Dr. Thomas P.M. Barnett has left the building…..

Hiatus for now, decisions to follow

I’m going to shut down this blog for the foreseeable future.

My career and workload have evolved significantly since the recession hit, and I just find that I can’t justify the time and effort required to keep the blog running.  Other opportunities/responsibilities beckon, and that array doesn’t value/support this endeavor, so while I’ve enjoyed it, this is simply an adjustment I need to make.

I will keep the site up for now.

I will continue to keep writing at places that can pay.  I just realize that I’ve come to the end of a career model that says I can play LoneWolf@eponymous.com and make that work.  A bit sad, as it’s been fun, but as someone who hates to repeat himself and loves to always move onto the next experience/model, I likewise enjoy the pressure to reinvent myself.  I just can’t move down that path while simultaneously maintaining the old one–not enough hours in the day….

Sad to see Tom shut down his fine blog but I respect his motivations. Furthermore, while Dr. Barnett always had his detractors on the margin, it is undeniable that he and his ideas about grand strategy had a significant impacton both the public and the policy elite where “the Brief” from The Pentagon’s New Map enjoyed a cult status for a number of years. It was Tom more than any other “thought leader”, whose globetrotting briefing sessions brought military theory and strategy to a general public confused about the tumults of the post 9-11 world.

I’d like to take a moment and thank Dr. Barnett for several acts of kindness over the years, for the friends I have met as a result of sharing a common interest in his work and the stimulating exchanges we have had from time to time that still influence my thinking on strategy and policy. There’s no doubt in my mind that we will still be hearing from Tom in op-eds, magazines, journals, books for years to come.

The Landmark Thucydides: A Comprehensive Guide to the Peloponnesian War by Thucydides, Robert B. Strassler (ed.)

As noted earlier today by Crispin at Wings over Iraq, Dan Drezner has written one of his better posts:

“The Top Three Reasons You Should Read Thucydides

3) You will recognize some recurrent patterns in history. Thucydides will help one develop a better appreciation for life in 5th century BC, but it will really help one develop an appreciation for the aspects of human nature that are unchanged through time. 

For exhibit A, consider this recent Kindred Winecoff post with respect to American soldiers, war crimes, and nativism. The relevant section…

Agreed. Human nature has not changed much since 400 BC nor has politics become more nuanced than in the days of the polis. I am also dubious that America, or most nations, for that matter, have produced leaders recently who were of the caliber of Pericles or Lysander. On the other hand, Nicias, Alcibiades, HyperbolusCritias and various bumbling Spartan Navarchs, the world appears to enjoy in spades.

It is often said that history is philosophy from examples, but in Thucydides, history is also strategy from examples. I agree with Professor Drezner that Thucydides belongs on the shortlist of books military officers should read; I’d feel a lot better when the next international crisis erupted,  if our politicians read him too. If our elected officials could at least internalize “honor, fear and interest”, it would make our foreign policy debates markedly less stupid and public expectations of policy more realistic.

An intriguing, thought-provoking and frequently on-target paper by Dr. Anna Simons of SSI  (hat tip to SWJ Blog). First the summary excerpt and then some comments:

Got Vision? Unity of Vision in Policy and Strategy: What It Is and Why We Need It (PDF)

….Moving beyond “unity of effort” and “unity of command,” this monograph identifies an overarching need for “unity of vision.” Without someone at the helm who has a certain kind–not turn, not frame, but kind–of mind, asymmetric confrontations will be hard (if not impossible) to win. If visionary generals can be said to possess “coup d’oeil,” then unity of vision is cross-cultural coup d’oeil. As with strategic insight, either individuals have the ability to take what they know of another society and turn this to strategic–and war-winning–effect, or they do not. While having prior knowledge of the enemy is essential, strategy will also only succeed if it fits “them” and fits “us.” This means that to convey unity of vision a leader must also have an intuitive feel for “us.”

