enabled us to maintain our national sovereignty during the extremely difficult 1990s, when, lets’ be frank, we did not have anything else to argue with.

….I remember in 2002 when the Chief of the General Staff proposed liquidating a base for strategic ballistic missile submarines on the Kamchatka Peninsula. Understandably, this proposal was motivated by dire circumstances. This would have deprived Russia of its naval presence in the Pacific Ocean. I decided against this. Due to the lack of the required budgetary funding, we had to ask private companies for help. I would like to thank them for that. Both Surgutneftegaz and TNK stepped up to provide the required funding for the base’s initial reconstruction. Budgetary allocations were later disbursed. Today, we have a modern base in Vilyuchinsk where next-generation Borei class submarines will soon be deployed.

….We have greatly increased the capabilities of our early missile warning system. Tracking stations have been launched in the Leningrad and Kaliningrad Regions and in Armavir, and a similar facility is undergoing tests in Irkutsk. All aerospace defence brigades have been equipped with the Universal-1S automation systems, and the Glonass satellite group has been deployed.

The land, sea and air components of our Strategic Nuclear Forces are reliable and sufficient. The proportion of modern land-based missile systems has grown from 13% to 25% over the past four years. The rearmament of 10 missile regiments with the Topol-M and Yars strategic missile systems will be continued.  Long-range aviation will maintain the fleet of strategic Tu-160 and Tu-95MS bombers; work is underway to modernise them. They will be equipped with a new long-range cruise missile system. Russia’s strategic aviation resumed combat patrols in their zone of responsibility in 2007. A new aircraft is being designed for strategic long-range aviation.

New-generation Borei class strategic submarines are being put on combat duty. These include the Yury Dolgoruky and Alexander Nevsky which are undergoing state trials.

….In the coming decade, Russian armed forces will be provided with over 400 modern land and sea-based inter-continental ballistic missiles, 8 strategic ballistic missile submarines…. 

This does not sound  like Putin puts much stock in his predecessor’s endorsement of Global Zero or President Obama’s goal of eliminating nuclear weapons. Or that a drastic unilateral American cut in nuclear weapons proposed by Global Zero to “break the triad” contemplated by the Obama administration would be reciprocated by Russia. Or any other nuclear power state.

Given that Pakistan, India, North Korea, Israel and China are reportedly increasing and improving their nuclear arsenals, it begs the question of whether the Obama or the Putin administrations have the most realistic view about nuclear weapons and their currency in international relations. Or what the Obama administration would use as bargaining chips to negotiate reductions in foreign nuclear arsenals after making gratuitously slashing unilateral cuts. And if the paper was not clear enough, Putin was more blunt about the strategic situation two days ago:

“With regard to further steps in the sphere of nuclear weapons, these further steps should be of a complex character, and this time all the nuclear powers should be involved in this process. We cannot disarm indefinitely while some other nuclear powers are building up their arsenal. It is out of the question!” 

On the subject of Russia’s land forces:

….There are no undermanned units in the Russian armed forces any more. The Army has over 100 combined and special brigades. These are full-scale military units with the requisite personnel and equipment. Their alert reaction time is one hour and they can be deployed to a potential theatre of war within 24 hours.

In the past, it took up to five days to prepare for combat readiness. The deployment and equipment of all the armed forces to wartime conditions could take nearly a year, even though most armed conflicts now last from a few hours to several days.

Why have we chosen the brigade as the main tactical unit? First of all, we have relied on our own experience in the Afghan and other wars, where mobile combat and assault groups reinforced with air and other support units have proved  more efficient than regiments and divisions.

The new brigades are smaller than divisions in the number of personnel but have a bigger strike capability, better firepower and support, including artillery, air defence, reconnaissance, communications, and so on. Brigades can operate both autonomously and jointly with other units. I admit that the quality is not perfect in all instances. We need to achieve the required standards in the near future. 

A Russian Army brigade numbers slightly over 4000 soldiers (vs. 3000-5000 in American and NATO militaries) and moving to a brigade structure is intended to make the Russian Army more versatile, flexible, deployable and mobile. The US essentially did the same thing with the “modularity” reforms for a brigade team force structure. However, I find it dubious that the Russian version is anything other than an aspirational work in progress or that Russia today could muster a force remotely approaching 100 combat brigades on short notice or keep them in the field for more than thirty days.

