Unruly Clients: The Trouble with Allies

When Congress approved a massive, five-year assistance package for Pakistan in the fall of 2009, much of it earmarked for strengthening the country’s military and security forces, Pakistani leaders reacted by immediately biting the hand that was trying to feed them. During a talk in Houston, former President Pervez Musharraf slammed the conditions in the bill, asserting that Pakistan knew better than the United States how to root out terrorists. General Ashfaq Kiyani, the Pakistani army chief, labeled the offer of support “insulting and unacceptable.” Members of the Pakistani parliament called the $7.5 billion appropriation “peanuts.” Some of this grumbling may have been for show, another example of Pakistan’s finely honed skill at extracting more and more money from the United States, but it also reflected a cynicism and sense of estrangement on the part of the Pakistani elites. And in this regard the episode highlights a central flaw in American security strategy: reliance on allies whose perceptions, priorities, values, and objectives tend to be quite different from our own.

….So where does all this leave U.S. strategy? Americans could soldier on, hoping for miracles and redefining expectations at each inevitable failure. Washington’s flawed allies will continue superficial reform, at least until they conclude that the political and personal costs of doing so outweigh the benefits. But husbanding of power rather than the decisive defeat of the extremists or the building of a stable, liberal system will always remain their goal. They will never fully share America’s view of the threat or the solution to it. Some, like Nuri Kamal al-Maliki in Iraq, may eventually reach a point where they can wield power without much American assistance. Recognizing that association with the United States erodes their legitimacy, leaders in this position will end or downgrade the U.S. alliance, pressuring violent extremists who pose a direct threat to them while ignoring or even cooperating with those who target only foreigners. Others like Karzai-and whoever rules Pakistan-will continue to minimize conflict with violent extremists who do not target them directly and reject reform that might undermine them or the elites who support them.

A similar argument to Metz’s analysis of 21st century strategic foreign policy was made in The Cold War: A New History by John Lewis Gaddis, who detailed the extreme headaches satellite leaders caused Khrushchev and Brezhnev, or American troubles with the Shah, Somoza and Ngo Dinh Diem during the Cold War. Patrons who become dependent upon clients are hostage to their pawn’s incompetence and perverse defiance of political realities. In that myopia, patrons lose sight of their own real interests.

Metz hits on that delicate point, regarding the diffuse character of Islamist extremism:

….Americans ought to stop hoping for miracles and find realistic and affordable methods of protecting their interests. Continued improvement in homeland security is part of this. There may even come a time when the United States must consider limiting access to the American homeland for individuals from regions and nations that give rise to violent extremism. 

If the United States cannot get effective and reliable security cooperation with various Muslim states like Yemen or Pakistan, a more cost-effective response than turning all of our own domestic procedures into “security theater” is to sharply circumscribe immigration and travel from those states to a level consistent with “best practice” counterintelligence norms until we garner the cooperation we require in clamping down on our enemies. There’s no shortage of applicants for visas from other backgrounds in Asia, Africa, Latin America and Europe who pose few if any risks to American society. This by no means would solve all our security problems but it will put a dent in the probability of another underpants bomber getting a plane ticket to visit.

Mackinlay’s Insurgent Archipelago & Other Books

The Insurgent Archipelago by John Mackinlay

At the strong recommendation of Colonel Gian Gentile, I ordered The Insurgent Archipelago: From Mao to Bin Laden by Dr. John Mackinlay of King’s College, London and a hardcover copy just arrived this afternoon. Judging from the table of contents and the sources in Mackinlay’s endnotes, The Insurgent Archipelago will present a tightly written argument on the nature of COIN. For a well regarded  and informative review, see David Betz of Kings of War blog, brief excerpt below:

Review: The Insurgent Archipelago

….The book is sweeping, as the subtitle ‘From Mao to Bin Laden’ suggests; yet it is also admirably succinct at 292 pages including notes and index.[2] In design it is exceedingly clear, consisting of three parts-‘Maoism’, ‘Post-Maoism’, and ‘Responding to Post-Maoism’, which reflect the basic components of his argument. Insurgency’s classical form is the brainchild of the carnivorously ambitious strategic and political genius Mao Zedong who gave meaning to the now familiar bumper sticker that insurgency is ’80 per cent political and 20 per cent military’. Mao’s innovation was to figure out what to fill that 80 per cent with: industrial scale political subversion by which he was able to harness the latent power of an aggrieved population to the wagon of political change, to whit the victory of the Chinese Communist Party in the Chinese Civil War which ended with the proclamation of the People’s Republic of China in 1949

….The problem is that what we now face in the form of ‘global insurgency’ is not Maoism but Post-Maoism-a form of insurgency which differs significantly from that which preceded it.[6] We have, in essence, been searching for the right tool to defeat today’s most virulent insurgency in the wrong conceptual tool box. This is perhaps the most uncomfortable truth to be laid out in this book; another worrying one is that the security interests of Western Europe differ markedly from those of the United States-because the threat in the former emerges from their own undigested Muslim minorities which are alienated further by their involvement in expeditionary campaigns which, arguably at least, serve the needs of the latter well enough

Oddly, this will be the second book by a former British Gurkha officer that I’ve read in the last six months; the first being The Call of Nepal: My Life In the Himalayan Homeland of Britain’s Gurkha Soldiers by Colonel J.P. Cross, which I played a minor role in getting reissued here by Nimble Books, along with Lexington Green. After just thumbing through a few pages, Dr. Mackinlay already strikes me as a far less mystically inclined military author than does the esteemed but eccentric Colonel Cross.