[ For the readers for whom military strategic terminology is unfamiliar, “coup d’ oeil” is an instant, intuitive, situational understanding of the military dynamics in their geographic setting. The great commanders of history, Alexander, Caesar, Belisarius, Napoleon – had it]

The key concept  here is “visionary generals” creating a mutually shared “general vision” of policy and its strategic execution. While military figures who hold high command – Eisenhower, MacArthur, Petreaus – are obvious examples, technically, it doesn’t have to be a “general” in immediate combat command, so much as the final “decider”. A figure whose authority is part autocrat and part charsmatic auctoritas. Abraham Lincoln and Winston Churchill epitomized this role, as did George Marshall, the orgainizer and architect of the Allied victory in WWII. On a less exalted scale, we see Edward Lansdale (cited by Simons) or Thomas Mann, LBJ’s behind the scenes, Latin America “policy czar” during the Dominican Crisis of 1965

Simons is arguing for finding “great men” of strategy rather than explaining how to contruct a strategic vision per se. There is a very strong emphasis here of successful strategy as an act of great creativity, with the strategist as a master artist of force and coercion, imposing their will on allies and the enemy to shape the outcome of events. Colonel John Collins, wrote of this article by Dr. Simons at his Warlord Loop:

Be aware that the following article is NOT about unity of vision. It is about visionaries who convinced a majority that their vision was the best available policy at a given time and place in a certain set of circumstances. Implementing plans, programs, and operations follow. Most successful visionaries indeed must be supersalespersons, because priceless theories and concepts otherwise gather dust.  

I agree. There’s a combination of actions here – strategic thought, proselytizing the vision, competent execution, empirical assessment and strategic adjustment – that feeds back continuously (or at least, it should). While Simons argues her point well and draws on several case studies from India from which I learned new things, there is a flaw in one of her premises:

Take Andrew Krepinevich’s and Barry Watts’s recent assertion that it is “past time to recognize that not everyone has the cognitive abilities and insight to be a competent strategist.”4 As they note, “strategy is about insight, creativity, and synthesis.”5 According to Krepinevich and Watts, “it appears that by the time most individuals reach their early twenties, they either have developed the cognitive skills for strategy or they have not.”6 As they go on to write:

If this is correct, then professional education or training are unlikely to inculcate a capacity for genuine strategic insight into most individuals, regardless of their raw intelligence or prior experience. Instead, the best anyone can do is to try to identify those who appear to have developed this talent and then make sure that they are utilized in positions calling for the skills of a strategist.7

Mark Moyar concurs. The point he makes again and again in his new book, A Question of Command: Counterinsurgency from the Civil War to Iraq, is that “counter-insurgency is ‘leader-centric’ warfare, a contest between elites in which the elite with superiority in certain leadership attributes usually wins.”8

Watts and Krepinevich are statistically correct regarding the rarity of strategic thinking and are probably largely correct regarding the effects of professional military education and the career path of most military officers. They are most likely wrong on the causation of the lack of strategic thinking ability. It is not exclusively a matter of winning the genetic lottery or losing it at age thirty, cognitively we are what we frequently do. Discourage a large number of people by regulation or culture from taking the initiative and making consequential choices and you will ultimately have a group bereft of strategic thought. Or possibly, thought.

As with most professionals, military officers tend to be vertical thinkers, or what Howard Gardner in Extraordinary Minds calls “Masters” – as they rise in rank, they acquire ever greater expertise over a narrower and more refined and esoteric body of professional knowledge. This tendency toward insularity and specialization, analysis and reductionism is the norm in a 20th century, modern, hierarchical institutional culture of which the US military is but one example.

However, if you educate differently, force officers out of their field (presumably into something different from military science but still useful in an adjunctive sense), the conceptual novelty will promote horizontal thinking, synthesis and insight – cognitive building blocks for strategic thinking. While we should value and promote those with demonstrated talent for strategic thinking we can also do a great deal more to educate our people to be good strategists.

Armstrong on “Making American Public Diplomacy Safe for Americans”

Blogfriend and public diplomacy expert Matt Armstrong of MountainRunner has a new op-ed at World Politics Review:

Reforming Smith-Mundt: Making American Public Diplomacy Safe for Americans

American public diplomacy has been the subject of many reports and much discussion over the past few years. But one rarely examined element is the true impact of the Smith-Mundt Act of 1948, which for all practical purposes labels U.S. public diplomacy and government broadcasting as propaganda. The law imposes a geographic segregation of audiences between those inside the U.S. and those outside it, based on the fear that content aimed at audiences abroad might “spill over” into the U.S. This not only shows a lack of confidence and understanding of U.S. public diplomacy and international broadcasting, it also ignores the ways in which information and people now move across porous, often non-existent borders with incredible speed and ease, to both create and empower dynamic diasporas.

