The Myth of British Counterinsurgency?

This SSI monograph by Dr. Andrew Mumford should stir some robust debate in the COIN community:

Most of Mumford’s points are valid criticisms but I need to quibble with Myth # 1 The British Military is an Effective Learning Institution:

MYTH #1: THE BRITISH MILITARY IS AN EFFECTIVE LEARNING INSTITUTION

According to John Nagl, the British succeeded in Malaya-in contrast to the American failure in Vietnam-because the British army had an organizational culture akin to a so-called “learning institution,” whereby the army quickly adapted to COIN conditions and changed tactics accordingly.2 The array of operational activity, ranging from limited to total war, that the British army has experienced has arguably led to a greater degree of pragmatism in its military outlook. A dogmatic adherence to rigid military doctrine has been absent, which, when compared to the generation-long postmortem on the failure of U.S. strategy in Vietnam, perhaps explains more than most other factors why an almost mythic reputation has descended upon the British. However, this does not explain, nor should it obscure, the languid application of appropriate irregular warfare tactics and the absence of swift strategic design. When it comes to COIN, the British are slow learners.

The early phases of nearly every campaign in the classical era were marred by stagnancy, mismanagement, and confusion. The military was 2 years into the Malayan Emergency before it conceived of a cohesive civil-military strategy in the form of the Briggs Plan. The crucial early years of the troubles in Northern Ireland were marked by displays of indiscriminate force and an inability to modulate the response.3

The Director of the United Kingdom (UK) Defence Academy also concedes that, in relation to Northern Ireland, “[I]t is easy in the light of the later success . . . to forget the early mistakes and the time it took to rectify them.”4 As Lieutenant General Sir John Kiszely rightly observes, the Malayan Emergency was, “a much lauded counterinsurgency campaign, but often overlooked is the fact that in the early years . . . the British Army achieved very little success.” In COIN terms, therefore, the British have been consistently slow to implement an effective strategy and achieve operational success. Moreover, the vast body of campaign experience has not translated into a cogent COIN lesson-learning process within the British military. The very need to re-learn COIN in the post-September 11, 2001 (9/11) conflict environment has undermined assertions as to the British military’s being an effective learning institution. Such amnesia has created an imperative for the armed forces now to hone their lesson-learning abilities while simultaneously adapting to the intricate challenges of sub-state and transnational post-Maoist insurgent violence in the third millennium.

What sort of time frame is reasonable for “organizational learning” – that is, transforming a large, hierarchical, bureaucratic entity’s conceptualization and understanding of a situation and reforming and adapting it’s practices in light of experience? How fast can this really happen? An org is not an individual, two years while under fire does not seem slow to me. Am I missing something in Mumford’s argument?

Furthermore, I infer from the third paragraph that Mumford expects evidence of learning were for the Brits to have arrived in Basra good-to-go on COIN doctrine. Learning, whether in a person or org, is not represented by doctrine (lessons frozen in time) but rather a capacity to adapt to new circumstances. Mumford is on firmer ground criticizing British general officers for their blind assumption that they had all the answers on counterinsurgency  while the ragtag Mahdi Army bullied and ran circles around British units.

A Multi-Disciplinary Approach?: Coerr’s The Eagle and the Bear Outline

Here is something for the learned readership to chew on.

As you are probably all aware, in the hard sciences it is common for research papers to be the product of large, multidiciplinary, teams with, for example, biochemists working with physicists, geneticists, bioinformatics experts, mathematicians and so on. In the social sciences and humanities, not so much. Traditional disciplinary boundaries and methodological conservatism often prevail or are even frequently the subject of heated disputes when someone begins to test the limits of academic culture

I’m not sure why this has to be so for any of us not punching the clock in an ivory tower.

The organizer of the Boyd & Beyond II Conference, Stan Coerr, a GS-15 Marine Corps, Colonel Marine Corps Reserve and Iraq combat veteran, several years ago, developed a very intriguing analytical outline of thirty years of Afghan War, which I recommend that you take a look at:

Corn’s Caliphates in Wonderland

They Just Don’t Make Caliphates Like They Used To….

SWJ Blog featured a lengthy (30 page) essay by Dr. Tony Corn on….well….many things. Corn begins with caliphates and then sort of takes off much like a blown up balloon abruptly released by a child prior to tying a knot in the end.

….For one thing, within the global umma, there appears to be as many conceptions of the ideal Caliphate as there are Muslims. This grass-roots longing for a symbol of unity should be heard with the proverbial Freudian -third ear,?? and seen for what it really is, i.e., a symptom rather than a disease. For another, by agreeing to establish diplomatic relations with the 57-member Organization of the Islamic Conference (OIC), America and Europe have, in essence, already granted the OIC the status of a Quasi-Caliphate.