The old Soviet Red Army in the 80’s at the peak of it’s power was a military long on officers and critically deficient in NCOs  and the 90’s cratered the main force quality of what remained of the Soviet armies. Russia will not have a deployable fighting army for anything other than brief Georgia type raids and SPETSNAZ operations until it builds a proportionate NCO corps and modernized logistical support system.

On future war and it’s strategic context:

….The probability of a global war between nuclear powers is not high, because that would mean the end of civilisation. As long as the “powder” of our strategic nuclear forces created by the tremendous efforts of our fathers and grandfathers remains dry, nobody will dare launch a large-scale aggression against us.

However, it should be borne in mind that technological progress in many varied areas, from new models of weaponry and military hardware to information and communications technology, has dramatically changed the nature of armed conflicts. Thus, as high-precision long-range conventional weapons become increasingly common, they will tend to become the means of achieving a decisive victory over an opponent, including in a global conflict.

The military capability of a country in space or information countermeasures, especially in cyberspace, will play a great, if not decisive, role in determining the nature of an armed conflict. In the more distant future, weapons systems based on new principles (beam, geophysical, wave, genetic, psychophysical and other technology) will be developed. All this will, in addition to nuclear weapons, provide entirely new instruments for achieving political and strategic goals. Such hi-tech weapons systems will be comparable in effect to nuclear weapons but will be more “acceptable” in terms of political and military ideology. In this sense, the strategic balance of nuclear forces will play a gradually diminishing role in deterring aggression and chaos.

We see ever new regional and local wars breaking out in the world. We continue to see new areas of instability and deliberately managed chaos. There also are purposeful attempts to provoke such conflicts even within the direct proximity of Russia’s and its allies’ borders.

The basic principles of international law are being degraded and eroded, especially in terms of international security. 

Here we see much of the same keen interest Western military experts have had in RMA/”transformation” but more as new domains in which to fight or weapons to fight with, but Putin’s assumptions about the roots of international conflict remain exceedingly traditional in Clausewitzian and Machiavellian realpolitik senses. There’s no idea here that war’s political nature is being transformed by technological advances or even that breakdowns in order in other nations flow primarily from indigenous social forces  than from strategic conspiracies and manipulations of foreign powers hell-bent on humiliating Russia.

This is a worldview of cynical realism salted with nationalism and a paranoia induced by the lessons of centuries of Russian history. International relations, it follows, hinge primarily on power in all it’s manifestations, a few rules that separate the law of nations from the law of the jungle and that states exert power to accomplish rational strategic objectives. Furthermore, in an echo of Tsarist Russia’s last modernizer, Petr Stolypin, what Putin has put forth as a political program for his domestic audience (sincere or not) is “a great Russia”.

The good news is that President Putin is, unlike his Soviet predecessors, is uninterested in grand ideological crusades that would destabilize the world order and that Russia currently would be incapable of carrying any out. The bad news is that Putin is a shrewd strategic thinker, one who views the US as a long-term adversary of Russia and one who is likely to be highly antagonized and partially misread (and thus miscalculate)  the tactical geopolitics of intervention pursued by America’s R2P moralizers.

From Putin’s perspective, we are currently crusaders rather than deal-cutters grounded in reality. America does not need to appease other power,s but we’d further our own interests faster if we spent a little time looking at the world through the eyes of others

Ullman’s Strategic Revolution?

Strategist Dr. Harlan K. Ullman (best known for the concept of  “Shock and Awe“) had a piece up at Atlantic Council about which I have a mix of opinions, so I am going to break it down with some excerpts and comment:

Needed Now: An Intellectual Revolution in Strategic Thinking 

Toward the end of the Cold War, Soviet military thinkers coined the phrase “Military-Technical Revolution.” Based on a combination of extraordinary advances in precision strike and in information and surveillance technologies, the MTR was successfully transformed by the Pentagon into the “Revolution in Military Affairs.”

Meant to defeat the Red Army, the RMA was a real military revolution proven in the first Iraq War in 1991 when US arms pulverized Saddam Hussein’s army; in Afghanistan quickly routing the Taliban in 2001; and again smashing Iraq two years later.