I am way behind in my book reviews. Fortunately, Charles Cameron is stepping up with a new series of posts this week, which will give me some time to write reviews at least for Inside Cyber Warfare: Mapping the Cyber Underworld and Senator’s Son: An Iraq War Novel and then read Mackinlay. Ah, this designated guest blogger business is proving to be most convenient! 🙂

Arquilla on the New Rules of War

John Arqilla, along with David Ronfeldt, was the pioneering military and security theorist who forseaw the rise of networked non-state adversaries, which they detailed in their now classic book, Networks and Netwars. Below, in a Foreign Policy mag article, Arquilla expounds on the failure of the Pentagon to adapt sufficiently to leverage the power of networks or counter those opponents who have done so.

The New Rules of War

When militaries don’t keep up with the pace of change, countries suffer. In World War I, the failure to grasp the implications of mass production led not only to senseless slaughter, but also to the end of great empires and the bankruptcy of others. The inability to comprehend the meaning of mechanization at the outset of World War II handed vast tracts of territory to the Axis powers and very nearly gave them victory. The failure to grasp the true meaning of nuclear weapons led to a suicidal arms race and a barely averted apocalypse during the Cuban missile crisis.
 
Today, the signs of misunderstanding still abound. For example, in an age of supersonic anti-ship missiles, the U.S. Navy has spent countless billions of dollars on “surface warfare ships” whose aluminum superstructures will likely burn to the waterline if hit by a single missile. Yet Navy doctrine calls for them to engage missile-armed enemies at eyeball range in coastal waters.
 
The U.S. Army, meanwhile, has spent tens of billions of dollars on its “Future Combat Systems,” a grab bag of new weapons, vehicles, and communications gadgets now seen by its own proponents as almost completely unworkable for the kind of military operations that land forces will be undertaking in the years ahead. The oceans of information the systems would generate each day would clog the command circuits so that carrying out even the simplest operation would be a terrible slog.
 
And the U.S. Air Force, beyond its well-known devotion to massive bombing, remains in love with extremely advanced and extremely expensive fighter aircraft — despite losing only one fighter plane to an enemy fighter in nearly 40 years. Although the hugely costly F-22 turned out to function poorly and is being canceled after enormous investment in its production, the Air Force has by no means given up. Instead, the more advanced F-35 will be produced, at a cost running in the hundreds of billions of dollars. All this in an era in which what the United States already has is far better than anything else in the world and will remain so for many decades.
 
These developments suggest that the United States is spending huge amounts of money in ways that are actually making Americans less secure, not only against irregular insurgents, but also against smart countries building different sorts of militaries. And the problem goes well beyond weapons and other high-tech items. What’s missing most of all from the U.S. military’s arsenal is a deep understanding of networking, the loose but lively interconnection between people that creates and brings a new kind of collective intelligence, power, and purpose to bear — for good and ill…..”

It was nice to see Arquilla give some props to VADM Art Cebrowski, who is underappreciated these days as a strategic thinker and is much critricized by people who seldom bothered to read anything he actually wrote. Or who like to pretend that he had said a highly networked Naval task force is a good way to tackle an insurgency in an arid, mostly landlocked, semi-urban, middle-eastern nation.

It also occurs to me that one of the reasons that the USAF resisted drones tooth and nail is that robotics combined with swarming points to en end ( or serious diminishment) of piloted warplanes. Eliminating the design requirements implicit in human pilots makes for a smaller, faster, more maneuverable, more lethal aircraft that will probably be infinitely cheaper to make, more easily risked in combat and usable for “swarming”. Ditto attack helicopters.

Of course, nuclear bombers will probably stay in human hands. Probably.

The Pentagon Goes Intellectually AWOL

….Even by the dismal intellectual standards of Pentagon bureaucracy, the QDR and the FY 2011 budget, taken together, establish a new standard of analytical vacuity, psychological denial, and just plane meaningless drivel. I will keep this short by using just one important case to prove my allegation. Judge for yourself if it is necessary and sufficient to make the point.

First, I must bore you with a little background: The Pentagon has been producing FYDPs since 1962. But these FYDPs have been repeatedly criticized for producing defense budgets that were disconnected from the national military strategy — and because the dollar allocations made in any budget determine what any government’s policy really is, the critique was logically equivalent to saying there was no strategy. The congressional legislation in the mid 1990s that established the QDR was only the most recent attempt to deal with this long standing criticism. The aim of that legislation was to require the Pentagon to lay out an intellectual framework for matching its military strategy and ambitions to the resource constraints shaping those ambitions, especially budgetary constraints, but also constraints relating to people, the limitations imposed by available technologies, etc.

