The Insurgency

Mass political movements often begin with a single, striking event. The Insurgency began in the fall of 2008, when President Bush, Senator Obama, and Senator McCain appeared together to endorse the TARP bailout.  At that moment the lights came on for many Americans. It was glaringly obvious that both political parties jointly operated the system, and the system existed to protect the well connected at the expense of everyone else. The public opposed the TARP bailouts; the banks got their money anyway. The Insurgency, long brewing, began.

The Insurgency is a movement of citizens directed against unsustainable government taxation and regulation, and spending, both of which benefit insiders rather than ordinary people. The target of the Insurgency is a leviathan in Washington, D.C. that will ruin us all if it is not dismantled. 

The Insurgency is part of a long tradition of mass political movements in our history. It has the potential to make a fundamental change in American life-for the better.

….2.  What is the Insurgency? Why now?

For now the Tea Party movement, ignited by Rick Santelli’s “Rant Heard Round the World,” is the dominant component of the Insurgency; Glenn Beck‘s gathering of hundreds of thousands of people in Washington, D.C. is another, overlapping one. The people who have gathered around Governor Sarah Palin form yet another part of the Insurgency, as do the libertarian-minded citizens who read blogs like Instapundit. Many of Rush Limbaugh‘s, Sean Hannity‘s, and Mark Levin‘s listeners are part of it. Various long-established conservative groups that have always opposed big government are now parts of the Insurgency.

There are appear to be three factors that have caused the rise of the Insurgency now, and the particular form it is taking: 1) technology, 2) a new, heightened awareness of the problem, and 3) the shock of the current crisis.

First, new technology allows massive, decentralized and horizontal organizations to form quickly. The Tea Party is the best current example: There is coordination, but no central direction. There is no one in charge, giving orders, but rather many people and groups cooperating. This is only possible due to current technology.

Technology, however, cannot by itself explain the rise of the Insurgency. After all, the political Left actually pioneered in this area: MoveOn was a highly effective internet-based organization, for example. It does seem odd, in retrospect, that a tech-savvy Left would cast its lot with a top-down, government-centric political culture. And there may be some overarching affinity between libertarian-style thinking and the new technology. But that technology is ultimately neutral. It enabled the Insurgency, but it did not cause it.

….Mass political movements have come along several times in American history.  Some have transformed the country, and others have fizzled out. 

The movement that elected Andrew Jackson, against the vicious opposition of the existing establishment, swept through all levels of American government, rewriting state constitutions and extending the franchise to all adult White males. Jacksonian democracy caused a permanent and irreversible change in American life.  

The Populist movement looked like it would have a similar impact.  Led by the charismatic outsider William Jennings Bryan, this movement held gigantic rallies and seemed like a revolution in the making. It provoked fear and a hostile response from the establishment of its day, in both political parties. Yet the Populists ultimately failed to make a significant impact on national policy, and were absorbed into the Democratic Party. 

Today’s Insurgency could go either way. Success is not inevitable.

Fallen Walls and Fallen Towers: The Fate of the Nation in a Global World by Adrienne Redd

I “met” Dr. Adrienne Redd some years ago through the kind offices of Critt Jarvis, which resulted in a wide-ranging and intermittent email discussion, sometimes joined by John Robb and others, of “virtual states”, “virtual nations”, “micropowers” and evolving concepts of sovereignty and statehood in international relations. It was an intellectually stimulating conversation.

Today, Dr. Redd is Nimble Books’ newest author, and she has just sent me a review copy of Fallen Walls and Fallen Towers, the culmination of approximately seven years of research and writing.  Redd investigates nothing less than the “fate of the state” and I am looking forward to reading her argument in detail.

Armstrong on “Making American Public Diplomacy Safe for Americans”

Reforming Smith-Mundt: Making American Public Diplomacy Safe for Americans

American public diplomacy has been the subject of many reports and much discussion over the past few years. But one rarely examined element is the true impact of the Smith-Mundt Act of 1948, which for all practical purposes labels U.S. public diplomacy and government broadcasting as propaganda. The law imposes a geographic segregation of audiences between those inside the U.S. and those outside it, based on the fear that content aimed at audiences abroad might “spill over” into the U.S. This not only shows a lack of confidence and understanding of U.S. public diplomacy and international broadcasting, it also ignores the ways in which information and people now move across porous, often non-existent borders with incredible speed and ease, to both create and empower dynamic diasporas.