There’s more than just a semantic difference here.

A “Military Revolution” is a rare thing in history, an epochal event, like the transformation of warfare in early modern Europe , which also dovetails with the Marxist-Leninist  economic deterministic conception of what constituted a world-historical “revolutionary” event in Soviet ideology. A “Military-Technical Revolution” was a terminological effort by Soviet general officers to reduce the ideological scope of the event discussed away from a sphere predominantly governed by the supreme authority of the Party (and in practice then, by politburo ideologist, Mikhail Suslovwho was deeply suspicious of any kind of reform) to one that emphasized that radical changes in warfare originated in or would flow from purely technological innovations and could therefore be safely managed by military professionals without encroaching upon political matters.  Self-interest and institutional interest of the Red Army general staff at work.

American defense intellectuals repackaged the Red Army’s “Military-Technical Revolution” as the  “Revolution in Military Affairs” – a much narrower concept than “Military Revolution” yet broader, more flexible and open-ended than it’s Soviet parent. Eminent strategist and military historian Colin S. Gray described RMA thusly:

Military Revolutions are preceded, implemented, and succeeded by RMAs. RMA refers to a radical change in the character of war. The engines of such change include, but are by no means limited to, technological innovation. Scholars note that most historically plausible RMAs have not obviously been led by new technologies [1].

The American RMA unlike the Soviet version was more closely tied to the force-multiplying effects of the information revolution and Moore’s Law  that was to reshape the global economy, and came to be shorthanded, under Rumsfeld, as “transformation“. However, like the Soviet MTR, RMA suited the growing fascination of American military officers with operational art as the acme of professional identity and a substitute for strategy and troublesome questions of policy and politics. While “transformation” was good for making the military more efficient at applying violence, the focus on technological magic in operations tended to anesthetize senior generals from the need to attend to the vital strategic-policy dimension of war.

Back to Ullman:

….Today, American and certain allied militaries are exhausted by a decade of war. All face large and looming defense cuts meaning far less money for defense. Under these circumstances, readiness and morale become early casualties.

With the exception of North Korea (or to some states in Europe, Russia), few hostile armies are around to fight in a conventional conflict making the case for defense more diaphanous. The wars in Iraq and Afghanistan demonstrated that while military force may have been necessary, it could not make either country more governable, hardly the best argument for defense spending.

The omission of China is simply weird. I am neither a ‘Panda hugger” or a “Panda mugger” and I don’t think China should be shoehorned into the role of near-peer competitor, which it is not yet, except in the fantasies of hypernationalistic Chinese and maybe blogger/salesmen from the Lexington Institute. But how do you ignore a nation like China and the PLA in in a military-geopolitical strategic analysis?

….How can militaries deal with these facts of life? The answer is that a new revolution is desperately needed. Given the bleak funding outlook, this revolution can only be accomplished through intellect and rejuvenating strategic thinking.

British Gen. Rupert Smith’s “The Utility of Force” skillfully interpreted war in the 21st century to be about and over people — to protect and defend them or to defeat or disrupt them rather than as modern armies squaring off against one and other.

Many assumptions to unpack from few words.

I welcome Dr. Ullman’s call for an intellectual renaissance in strategic thinking which, if badly needed among the professional military class, is even more urgently required in our political class who – with some exceptions – were largely AWOL from their responsibilities of senior partnership in fashioning strategy and grand strategy with the uniformed military in the past ten years. Perhaps in a generation or two, the proliferation of grand strategy programs at elite universities that are increasingly feared by anti-American intellectual leftists, will produce a large cadre of statesman with real strategic competence.

Regarding the second paragraph, while I am sympathetic to the assumptions that 4GW environments will increase with the erosion of state sovereignty and legitimacy, the future of warfare may very well be extremely “hybridwith well-financed polities, corporations and networks fielding impressively high tech military capabilities alongside atavistic and disorganized insurgencies wallowing in blood and entrails. The latter will invite intrusion by the former and the former are sometimes going to clash with one another, as well as against postmodern warlords, superempowered individuals, urban guerrillas and networked jihadis.