The new FY 2011 budget and its accompanying FYDP, therefore, are supposed to attach budgetary and programmatic meat to the strategic skeleton that is the QDR, both of which were completed at the same time and made public on 1 February — itself a somewhat illogical sequence, given that one is supposed to precede the other. In theory, these documents should permit an analysis of the strengths and weaknesses implicit in the matchup between resources and strategy. Therefore, these documents should enable the Secretary of Defense to send the President and the Congress a comprehensive set of priorities, opportunity costs, and risks associated with his strategic plan. This information would then become the grist for a rational national debate by linking strategic considerations to the inevitable compromises made in the sausage making factory that is Congress. Moreover, as this is President Obama’s first budget, and because it represents $700+ billion that Mr. Obama just put off limits in the coming national debate over whether or how to shrink the federal deficit, it was crucially important for the Pentagon to get the QDR and the accompanying FY 2011-2015 FYDP right in a logically consistent and transparent manner.

If we apply this standard to the Pentagon’s recently completed handiwork, only one conclusion is possible: the Pentagon flunked the test by being intellectually absent without leave.

Defense acquisitions and budgeting process arcana are not my forte, but Spinney is not the only defense analyst giving the QDR a thumbs down for being insufficient on important issues. If the process is rigidly determinative of the kinds of outcomes generated and if that process is dysfunctional or broken, then even a talented top DoD civilian staff armed with an ocean of money and a deep reservoir of political capital will not be able to translate our national security priorities into concrete military results.

Book Review: The Forty Years War

The Forty Years War: The Rise and Fall of the Neocons, from Nixon to Obama by Len Colodny and Tom Shachtman

I mentioned this book previously, expressing some serious skepticism of the authors’ core argument of a struggle between President Richard Nixon and the Neocons. Nevertheless, I ordered a copy and found The Forty Years War to be an absorbing read; for those with an interest in the administration of Richard Nixon, the history of the late Cold War period or the politics of American foreign policy, this book is a must read. I have a good working knowledge from my own research of primary and secondary source material related to Richard Nixon and his battle to re-shape American foreign policy and national strategy; yet I can say that and Colodny and Shachtman, working with newly transcribed archival material, demonstrated that we still have much to learn about the inner workings of the Nixon administration.

The authors have three important themes in The Forty Years War:

1. The intellectual legacy of militarist- moral idealism of Fritz G.A. Kraemer, the German-born Defense Department geopolitical theorist who was a mentor, adviser or ally to a glittering constellation of policy makers including Henry Kissinger, Alexander Haig, James Schlesinger, Fred Ikle, Andrew Marshall, Paul Wolfowitz, Donald Rumsfeld and others. Shachtman and Colodny call Kraemer:

“….the unacknowledged godfather of the George W. Bush administration’s ways of relating the United States to the rest of the world – more so than the philosophies of the university of Chicago’s Leo Strauss or those Trotskyites turned conservatives who founded the neocon movement”

2. That there has been a “forty years war” for the control over U.S. foreign policy not between Left and Right or Hawks and Doves but between foreign policy “Pragmatists” in the mold of Richard Nixon and “Neocons” or more broadly (and accurately in my view), “Hardliners” adhering to the rigid moralism and supreme confidence in military supremacy of Fritz Kraemer.

3. That Watergate, contrary to the orthodox historiography (argued by historians like Stanley I. Kutler and Robert Dallek), was exploited and aggravated by Kraemerites and proto-Neocons, especially General Al Haig, specifically to bring down Richard Nixon in an attempt to smash detente and institute more aggressive U.S. posture in the Cold War. Haig emerges as a central villain in the Watergate conspiracy in The Forty Years War and Nixon’s ability to inspire disloyalty in his closest aides is breathtaking.

While illuminating and deeply provocative, The Forty Years War is a quirky book, almost two different books with the first half devoted to the Nixon era and the second half sailing from Gerald Ford to Barack Obama. In a sense, this is unavoidable because it is the Nixon administration docs that are being rapidly declassified and subsequent administrations will not be releasing similar material for years or decades. Equal depth of treatment for every administration would also have swelled the number of pages to a staggeringly unmanageable size for authors and readers alike.

I am also not comfortable with the authors’ casual use of the label “Neocon” to describe a range of policy makers on the right, some of whom are not at all neoconservatives in a tight or ideological sense of the term. Toward the end of The Forty Years War, Colodny and Shachtman draw more nuanced distinctions that I think, is a more precise rendering of the positions of various figures in Republican administrations or Congress.

The Forty Years War is a book that deserves to have a much higher public profile as Colodny and Shachtman are marshalling new evidence to challenge conventional interpretations of late Cold War political history and foreign policy.

Strongly recommended.