The impact of the “firewall” created by Smith-Mundt between domestic and foreign audiences is profound and often ignored. Ask a citizen of any other democracy what they think about this firewall and you’re likely to get a blank, confused stare: Why — and how — would such a thing exist? No other country, except perhaps North Korea and China, prevents its own people from knowing what is said and done in their name.

But in hiding from the public, Congress, and even the rest of the government what the U.S. government says and does abroad, this imaginary separation between foreign and domestic audiences reduces awareness of the State Department’s effectiveness (as well as that of USAID and the Millennium Challenge Corporation), increases the cost of engagement while decreasing overall effectiveness, and limits accountability. Its negative impact on the State Department, in particular, helped propel the militarization of U.S. public diplomacy, as the Defense Department stepped in, clumsily, to fill gaps left by ineffectual or absent civilian efforts. Overall, Smith-Mundt is a lose-lose scenario for the American public and people around the world.

The Human Factor: Inside the CIA’s Dysfunctional Intelligence Culture by Ishmael Jones

A former clandestine officer of the CIA who operated overseas without benefit of diplomatic cover, “Ishmael Jones” has painted one of the most damning insider accounts of a puportedly self-serving and risk-averse CIA’s management culture that has ever been written. Jones’ description of a mendacious and incompetent CIA headquarters bureaucracy has less in common with critical documents like the 9/11 Commission Report or the legendary Church Committee hearings than it does with the literature produced by Soviet dissidents and defectors during the Cold War.

Jones, who quotes from the iconic 1990’s film Glengarry Glen Ross, yearned to be in an aggressive covert intelligence service whose case officers would “Always Be Closing” . Instead, he finds a Central Intelligence Agency topheavy with career managers averse to approving operational approaches to potential sources, eager to recall effective and productive officers permanently home on the slightest pretexts, comfortable with padding their incomes through familial nepotism and not above lying to Congress or political superiors in the Executive Branch. Jones navigates successfully through three consecutive overseas assignments via a strategy of keeping HQ in the dark about his activities, never becoming known as an “administrative problem” to HQ paper-shufflers and advancing operational costs from his own pocket, with the CIA eventually in arrears to Jones to the tune of $ 200,000.

CIA management in The Human Factor resembles nothing so much as the Soviet nomenklatura crossbred with the Department of Motor Vehicles. Even if we were to allow for exaggeration for humorous effect, or frankly discount 50 % of Jones’ examples outright, the remainder is still a horrifying picture of Langley as an insular bureaucracy that excels far more at Beltway intrigue than at foreign espionage or covert operations. Jones also discusses the tenure of CIA directors George Tenet and Porter Goss, the Valerie Plame story and the post-9/11 intelligence “reforms” that aggravated the CIA management culture’s worst tendencies. Jones concludes by stating flatly that the CIA cannot be fixed and should be abolished, with its useful operational personnel transferred to the Departments of State and Defense.

….Other reviews of this book have proclaimed Human Factor a rather boring recollection of examples of institutional ineptitude and better as a guidebook for potential employees than a useful description of the CIA but I feel this is in fact the most useful book on the CIA’s clandestine service since:

Orrin Deforest and David Chanoff, Slow Burn: The Rise and Bitter Fall of American Intelligence in Vietnam, Simon & Schuster, 1990, 294 pp.

David Atlee Phillips, The Night Watch: 25 Years of Peculiar Service, Atheneum, 1977, 309 pp.

which covered clandestine case officer activities, first person, in Vietnam and Latin America.

Like these two aforementioned titles, Human Factor focuses on the day-to-day challenges of being a covert case officer … the “teeth” in any intelligence organization. It is noteworthy that the Director of Central Intelligence has rarely, if ever, been one of those covert (non-State Department) officers. It’s as if your dentist was being overseen by experts in small-engine mechanics.

Ishmael recounts the minutiae of what reports he needed to write, the porous e-mail systems he had to manipulate, and the permissions he needed to gain. The timing and delays of decisions from Langley … the phrasing and terminology that was necessary to get anyone back in the US to allow any activity whatsoever. As a former stock broker, Jones was entirely comfortable with the challenges of “cold-calling” and dealing with “No” over and over again. But this wasn’t the case for his fellow trainees or for any of his superiors. At every turn, he was able to contrast his experience in the Marines (and military culture), and with Wall Street’s “make the call” ethos, with what he was experiencing as one of the most at-risk members of the Agency