More important still, it is time for Western policy-makers to realize that the ideological rivalry between Saudi Arabia and Iran that has been going on since 1979 constitutes nothing less than a Clash of the Caliphates. Through a soft power strategy blurring the distinction between -public diplomacy?? and -political warfare,?? -humanitarian aid?? and -religious propaganda,?? the two states have been the main drivers of the re-Islamization process throughout the Muslim world. The one-upmanship dynamic generated by the rivalry between these two fundamentalist regimes is the main reason why, from the Balkans to Pakistan, the re-Islamization of the global umma has taken a radical, rather than moderate, dimension.

Ok, “caliphates” as a metaphor/analogy for geopolitical rivalry of Muslim states works but it is not really what Islamists or normal Muslims would mean by the term. It is a very odd usage. I’m not overly bothered by that because I tend to like analogies but Corn’s device here is apt to make the heads of area studies and Islamic history scholars explode. The whole essay is in this meandering, idiosyncratic, vein.

Now that is not to suggest that you should not read the piece. Dr. Corn held my attention all the way through and he has a number of excellent observations on many, loosely related, subjects. For example, after discussing the pernicious effects of Saudi donations and Edward Said’s agitprop theory of “Orientalism” on the intellectual objectivity of academia, Corn writes:

…The combined effect of the House of Saud and the House of Said is the first reason why the Ivory Tower has done such a poor job identifying the nature of Muslim Exceptionalism. A more indirect, yet more insidious, reason is that, unlike in the early days of the Cold War, American academics across the board today are trained in social sciences rather than educated in the humanities. For social scientists, Explanation (erklaren) and -theory-building?? take precedence over Understanding (verstehen) and -policy-making. The victory of the -numerates over the -literates in the 1970s has produced a generation of scholars who show a certain virtuosity when it comes to -research design, but display an amazing lack, not just of historical literacy, but of -historical empathy as well. Not to make too fine a point: the Long War is being waged by a generation of policy-makers who, however articulate, never learned anything about history in their college years

Corn is spot on here. Not only is it spot on, it is likely to get much worse. After a brief qualitative “bump” from Iraq-Afghan war  language trained vets, diplos, analysts and spooks peters out, we will have the Gen Y kids with K-12 educations scrubbed free of history, foreign languages and science graduating from college with communication and marketing degrees and entering government service. Hang on to your hat when that happens.

What Corn really requires to vault his essays to the next level are the services of an experienced editor because less would be more. The man is erudite and insightful. He writes forcefully and raises a number of points that are important and with which I agree. Corn, commendably, also makes more of an effort to connect the dots than most. But maybe, if you have an essay that references David Kilcullen, Trotsky, neo-Ottomanism, lawfare, Sam Huntington, neo-COIN, Nasser, Vatican II, the Comintern, the Hapsburgs, Ataturk, public diplomacy, al- Qaradawi, social media, Fascism, Marc Lynch, Youtube, network theory, the UN, hybrid wars and the Protestant Reformation, it might be time to up the Ritalin dosage a notch. Jesus, there’s either a book proposal or four different articles in that kitchen sink of an op-ed!

Read it and take what is useful.

Ronald Reagan Roundtable: “full of jovial doom” by Charles Cameron

Yesterday I made my post on the ChicagoBoyz roundtable about President Reagan’s enthusiasm for prophecies of the end times:

Knowing of my interest in matters apocalyptic, you wouldn’t expect me to pass up President Reagan‘s connection with Ezekiel and the Revelation of John of Patmos on an occasion such as this, would you?

I’m not entirely comfortable with the idea of people who believe in prophecy having their fingers on the triggers of nuclear weapons. Ronald Reagan was one such, and didn’t press the trigger — a fact for which I am profoundly grateful. Perhaps it was his “jovial” approach to “doom” that made the difference.

The story is actually quite fascinating…

and (quoting the Nuclear Age Peace Foundation, a group which advocates for nuclear disarmament):

According to his wife, Nancy, “Ronnie had many hopes for the future, and none were more important to America and to mankind than the effort to create a world free of nuclear weapons.”

President Reagan was a nuclear abolitionist…

NSDD-32 as Ronald Reagan’s Grand Strategy

Big Peace blogger Sun Tzu has dug into the historical archives to post NSDD-32, the cornerstone document for coordinating the Reagan administration’s foreign, defense and intelligence policies ( Hat tip to Col. Dave).

