Cameron on “A Translation of Abu Walid al-Masri’s Reply”

Charles Cameron, my regular guest blogger, is the former Senior Analyst with The Arlington Institute and Principal Researcher with the Center for Millennial Studies at Boston University. He specializes in forensic theology, with a deep interest in millennial, eschatological and apocalyptic religious sects of all stripes.

Zen here – some background prior to Cameron’s guest post. As I mentioned previously, Charles, a while back, posted a deeply reflective essay here at ZP and at Leah Farrall’s  All Things Counterterrorism, in response to the unusual dialogue that Farrall, a former Australian counterterrorism official, was having with  Abu Walid al-Masri, an Egyptian strategist of jihad, a sometime critic of al Qaida and an adviser to the Taliban. In other words, al-Masri is an influential voice on “the other side” of what COIN theorists like Mackinlay and Kilcullen call the “globalized insurgency” and a theorist of insurgency himself. After some delay, al-Masri responded to Charles, as Farrall described:

As you’ll see from his website Abu Walid is also engaging in a number of other interesting dialogues at the moment, which I am interested to read as they progress.Charles wrote his letter in response to the dialogue Abu Walid and I had a little while back. ….These letters may not change anything, but they are important because  in mass media sometimes only the most controversial and polarising views tend to make it into the news.I think person to person contact, especially via mediums like this, can go some way to providing opportunities for all of us to discover or be reminded that there is more than one viewpoint and along with differences there are also similarities. Contact like this humanizes people, and in my book that’s never a bad thing.

I asked a native-speaking grad student associate of mine to give me a literal translation of Abu Walid’s response to my post, and then tweaked it to give it a reasonable combination of accuracy and fluency, and my associate has kindly given the result his thumbs up — so what follows is probably fairly close to the sense of Abu Walid’s original.

Charles Cameron’s words, in his comment on the dialog between myself and Ms. Leah Farrall, were wonderful, both for their humanitarian depth and in their high literary style, which makes it difficult for any writer to follow him. He puts me in something of a dilemma, fearing any comparison that might be made between us in terms of beauty of style or depth and originality of ideas — but in my capacity as one of those adventurous “outlaws”, I will try to contemplate, rather than compete with, his response, since this is what logic and reason call for.

Charles Cameron was deeply in touch with the roots of the problem that the world has (justly or unjustly) called the war on terror: it is a cause that relates to the sanctity of the human individual, and his rights and respect, regardless of any other considerations around which the struggle may revolve.

No one can argue about the importance of peace, or the need all humans have for it, nor can anyone argue that war is not hideous, and universally hated.  And yet wars are still happening, and their scope is even increasing.

And now the West claims: it is terrorism — as if war on the face of the earth were the invention of Bin Laden and al-Qaida — and all this, while many others are arguing ever more forcefully that the opposite is true, that al-Qaida and Bin Laden are the invention of war merchants, and that no one can definitely declare as yet — in an unbiased and transparent way — who caused the events of September 11 and the deaths of three thousand persons.

It is not only the one who pulls the trigger who is the killer, as we know —  the one who set the stage for a crime to be committed, who arranges the theatre, and opens the doors, and lures or hires the one who pulls the trigger is even more responsible. He’s the one, after all, who carries away the spoils of the crime, then chases down the trigger-man and finishes him off — not for the sake of justice, nor for love of humanity, but to hide the evidence of the crime, to erase his own fingerprints, and assassinate the witnesses who could implicate him.

For example: was the execution of Saddam Hussein really about bringing justice? Of course not. They executed him after a travesty of a trial for the most trivial of his crimes. Nobody, however, asked him about his most significant crimes — they killed him before he could admit to them, or name the major partners who brought him to the apex of his power, and provided him with a full range of lethal weaponry including weapons of mass destruction, so he could perform mass murder with confidence in his own impunity.

I personally (and here I speak only for myself, so Ms. Farrall need not get irritated) would have preferred to have Charles Cameron as President of the US and a united Europe and the leader of NATO — then there would have been no wars in Afghanistan or Iraq, and the problem of terrorism would have ended in minutes, along with the problems in the Middle East, and nuclear militarization, and even those of poverty and pollution. Why? Because not a single one of these problems can be solved except through the logic of humanitarianism, of justice, and love for people and peace, and hatred of oppression and discrimination between people in any form — we are all the creatures of God, and to Him we shall all return.

