The Fall of the Roman Republic: Lessons for David Petraeus and America

The problems facing the Roman Republic in the 1st Century BC were obvious for several generations before they resulted in the final crisis that lead to imperial rule.  There were a large number of proposed solutions, some more fanciful than others, but it was precisely the apparent inability of the state to address problems that everyone recognized existed that destroyed the existing institutions. At the core, the Roman Republic faced two problems.

First, the growth of Roman power and the acquisition of an empire stressed the existing structure for managing provinces.  The lack of a well developed colonial bureaucracy combined with the practice of annually appointing new provincial governors from the ranks of recent senior magistrates created massive instability.  Significant elements of provincial administration – notably tax collection – were outsourced to private companies, and provincial governors saw their postings as an opportunity for self-enrichment, which was both a cause and consequence of the increasing cost of running for political office.  The result was endemic corruption in Rome, and frequent instability in provinces as a consequence of the rapacious practices of tax farmers and governors.  Particularly in the more recently acquired provinces in and around Anatolia and the Levant, this instability led to revolts and opportunities for external actors to weaken Roman control.

Second, for a variety of reasons that economic historians continue to debate, there was increasing income inequality in Rome, and worse, the gradual impoverishment and ultimately virtual elimination of small-hold farmers that had traditionally formed the backbone of both the Roman citizenry and military.  The result was the rise of an urban poor, increasingly dependent on the largess of the state, more prone to violence, and ultimately more loyal to patrons than to the state as a whole.  Part of this was also a consequence of empire.  Military victories brought slaves to Rome, which were increasingly used to farm the large estates of aristocrats, raising land prices and lowering food costs in a way that made small farming unsustainable.

These problems were recognized early.  In 133 BC, Tiberius Gracchus sought to implement land reform from his position as Tribune in order to address the twin issues of the disappearing free rural peasantry and the resultant lack of citizens eligible for military service.  His efforts threatened the position of the aristocratic elites, and in the end he was murdered.  Ten year later his younger brother suffered the same fate under similar circumstances.  At the time of the Cimbrian War (113-101 BC), the threat of foreign invasion by Germanic tribes forced Gaius Marius to replace the traditional Roman Army soldiered by land-owning citizens with one built around landless volunteers for whom military service was a career and who owed loyalty primarily to the general paying the bills rather than the state.  Marius’ legions defeated the Germans, but a new instability had been introduced into the Roman state due to the tendency of these new volunteer forces to be loyal to personal patrons rather than state institutions.  This instability manifested itself in the increasing role of popular generals in Roman politics, including several willing to implicitly or explicitly threaten civil war to get what they wanted.  Marius himself marched on Rome, as did Lucius Cornelius Sulla twice, and Lucius Cornelius Cinna.  Gnaeus Pompeius Magnus (Pompey the Great) took over this father’s client army on his death and became a key power broker in his twenties and without having held elected office. By the time the of the First Triumvirate in 59BC, the Roman state had been grappling with these basic, interlocking economic, political, military challenges for 70 years without any systematic solution.

Finel sees 21st century AD America as having some analogous political and structural difficulties to 1st century BC Rome:

….The Roman system had, in short, even more veto points than the current American system, and they were even more arbitrary – though the U.S. Senate practice of anonymous holds comes close.

The point is not to suggest that Rome and the United States are in identical positions.  Rather, that there are similar structural problems.  In the United States today there are durable public policy problems that everyone agrees are indeed problems – deficits and debt, the entitlements crisis, lack of infrastructure investment, educational shortcomings, the erosion of U.S. manufacturing and the challenge of international competitiveness.  But we can’t do anything about them because there is a rump of opposition to any structural reforms, not always from Republicans, and a large number of veto points.

Another structural similarity is that the one – or at least most – effective institution in the country is the military.  In the 1st Century BC, the Romans fought at least five civil wars (as many as seven depending on how one chooses to count), and yet was able to expand their colonial empire.  Their Army was occasionally bested in battles, but never in this period in a war.  Over time, Roman politics came to be dominated by successful generals, and men without a martial record often sought to establish one even later in life.

It was in this context of persistent structural problems, a dysfunctional political system riddled with veto points, and a highly effective and respected military that the Roman Republic collapsed.  But before it collapsed, it was given one last opportunity to save itself.  This occurred with the formation of the First Triumvirate in 59 BC.

A few comments on my part….

A commendable summarizing of the Late Republic’s dysfunction on Dr. Finel’s part. For those readers interested in the subject, I’d recommend Tom Holland’s  Rubicon: The Last Years of the Roman Republic, Adrian Goldsworthy’s Caesar: Life of a Colossus and Anthony Everritt’s Cicero: The Life and Times of Rome’s Greatest Politician.