….Some 15 years earlier, the concept of “shock and awe” was created in which the goal was to affect, influence and ultimately control the will and perception of an adversary (hence Smith’s “people”) with the use or threat of military force. “Shock and awe” was inspired by the Chinese philosopher Sun Tzu eons ago when he wrote that the really brilliant general wins without having to fight a battle.

Shock and awe posited four criteria: control of the environment, rapidity, (near) perfect knowledge and brilliance in execution.

The last two, combined with the realities and uncertainties of today’s international environment, form the foundations for this much needed intellectual revolution in strategic thinking.

If so, then the revolution fizzles out here.

Rapidity and brilliance in execution – or at least excellence – can be trained for, but in control of the environment, the enemy gets a vote (and so, for that matter, does the environment) and “(near) perfect knowledge” is a transient comparative advantage held (if at all) during the initial moments of a complete surprise attack. While it would be nice to have, “(near) perfect knowledge” cannot be a foundation for a strategic revolution as it is a largely unachievable standard in unhurried conditions of perfect peace, much less during the fog and friction of war.

….No one can be certain about the nature of future conflicts as the requirements for defense, once equated in largely military terms, have expanded to cover security with a far broader aperture extending well beyond armies, navies and air forces.

In future conflict, military force may or may not be necessary. But they have not been sufficient to achieve the strategic and political aims of bringing stability and security to Iraq, Afghanistan and so far Libya for example.

Further, given defense cuts, preparations for major conventional operations will be severely curtailed as both weapons and systems for those engagements as well as training will likewise be reduced, possibly dramatically. The strategic question that forms the heart of an intellectual revolution rests on how militaries can prepare for a future so filled with uncertainty while preserving traditional war fighting skills with far less money.

Ullman is correct that public expectations of “security” have expanded beyond military strength to encompass more of the DIME spectrum with, arguably, law enforcement, immigration/assimilation and cyber issues as well.

Disagree that the current political class dominated by aging Boomer fantasists will recognize that sharply curtailed military budgets mean fewer operations.It certainly has not worked that way in Britain where harshly punitive budgetary cuts to the British Army and Royal Navy have scarcely curbed Her Majesty’s government’s appetite for military intervention.  American politicians and Atrocity Boards will simply require the Pentagon eat it’s seed corn to pay for intervention piled upon intervention and when that runs dry, Congress will look at cutting veteran health benefits and pensions and hollow out the force until it breaks.

….First, militaries and strategic thinking must be oriented about obtaining (near) perfect knowledge not merely about traditional operations and employing weapons systems with far greater creativity. There must be far more learning about other, non-military tools and other regions and states round the world of import or interest to assuring national security.

The part  about creativity is spot on, but in a military where majors, colonels and brigadier generals feel they cannot sign off on something as mundane as a platoon, a company or a battalion using ATVs on patrol in Afghanistan without risking their careers, then bureaucratic micromanagement has already reached the state of military rigor mortis. Strategic thinking in the ranks cannot begin until the climate of fear is removed and the incentives for promotion changed to reward risk-taking. Just like the State Department, the Pentagon’s antiquated personnel system is out of alignment with the needs of American national security and  represents a systemic bulwark against positive change.

Pursuit of near perfect knowledge should be dropped. When Admiral Art Cebrowski helped conceive of network-centric warfare,  there was an opportunity present, through real-time sharing of  information across a military “system”, to maximize individual and unit initiative within their understanding of the commander’s intent and accelerate the operational tempo vis-a-vis the enemy. Instead, information technology, as I see it imperfectly from my far remove as a civilian kibbitzer, has empowered micromanagement with three and four star generals playing company commander, colonels playing squad leader and lawyers and powerpoint-inebriated staff officers hundreds  of miles away blocking artillery or air support requested by units under fire.

Perfect knowledge as a doctrinal benchmark encourages organizational paralysis in the face of uncertainty, rather than the fluidity, creativity and adaptiveness that Ullman seeks.

….Second, new means and methods must be created or strengthened that contribute to maintaining fighting skills that enable brilliance in operations. For example, as the British navy and air force lose both carrier and anti-submarine capacities for an interim period, units should be assigned to the US or French navies that will employ these weapons systems. The British army could deploy units to serve in Korea or Pakistan and India where conventional combat is central to those forces to maintain these skills. And new generations of war games and simulators must be invented and fielded so that many scenarios can be played out to keep skills at acceptable levels of readiness.