The impact of the “firewall” created by Smith-Mundt between domestic and foreign audiences is profound and often ignored. Ask a citizen of any other democracy what they think about this firewall and you’re likely to get a blank, confused stare: Why — and how — would such a thing exist? No other country, except perhaps North Korea and China, prevents its own people from knowing what is said and done in their name.

But in hiding from the public, Congress, and even the rest of the government what the U.S. government says and does abroad, this imaginary separation between foreign and domestic audiences reduces awareness of the State Department’s effectiveness (as well as that of USAID and the Millennium Challenge Corporation), increases the cost of engagement while decreasing overall effectiveness, and limits accountability. Its negative impact on the State Department, in particular, helped propel the militarization of U.S. public diplomacy, as the Defense Department stepped in, clumsily, to fill gaps left by ineffectual or absent civilian efforts. Overall, Smith-Mundt is a lose-lose scenario for the American public and people around the world.

Reality, Strategy and Afghanistan: Some Questions

Are all the strategic objectives in Afghanistan clearly defined and acheivable by military force?

Of the operational activities that might support our strategic objectives that require civilian expertise, why in nine years have we not sent adequate civilian agency representation and funding?

If military operations in Afghanistan require a single commander, why does the civilian side of the COIN campaign have authority divided between at least a half-dozen senior officials without anyone having a deliverable “final say” reporting to the President?

If Pakistan’s “partnership” is officially a requirement for strategic success (and it is), why would Pakistan be a “partner” in helping stabilize an independent regime in Afghanistan that would terminate Pakistan’s ability to use Afghanistan as “strategic depth”?

Is the Taliban more important to our national security than is al Qaida?

If we can’t get at al Qaida after nine long years to finish them off, why is that?

If Pakistan’s ISI is sponsoring the Haqqani Network, the Quetta Shura Afghan Taliban and other extremist jihadi groups, doesn’t that make the ISI as a critical component – the strategic “brains” – of the Enemy’s center of gravity?

Shouldn’t we be targeting the Enemy center of gravity if we are to acheive our strategic objectives? (If we are going to be squeamish and pants-wetting about that, how about the retired and bearded “plausibly deniable” ex-ISI guys running around FATA as “advisers” and fixers to jihadi and tribal factions?)

Should we be sending the Enemy’s strategic brains billions of dollars annually?

For that matter, is the size of our own logistical tail effectively funding the guys in black turbans shooting at American soldiers and burying IEDs? Would less be more?

Can we ever gain the initiative if the Enemy has safe sanctuaries – oh, has anyone noticed that Pakistan has twice as many Pushtuns as Afghanistan and how does that affect the odds for winning a purist COIN campaign….in 18 months?

Are COIN warfare and proxy warfare the same thing to be treated with the same policy?

If we assume the Enemy has read FM 3-24, shouldn’t we make certain that a considerable percentage of our tactical moves in AfPak are not coming out of a “cookbook”? Is the element of surprise something we can use, or is it considered unsporting these days in warfighting doctrine?

Given that most of Afghanistan’s GDP is derived from US military spending, how is the Karzai regime going to afford an ANA of the requisite size that COIN theory requires for an operational handoff at our arbitrary political deadline of 18 months?

And on a related note, if the Karzai regime in it’s entirety was suddenly frozen in carbonite like Han Solo in The Empire Strikes Back, how much more efficient and popular would the Afghan government instantly become with ordinary Afghans compared to how it is now?

If we can’t work with Karzai why can’t we work with somebody else? It’s not like he was, you know, actually elected 😉

If political authorities are not effectively linking  Ends, Ways and Means – some old-fashioned gadflys call this state of affairs “not having a strategy” – and are unlikely to acheive our objectives and said political authorities will not consider changing the objectives, what practical actions can we take in the next 18 months to seize the initiative,  maximize the harm inflicted on our enemies, ensure help for our friends and the furtherance of our own interests?