A minor quibble is that Finel left out Sulla’s brutal attempt to “re-set” the political system, decrease public corruption and “restore” many older political customs by scraping away more recent innovations involving tribunican office by the fiat of breaking Roman tradition and launching a murderous purge to kill off and thoroughly terrorize those members of the senatorial elite who would object to his version of political reform. Sulla’s bloody precedent made future recourse to violence more likely after Sulla passed from the political scene. Caesar consciously used Sulla’s memory as a foil, making great political show of his generous treatment of beaten opponents, ultimately to his cost.
 
I would add that the rapaciousness of the tax-farming in the provinces was due in part to Roman patricians delegating that perk to Rome’s Italian Allies, making the Italians the junior partners in Roman imperialism much the same way lower and middle colonial officials and military officers of colonial armies in the British Empire in the in 17th-19th century were frequently drawn from the Scottish, Welsh and Anglo-Irish gentry and “respectable” English freeholding yeomanry. It gave these ambitious folk a stake in the system and kept the door ajar to their possible entry into the ruling class ( the Romans eventually had to yield citizenship to the Italians, though the pedigree of one’s citizenship remained an important part of a politician’s auctoritas).

I agree with Finel that Cato the Younger was a fanatical ass who more than any other figure precipitated the destruction of the Republic with his uncompromising determination to destroy Julius Caesar personally – even if he had to violate the unwritten rules of Roman politics to do so. Ironically, despite the extremism of his ulta-Optimate stance, Cato was popular with the plebians, maybe “highly respected” is a better description, because his fanaticism about adhering to Roman traditions was authentic. Moreover, unlike most politicians of the time Cato wasn’t looting everything in the provinces that wasn’t nailed down and lived an anarchronistically ascetic lifestyle for a nobleman.

Finel’s analogy of Popularii and Optimates with Republicans and Democrats works well as a narrative device for the point he is making, but it is important to keep certain differences in mind. The Optimates and Popularii were not parties in any modern sense and can’t really be equated with 21st century liberal or conservative ideology either. Roman politics was heavily personalist and based on politicians building and leveraging clientelas, rather than ideological affinities. Socially, many in the Republican base today – the rural state, conservative Christians and LMC suburbanite small businessmen – would also fit better with the Popularii  and plebians. 

By contrast, many (certainly not all) in the Democratic base are sociologically more like the Optimates – at least the UMC, urban-suburban technocratic professionals, academics and lawyers from “good schools” who run the Democratic Party and fill the ranks of the Obama administration. Economically, both the GOP and the Dems are, in my view, increasingly in favor of a rentier oligarchy as an American political economy, with game-rigging for corporations, tax-farming schemes to hold down and fleece the middle-class, sweetheart revolving door between government service and private contracting – all of this self-dealing behavior would be comfortably Optimate.

Could we get a “man on horseback” or a “triumvirate”? Americans have repeatedly elected generals as President, including some of Civil War vintage who were, unlike U.S. Grant, of no great distinction and Teddy Roosevelt, a mere colonel of the volunteers, was a Rough Rider all the way into the Vice-Presidency. (Incidentally, I don’t see General Petraeus or any other prominent Flag officer today being cut from the mold of Caesar, Antony or Pompey. It’s not in the American culture or military system, as a rule. The few historical exceptions to this, MacArthur, Patton and McClellan, broadcast their egomania loudly enough to prevent any Napoleonic moments from crystallizing). Never have we had an ambitious general in the Oval Office in a moment of existential crisis though – we fortunately had Lincoln and FDR then – only after the crisis has passed and they were elected them based on the reputation of successful service. It is unlikely that we would, but frustrations are high and our political class is inept and unwilling to contemplate reforming structural economic problems that might impinge upon elite interests. Instead, they use the problems as an excuse to increase their powers and reward their backers.

Being hit by another global crisis though, might predispose the public to accept drastic  but quietly implemented political changes beneath the surface that leave our formal institutional conventions intact, which is how republics are lost.

Oligarchy is not good.

 ….But as soon as the people got leaders, they cooperated with them against the dynasty for the reasons I have mentioned; and then kingship and despotism were alike entirely abolished, and aristocracy once more began to revive and start afresh. For in their immediate gratitude to those who had deposed the despots, the people employed them as leaders, and entrusted their interests to them; who, looking upon this charge at first as a great privilege, made the public advantage their chief concern, and conducted all kinds of business, public or private, with diligence and caution.

I have made, from time to time, the observation that the elite in American society is trending in its favored policies toward conscious promotion of oligarchy. Over at The Committee of Public Safety, Joseph Fouche quoted a theorist, retired CIA analyst Patrick E. Kennon, who is a delighted advocate of a coming technocratic oligarchy:

“Now, as we enter the twenty-first century, the future of the nation-state is much in doubt…Indeed, tribalism has revived with a brutal savagery from Rwanda and Cambodia to the newly dissolved USSR and the newly unified Germany…At the same time, a kind of shadow empire…is being embraced by elites around the globe. UN bureaucrats and Greenpeace activists, Carlos the Jackal and Mother Theresa, Toyota and Amnesty International, the Cali drug cartel and the World Bank, people who worry about the dollar-yen ratio and people who worry about the ozone layer, all of these consciously or unconsciously look to empire for their profit or salvation. All of these have largely given up on the nation.”