I am reminded of Richard the Lionheart, who came to lead a big crusade to capture Jerusalem from Muslim hands. The bloody wars he led brought fatigue to everyone and benefited neither the religious or nor the day-to-day interests of either party. Leading the Muslim campaign was Sultan Salah al-Din al-Ayyubi (Saladin), King Richard’s peer in courage, chivalry and wisdom.

Both parties finally agreed that Jerusalem should remain in Muslim hands — hands which would guarantee its security and that of its people, and of both the Islamic and Christian sanctuaries, preserving their interests and protecting the sanctuaries of all, in peace.

Thereafter, King Richard retreated from Muslim lands, carrying with him a most favorable impression of the Muslims and of Saladin as he returned to his own country, while leaving a continuing memory of respect and appreciation for himself and his chivalry with Saladin and the Muslims — which is preserved in our history books down to the present day.

It was Mr. Cameron’s spirit of fairness, chivalry and true spirituality that reminded me of King Richard’s character — but sadly, it is very difficult to find a ruler in the west like King Richard, and I find it even more regrettable that Muslims should have even greater difficulty finding among themselves a ruler like Saladin.

This is because things are on the wrong track, and people are not in their rightful positions. The wrong people are in power and leading us, while the best among us are weak and under siege.

No human likes or wants this state of affairs — but are the people who are in control of this planet real human beings? Can we consider those who own 50% of the earth’s wealth human, even though they comprise no more than 2% of the human population?

In my opinion, the situation is much worse than these international statistics suggest. I believe the number of those who rule the world is far fewer, and that they own much more. They are the ones who invest in all kinds of wars wherever, and under whatever name or banner, they may be found. The mention of war translates to these people as an immediate waterfall of gold tumbling into their usurious bank vaults, which hold the world — both leaders and led — by the neck.

I speak here of all wars without exception, whether they be the First and Second World Wars, or the wars in Korea and Vietnam, or the First and Second Gulf Wars, or the Third and Fourth, yet to come — whether it be a war in Afghanistan (to hunt for the “Bin Laden and al-Qaida” mirage) or in Iraq (looking for illusory “weapons of mass destruction”) or in Bosnia, Somalia or Africa — that continent of eternal wars for the sake of gold or oil fields — Africa, that colonized continent of disease, covertly modernized in the labs of the secret services and giant pharmaceutical companies.

I wish we could return to the age of chivalry– of courageous and rightly religious knights — for then wisdom would prevail and peace would spread, and we could leave this age of the brokers and merchants of war behind us.

Muslims always call on God to bless them with a leader such as Saladin , and I think they should also pray for God to bless the West with a ruler such as Richard the Lionheart — because without a Saladin here and a Richard there, the fires of war will continue to blaze. That’s the reason the brokers of wars will not allow the appearance of a Saladdin here, nor a Richard there.

By means of the laws to fight terrorism, the emergency laws, NATO, the Security Council and the International Court of Justice, the various counter-terrorism forces around the world, the CIA and FBI, and the Army and National Guard, the Patriot Act in the US, the jails at Guantanamo and Abu Ghraib and Bagram — and the secret “black sites” and “floating prison ships”– by all these means and many others, they kill and jail and start wars, so that humans (and terrorists) are not threatened by the likes of the two great kings, Saladin and Richard.

Therefore in the situation we find ourselves in now — despite our noble dreams of an age of knighthood and chivalry as an alternative to this age of broker kings — the destiny of all humanity, and even planet earth itself, remains in question. Of course there will be an end to all this someday… but how??… and when?? I do not think any one of us has the answer.

1. Someone sent me a complimentary paper copy of Greg Gause’s new book on the international relations of the Persian Gulf states, and I cannot think of a better introduction to the region. I have only met Gause once, back in 2007, and thought him both really smart and also kind of a smart-ass. So naturally, I liked him. I also have a reading packet prepared by the CSIS, which is leading this trip, crammed full with useful CRS reports and such.

2. I convinced the team here at CNAS to buy me a paper copy of Buying National Security: How America Plans and Pays for Its Global Role and Safety at Home, which readers of this blog will remember I’m excited about. Cindy Williams and Gordon Adams are both really smart and write about something — the national security budgeting process — that is rarely understood by policy geeks like me but really important.

3. I’m also about halfway through an advance copy of Megan Stack’s beautifully written new memoir, Every Man in This Village is a Liar: An Education in War. More on this book later.