These are useful ideas, especially the wargames. I don’t think the British will bite though, except for “model” partnerships with the French. There’s really no good reason why there should not be an “Anglospheric” (UK, US, ANZUS, Canada) combined naval warfare planning staff and regular joint exercises.

….Third, to achieve these aims, a further revolution in military education from bottom to top is essential. Officers and troops must be prepared intellectually in order to obtain near perfect knowledge about a future that at best is opaque. And simultaneously, keeping combat skills sharp in an era of austerity when weapons and training will be in shorter supply is best done as Bobby Jones, perhaps the greatest golfer ever observed about that game — it is played in the 6-inch space between the ears!

Militaries will be reluctant to accept new or any revolutions when they are fighting for subsistence. Politicians find governing hard enough. And few are prepared to impose a revolution let alone make tough decisions.

If an intellectual revolution is to be wrought, it must come from within. But who will listen? And who will lead?

As of now, no one is leading and few understand the need to do so.

Beware of Greeks Spurning Gifts…..

This has some possible geopolitical implications:

Greek government in chaos with debt deal in doubt

ATHENS, Greece (AP) – The Greek government teetered and stock markets around the world plummeted Tuesday after a hard-won European plan to save the Greek economy was suddenly thrown into doubt by the prospect of a public vote.

One day after Prime Minister George Papandreou stunned Europe by calling for a referendum, the ripples reached from Athens, where some of his own lawmakers rebelled against him, to Wall Street, where the Dow Jones industrial average plunged almost 300 points.

Papandreou convened his ministers Tuesday night, and a spokesman said the prime minister was sticking to his decision to hold the referendum, which would be the first since Greeks voted to abolish the monarchy in 1974. Papandreou has also called a vote of confidence in his government, to be held midnight Friday.

“The government is not falling,” said Angelos Tolkas, a deputy government spokesman.

….A Greek rejection of the second rescue package could cause bank failures in Europe and perhaps a new recession in Europe, the market for 20 percent of American exports. It could also cause Greece to leave the alliance of 17 nations that use the euro.

European leaders made no secret of their displeasure.

“This announcement surprised all of Europe,” said a clearly annoyed French President Nicolas Sarkozy, who has been scrambling to save face for Europe before he hosts leaders of the Group of 20 major world economies later this week.

“Giving the people a say is always legitimate, but the solidarity of all countries of the eurozone cannot work unless each one consents to the necessary efforts,” he said.

French lawmaker Christian Estrosi was even more direct. He told France-Info radio that the move was “totally irresponsible” and reflected “a wind of panic” blowing on Papandreou and his party.

“I want to tell the Greek government that when you are in a situation of crisis, and others want to help you, it is insulting to try to save your skin instead of assuming your responsibilities,” Estrosi said.

Sarkozy and German Chancellor Angela Merkel, who have been at the forefront of Europe’s efforts to contain national debt, talked by phone and agreed to convene emergency talks Wednesday in Cannes, France. Papandreou will also attend.

Merkel also spoke by telephone Tuesday with Papandreou, his office said.

The response was brutal in the international financial markets, especially in Europe. Greece’s general price index plunged to close down 6.92 percent, while in Germany the Dax index, the major stock market average, lost 5 percent – the equivalent of about 600 points on the Dow.

The French stock market closed down 5.4 percent, the Italian 6.7 percent and London 2.2 percent.

“Talk about your all-time bonehead moves,” said Benjamin Reitzes, an analyst at BMO Capital Markets….

While it is likely that the EU will muddle through this latest Greek crisis, I have to wonder if the EU will exist at all in five years? Or perhaps as a rump Northwest European confederation? This will not be the last debt crisis.

Our unlamented and departed Soviet adversaries used to talk about what they called “the contradictions of capitalism”. In the current crisis we are seeing the contradictions of technocratic governance as practiced by European elites. It seems that lacking the political ability to coerce Southern member states into genuinely accepting austerity programs, or alternatively spur their less developed economies to higher growth rates, the EU structure is both the raison d’etre and the obstacle to a solution.