“NSDD” stands for “National Security Decision Directive”. In essence, the document is an executive order issued through the National Security Council to executive branch agencies represented or under the supervision of the NSC. A NSDD (or “PDD” in Democratic administrations) carries the force of law and is often highly classified, frequently being used for presidential “findings” for approving covert operations, as well as to set national security policy.

Directive Number 32

U.S. NATIONAL SECURITY STRATEGY

I have carefully reviewed the NSSD 1-82 study in its component parts, considered the final recommendations of the National Security Council, and direct that the study serve as guidance for U.S. National Security Strategy.

Our national security requires development and integration of a set of strategies, including diplomatic, informational economic/political, and military components.  NSSD 1-82 begins that process. Part I of the study provides basic U.S. national objectives, both global and regional, and shall serve as the starting point for all components of our national security strategy.

The national security policy of the United States shall be guided by the following global objectives:

  • To deter military attack by the USSR and its allies against the U.S., its allies, and other important countries across the spectrum of conflict; and to defeat such attack should deterrence fail.
  • To strengthen the influence of the U.S. throughout the world by strengthening existing alliances, by improving relations with other nations, by forming and supporting coalitions of states friendly to U.S. interests, and by a full range of diplomatic, political, economic, and information efforts.
  • To contain and reverse the expansion of Soviet control and military presence throughout the world, and to increase the costs of Soviet support and the use of proxy, terrorist, and subversive forces.
  • To neutralize the efforts of the USSR to increase its influence through its use of diplomacy, arms transfers, economic pressure, political action, propaganda, and disinformation.
  • To foster, if possible in concert with our allies, restraint in Soviet military spending, discourage Soviet adventurism, and weaken the Soviet alliance system by forcing the USSR to bear the brunt of its economic shortcomings, and to encourage long-term liberalizing and nationalist tendencies within the Soviet Union and allied countries.
  • To limit Soviet military capabilities by strengthening the U.S. military, by pursuing equitable and verifiable arms control agreements, and by preventing the flow of militarily significant technologies and resources to the Soviet Union.
  • To ensure the U.S. access to foreign markets, and to ensure the U.S. and its allies and friends access to foreign energy and mineral resources.
  • To ensure U.S. access to space and the oceans.
  • To discourage further proliferation of nuclear weapons.
  • To encourage and strongly support aid, trade, and investment programs that promote economic development and the growth of humane social and political orders in the Third World.
  • To promote a well-functioning international economic system with minimal distortions to trade and investment and broadly agreed and respected rules for managing and resolving differences.

In addition to the foregoing, U.S. national security policy will be guided by the operational objectives in specific regions as identified in Parts I and III of the study.

Normally, for important NSDD, there will be several preliminary meetings of principals (the statutory members of the NSC) or their key deputies, before the text of the NSDD is prepared by the NSC adviser or executive director (sort of the chief of staff of the NSC) and the White House Counsel before it is formally approved by the NSC and signed by the President. This however, is not set in stone. Presidents are free to determine the NSC procedures of their administrations or ignore them if it suits their purpose. It is hard to imagine Richard Nixon fully briefing his SECSTATE William Rogers on anything of importance, much less doing it through Kissinger’s NSC, or JFK permitting any kind of bureaucratic structure to constrain his prerogatives.

NSDD-32 was prepared under the auspices of Reagan’s second NSC Adviser, “Judge” William P. Clark, who succeeded the hapless William V. Allen. Clark was the most conservative of Reagan’s many NSC Advisers and, as a California political crony of the president, the only Washington outsider. As a result, Clark was in tune with DCI William Casey and UN Ambassador Jeanne Kirkpatrick, hostile toward the views of State Department Soviet experts and far more interventionist than the top officials at Cap Weinberger’s OSD (Office of the Secretary of Defense). Clark had previously served at State as Deputy Secretary under Al Haig, an experience that did not leave him with a good impression of the loyalty of senior State Department officials to the administration’s foreign policy goals.

The activist “we win, they lose” strategy laid out NSDD-32 reflects Clark’s alignment with William Casey and it is very hard to credit Reagan’s national security strategy looking like NSDD-32 if it had been concocted by Colin Powell, Frank Carlucci and George Schultz, making Clarks brief tenure of critical historical importance. Powell, Carlucci and Schultz are all fine public servants but were disinclined by temperment and institutional loyalty to have articulated a strategy that “went on offense”; though, in fairness to Schultz, as SECSTATE he made very effective diplomatic use of Reagan Doctrine programs that State consistently opposed ( Contra aid, covert aid to the Afghan Mujahedin, UNITA and RENAMO) to extract concessions from the Soviets at the bargaining table.