Oligarchs elevate self-interest and class interest over national interest, it’s the signature of oligarchy, be it the Thirty Tyrants or the Soviet nomenklatura. Milovan Djilas knew what the hell he was writing about as much as did Thucydides.

What to do?

The proto-oligarchical class in America, the elite who are the product of “the good schools”, tend to embrace and celebrate progressive taxation and diversity as high moral principles. What if we applied them?

The gateway to membership in the elite and opportunities for fabulous wealth and power runs through the admissions offices of our best universities, the Ivy League and a few other select intitutions and a handful of old, highly exclusive, liberal arts colleges. What if we put a special surtax on the purchase of tuition on a sliding scale that correlated with how many generations that members of a family have matriculated at such schools? Plus a few other tweaks here and there.

For example, a student who is the first in their family to go to college and was accepted by Yale would not be taxed at all, perhaps instead, they would be subsidized with a free ride for four years. But someone like Treasury Secretary Tim Geithner, a Dartmouth grad who was the son of a Dartmouth grad and a Ford Foundation executive, his kids might face a steep penalty, maybe a $ 250,000 per annum fee on top of tuition, then an additional surcharge to their income tax rates if they entered government service or certain professions like, say, hedge fund management, for the next couple of decades. Entering a different field, say becoming a social worker, a bowling alley manager or a policeman would not incur any income tax surcharge.

We can argue about the appropriate level of progressive taxation but the basic idea is that we could make it increasingly expensive for a family to continue to perpetuate itself, generation after generation, at the political and economic heart of American power. Not impossible, that would be un-American, but very, very expensive.

The net result would be far greater “diversity” at our flagship educational institutions – far more white ethnics whose last names end in vowels, Catholics, Jews, Eastern Orthodox, Asian-Americans, Hispanics, Southerners, Midwesterners and Westerners, people hailing from small towns or blue collar socioeconomic backgrounds. Currently favored demographic groups might be markedly reduced under such a system but since most of them come from long established UMC to UC families with great connections, they’ll be ok even going to Big State U. and getting a third tier school degree.  No worries.

Google as a Dishonest Broker?

GOOGLE CEO and Obama political activist Eric Schmidt declared this weekend that his machines will help decide what news you receive!

News sites should use technology to PREDICT what a user wants to read by what they have already read, Schmidt told the AMERICAN SOCIETY OF NEWS EDITORS, where a few humans still remained in the audience.

“We’re all in this together.”

Schmidt said he doesn’t want ‘to be treated as a stranger’ when reading online, POLITICO reports.

He envisions a future where technology for news editing could help tailor advertisements for individual readers.

And he wants to be challenged through technology that ‘directs readers’ to a story with an ‘opposing’ view.

[An odd suggestion from the CEO of a company long accused of offering little to no conservative-leaning links on its news page, while aggressively promoting left-leaning hubs.]

Schmidt said GOOGLE is working on new ways to push adverts and content for consumers, based on what stories they’ve read.

If this no-choice “opposing view” meme sounds familiar, that’s because a prominent friend and appointee of President Obama, former U. of Chicago law professor Cass Sunstein, has, for several years, articulated a sophisticated  theory on the need for government to regulate speech, “reformulate” the 1st Amendment to ensure greater “diversity” and compel the presentation of “opposing views”. While I share Sunstein’s concern that many people are deliberately corrupting their OODA Loops by only reading sources with which they already agree, forcing legal adults to read something else isn’t the answer. It’s a free country and with liberty comes the right to be left to wallow in ignorance in peace.

Getting the Congress and states to turn the free speech and free press clauses on their head is a task with small chance of political success. Persuading or pressuring a small number of friendly CEO’s of search engine companies to optimize their own systems to produce politically favorable results for the administration and the Democratic Party is a lot easier, far less transparent to the public and more difficult for the GOP and conservatives (or for that matter, dissident progressives and unpopular minorities) to combat.

To put it simply, the long term strategy here is that the information aggregators – Google being the 800lb gorilla – will become the new “gatekeepers” with their finger on the scales that determine the page rank of opposing views on controversial issues.

I feared that Google might be tempted to go down this road when they first became entangled with the Chinese government in a way that compromised the integrity of their search engine. At the time I asked:

” If you have agreed to censor what information can be accessed in China in return for greater market opportunities, have you also agreed to censor what information can be accessed about China by the rest of us ?”