An essentially undemocratic elite project, the EU is stymied by the residual democratic capacity of national citizenry to resist. Ordinary Greeks are not inclined to accept financial castor oil spooned by foreigners to please the international markets and I suspect the tolerance of German taxpayers for footing more than their share of the EU bills is wearing dangerously thin.

Either power will increasingly flow to the EU nations still writing the checks, making the EU even more unrepresentative, but more economically rational in political decision-making, or there will be a rush for the exit door.

Steve Jobs by Walter Isaacson, a review

Steve Jobs by Walter Isaacson

Walter Isaacson, the acclaimed author of biographies of Benjamin Franklin and Albert Einstein, has produced a definitive and up-close biography of Steve Jobs. The book is a very readable 571 pages that took only a couple of days to read. Jobs approached Isaacson to write his bio in 2004, but Isaacson resisted until 2009 when  Jobs’ wife Laurene Powell “said bluntly, “If you’re ever going to do a book on Steve, you’d better do it now.”” Isaacson insists no restrictions were placed on him, in fact, Jobs and his wife facilitated access to many people who do did not hold Jobs in high regard—the man excited passions good and bad. I found it ironic that Jobs, a man who obsessed with control would willingly relinquish control in what will probably be the definitive biography of his life.

Isaacson offered early that his book is really about innovation. He offers: “At a time when the United States is seeking ways to sustain its innovative edge, and when societies around the world are trying to build creative digital-age economies, Jobs stands as the ultimate icon of inventiveness, imagination, and sustained innovation.” Given Apple’s growth, his point is well taken.

Isaacson clearly admires Jobs, but he does not spare the reader of Jobs volatile and brutal out-bursts directed at just about anyone he considered a “bozo” or worse. From the beginning, Jobs was a very difficult person to work with. He did not tolerate mediocrity and punished what he thought was mediocre thinking, often publicly. Isaacson offers some insights and ideas as to the cause of Jobs distinctly caustic personality, but most ring hollow. Jobs was a driven and passionate man, with very little empathy—even for family members. Isaacson suggests “people who were not crushed ended up being stronger” and many of the folks interviewed agreed—Jobs drove people to do things they didn’t know they could do. As one of Jobs colleagues Debi Coleman said, “You did the impossible, because you didn’t realize it was impossible.” So the folks he didn’t scare off, appear to have been inspired. Tim Cook, Jobs’ successor offered, “What I learned about Steve was that people mistook some of his comments as ranting or negativism, but it was really just the way he showed passion. So that’s how I processed it, and I never took issue personally.”

My favorite parts of the book were Isaacson’s liberal use of quotes from Jobs. Some quotes bristle with passion, and a few were profound. This one appealed to my notions on pattern cognition:

Your thoughts construct patterns like scaffolding in your mind. You are really etching chemical patterns. In most cases,  people get stuck in those patterns, just like grooves in a record, and they never get out of them.

Isaacson covers Jobs journey at Apple, NeXT, Pixar, and his triumphant return to Apple. I did not know much about Jobs at Pixar and found it interesting that Jobs was CEO at both companies simultaneously—and both companies had a “different” versions of Jobs. Isaacson says, “Pixar was a haven where Jobs could escape the intensity of Cupertino. At Apple, the managers often excitable and exhausted, Jobs tended to be volatile, and people felt nervous about where they stood with him….It was a Pixar that he learned to let other creative people flourish and take the lead.” Jobs was more hands-on at Apple I sense because he considered it his creation—essentially an extension of his person. I suspect Jobs viewed his role at Pixar as more that of a steward in comparison.

Jobs hated slide presentations (I agree—one great thing about Boyd & Beyond is the general ban on PowerPoint) and said, “People who know what they’re talking about don’t need PowerPoint.” There is a poignant passage towards the end where Jobs was meeting with his team of doctors and the doctor had a PowerPoint presentation. Jobs gently suggested the Apple Keynote program was better.

Jobs, despite his bristly exterior, reached deep in his Zen training and life experience (particularly after his cancer diagnosis) when he spoke at the 2005 Stanford commencement:

Remembering that I’ll be dead soon is the most important tool I’ve ever encountered to help me make the big choices of life. Because almost everything—all external expectations, all pride, all fear of embarrassment or failure—these things just fall away in the face of death, leaving only what is truly important. Remembering that you are going to die is the best way I know to avoid the trap of thinking you have something to lose. You are already naked. There is no reason not to follow your heart.  

We are a Apple/MacBook Pro family, we have iPhones, iPods, and the iPad on our wish list. Isaacson discusses one thing I’ve noticed with every Apple purchase; the thought put into packaging of the product. Apple packaging is patented and it shows. Jobs alter ego and head Apple designer Jonathan Ive, said, “Steve and I spend a lot of time on the packaging…I love the process of unpacking something. You design a ritual of unpacking to make the product feel special. Packaging can be theater, it can create a story.” I believe we have kept every box our Apple products arrived in—they are works of art.

This book will elicit the spectrum of emotions, there are parts where I was embarrassed or appalled at Jobs poor behavior, there were tender moments towards the end of his storied life that brought a tear to my eye. Isaacson has given us a valuable portrait of a man mathematician Mark Kac “called a magician genius, someone whose insights came out of the blue and require intuition more than mere mental processing power.”

Isaacson’s Steve Jobs comes with my highest recommendation.

NOTE: This is admittedly a different book review for this site. I’ll admit up front that I’m a fan of Jobs and his products—and I know many people hate him passionately and with good reason. I’m sharing this review because Jobs was an iconoclast very similar to John Boyd: people either loved him or hated him. Both men were driven, had poor people skills, and both left rich legacies in completely different areas, and are eminently interesting figures.

The “bug” of Y2K never quite measured up to the 1919 influenza bug in terms of devastating effect — but as TPM Barnett wrote in The Pentagon’s New Map:

Whether Y2K turned out to be nothing or a complete disaster was less important, research-wise, than the thinking we pursued as we tried to imagine – in advance – what a terrible shock to the system would do to the United States and the world in this day and age.

My own personal preoccupations during the run-up to Y2K had to do with cults, militias and terrorists — any one of which might have tried for a spectacle.

As it turned out, though, Al Qaida’s plan to set off a bomb at Los Angeles International Airport on New Year’s Eve, 1999 was foiled when Albert Ressam was arrested attempting to enter the US from Canada — so that aspect of what might have happened during the roll-over was essentially postponed until September 11, 2001. And the leaders of the Ugandan Movement for the Restoration of the Ten Commandments of God, acting on visionary instructions (allegedly) from the Virgin Mary, announced that the end of the world had been postponed from Dec 31 / Jan 1 till March 17 — at which point they burned 500 of their members to death in their locked church. So that apocalyptic possibility, too, was temporarily averted.

Don Beck of the National Values Center / The Spiral Dynamics Group, commented to me at one point in the run-up:

Y2K is like a lightening bolt: when it strikes and lights up the sky, we will see the contours of our social systems.

— and that quote from Beck, along with Barnett’s observation, pointed strongly to the fact that we don’t have anything remotely resembling a decent global map of interdependencies and vulnerabilities.

What we have instead is a PERT chart for this or that, Markov diagrams, social network maps, railroad maps and timetables… oodles and oodles of smaller pieces of the puzzle of past, present and future… each with its own symbol system and limited scope. Our mapping, in other words, is territorialized, siloed, and disconnected, while the world system which is integral to our being and survival is connected, indeed, seamlessly interwoven.

I’ve suggested before now that our mapping needs to pass across the Cartesian divide from the objective to the subjective, from materiel to morale, from the quantitative to the qualitative, and from rumors to wars. It also needs a uniform language or translation service, so that Jay Forrester system dynamic models can “talk” with PERT and Markov and the rest, Bucky Fuller‘s World Game included.

I suppose some of all this is ongoing, somewhere behind impenetrable curtains, but I wonder how much.

In the meantime, and working from open source materials, the only kind to which I have access – here are two data points we might have noted a litle earlier, if we had decent interdependency and vulnerability mapping:

Fear-mongering — or significant alerts?  I’m not tech savvy enough to know.

Tom Barnett’s point about “the thinking we pursued as we tried to imagine – in advance – what a terrible shock to the system would do to the United States and the world in this day and age” still stands.

Y2K was what first alerted me to the significance of SCADAs.

Something very like what Y2K might have been seems to be unfolding — but slowly, slowly.