As far as I am aware, that question has never been answered, though I think the answer has bearing on American national security and our domestic tranquility. The temptation to use the enormous informational power of Google to deliberately shape public discourse and cultural evolution to “manufacture consent” for policies favored by the elite without the commoners being aware of the manipulation, appears to be very difficult to resist.

I like Google. The company has provided a truly amazing array of informational services that – and I do not think this is an exaggeration – have added real and significant value to civilization. But part of that value comes from Google being regarded universally as an “honest broker” of information. Their CEO’s proposal jeopardizes that trust and once credibility is lost, it is gone for good.

The odd thing is, that this proposal is a really poor business strategy for Google – unless the objective is to create paranoia and drive a large segment of the population to use rival search engines or create new ones free of elite political gamesmanship.

Get Out Your Godwin’s Law-O-Meter

HNN is running a symposium on Jonah Goldberg’s recent book, Liberal Fascism: The Secret History of the American Left, From Mussolini to the Politics of Meaning:

While I know a great deal about the historical period in question, I have not read Goldberg’s book, so I am not going to comment on his core proposition except to say that IMHO, I tend to find arguments that the intellectual roots of Fascism and Nazism are located exclusively on one side of the political spectrum are flatly and demonstrably wrong. Goldberg’s polemical thesis though, yields a hysterical reaction because he is jubilantly shredding the hoary (and false) assertion of the academic Left, going back to the pre-Popular Front Communist Party line of the 1930’s, that Fascism is a form of radicalized conservatism and a secret pawn of big business capitalism.

Therefore, the following series amounts to an intellectual food fight between Goldberg and (mostly) a band of clearly enraged Leftist professors. Enjoy!:

    Book Review: The Forty Years War

    The Forty Years War: The Rise and Fall of the Neocons, from Nixon to Obama by Len Colodny and Tom Shachtman

    I mentioned this book previously, expressing some serious skepticism of the authors’ core argument of a struggle between President Richard Nixon and the Neocons. Nevertheless, I ordered a copy and found The Forty Years War to be an absorbing read; for those with an interest in the administration of Richard Nixon, the history of the late Cold War period or the politics of American foreign policy, this book is a must read. I have a good working knowledge from my own research of primary and secondary source material related to Richard Nixon and his battle to re-shape American foreign policy and national strategy; yet I can say that and Colodny and Shachtman, working with newly transcribed archival material, demonstrated that we still have much to learn about the inner workings of the Nixon administration.

    The authors have three important themes in The Forty Years War:

    1. The intellectual legacy of militarist- moral idealism of Fritz G.A. Kraemer, the German-born Defense Department geopolitical theorist who was a mentor, adviser or ally to a glittering constellation of policy makers including Henry Kissinger, Alexander Haig, James Schlesinger, Fred Ikle, Andrew Marshall, Paul Wolfowitz, Donald Rumsfeld and others. Shachtman and Colodny call Kraemer:

    “….the unacknowledged godfather of the George W. Bush administration’s ways of relating the United States to the rest of the world – more so than the philosophies of the university of Chicago’s Leo Strauss or those Trotskyites turned conservatives who founded the neocon movement”

    2. That there has been a “forty years war” for the control over U.S. foreign policy not between Left and Right or Hawks and Doves but between foreign policy “Pragmatists” in the mold of Richard Nixon and “Neocons” or more broadly (and accurately in my view), “Hardliners” adhering to the rigid moralism and supreme confidence in military supremacy of Fritz Kraemer.

    3. That Watergate, contrary to the orthodox historiography (argued by historians like Stanley I. Kutler and Robert Dallek), was exploited and aggravated by Kraemerites and proto-Neocons, especially General Al Haig, specifically to bring down Richard Nixon in an attempt to smash detente and institute more aggressive U.S. posture in the Cold War. Haig emerges as a central villain in the Watergate conspiracy in The Forty Years War and Nixon’s ability to inspire disloyalty in his closest aides is breathtaking.

    While illuminating and deeply provocative, The Forty Years War is a quirky book, almost two different books with the first half devoted to the Nixon era and the second half sailing from Gerald Ford to Barack Obama. In a sense, this is unavoidable because it is the Nixon administration docs that are being rapidly declassified and subsequent administrations will not be releasing similar material for years or decades. Equal depth of treatment for every administration would also have swelled the number of pages to a staggeringly unmanageable size for authors and readers alike.

    I am also not comfortable with the authors’ casual use of the label “Neocon” to describe a range of policy makers on the right, some of whom are not at all neoconservatives in a tight or ideological sense of the term. Toward the end of The Forty Years War, Colodny and Shachtman draw more nuanced distinctions that I think, is a more precise rendering of the positions of various figures in Republican administrations or Congress.

    The Forty Years War is a book that deserves to have a much higher public profile as Colodny and Shachtman are marshalling new evidence to challenge conventional interpretations of late Cold War political history and foreign policy.