4. On the Kindle, I have two new books on Lebanon written by two journalists I very much respect. Both David Hirst and Michael Young have taken the time to tutor me on occassion during my time in Lebanon, and I answered a few technical military questions for David when he was writing his book. Their two books are, respectively, Beware of Small States: Lebanon, Battleground of the Middle East and The Ghosts of Martyrs Square: An Eyewitness Account of Lebanon’s Life Struggle. You can read a glowing review of the former here and a glowing review of the latter here.

5. Also on the Kindle are two books that have nothing to do with the Middle East: Louis Begley’s Why the Dreyfus Affair Matters and Hilary Mantel’s Wolf Hall.

6. Finally, I downloaded the ESV Study Bible and Phil Ryken’s commentaries on Ecclesiastes alongside Tarif Khalidi’s new translation of the Qur’an. That may seem like an odd combination of books, but both Ryken and Khalidi have been mentors* of sorts through the years: Ryken was a pastor at the church I attended in college, and Khalidi is, well, my scholarly hero. Despite his wicked sense of humor and light-hearted spirit, Khalidi is the most intimidating intellectual I have ever met. His command of English, Arabic, Greek and Latin is simply awe-inspiring, especially for someone like me who struggles with all four, and his new translation of the Qur’an is a remarkable achievement. I’m not about to get into the different ways in which Protestant Christians and Muslims approach their respective holy texts, but I will say that I someday hope to approach at least the New Testament with the erudition with which Khalidi tackles the Qur’an. Really impressive. Khalidi’s humility** and interest in younger scholars also sets an example for others to follow.

The Need for Old Hands: Mackinlay on Old COIN

Currently reading The Insurgent Archipelago by John Mackinlay. Not finished yet but I found this passage striking:

….The ratio of coloniser to colonised – and of the tiny British contingent to the vast numbers of the native population – suggested that a degree of consent to their presence was already inherent. The officials in each colony were competitively selected from an educated and ambitious British upper class, in many cases they were talented and intrepid men, used to living and campaigning in the field, with an intelligent grasp of their territory, its people, languages and culture. They survived and succeeded on their wits, natural authority and knowledge. When the colonised population rose up in insurrection and military force was rushed to the scene, it was subordinated to these same British administrators who became responsible for the direction of the campaign. All the problems of devising a political strategy, ensuring the legitimacy of the military actions and restoring the structures of governance were taken care of by a familiar hub of individuals. It was a continuously reconvening club in which personal relationships tended to override the ambiguities of their civil-military partnership.

Admittedly, there’s a shiny high gloss of romantic nostalgia for the Raj here, polishing the historical reality. The British Empire also saw examples of arrogance or cruelty by British colonial officials that helped provoke uprisings like the Sepoy Mutiny. Or, high-level imperial administrators could zealously pursue local colonial expansion, as Viscount Milner did in starting the needless Second Anglo-Boer War, which partially involved putting down a grueling Trekboer insurgency, that ultimately weakened the Empire at the strategic level.

Those calamities, as expensive and bloody as they were, were exceptions. Mackinlay is correct in assessing the value of Britain’s colonial administrative class, whose deliberate cultivation of “Old Hands” permitted a sixth of the earth’s surface to be ruled relatively cheaply from Whitehall. Lord Milner, for all his faults, could at least speak to President Kruger in his own language and understood the Boer states on which he was waging war, even if he disdained the Afrikaner settlers. It’s hard to imagine many American statesmen or senior generals (or sadly, CIA agents and diplomats) fluently debating foreign counterparts in Arabic, Pashto, Farsi or Chinese. British officialdom took the time – and had the time, professionally – to learn the languages, dialects and customs of the peoples with whom they allied or fought, conquered and ruled.

Not so in contemporary peacekeeping /crypto-COIN operations , according to Mackinlay:

By the 1990’s the colonial officials who had been the key element in every operation since Cardwell were now missing. Coalition forces were intervening in countries that were the antithesis of the former colonies, where the incoming military were regarded as occupiers and where there was no familiar structure of colonial officials and district officers to be seen. Moreover, the diplomats who belatedly attempted to fill this role, although no doubt intellectually brilliant, crucially lacked the derring-do, local credibility and natural authority of their colonial era predecessors. A few extra hands from the Foreign Office or the State Department could not compensate for the loss….

….Although at a local level the British counter-insurgent techniques proved to be successful, broader problems presented themselves as a result of an absence of strategy and a failure of campaign design, particularly in the civil-military structures. It was simply not a realistic option to fill the void left by the departure of a national government – with all its natural expertise and authority – with a band-aid package of contracted officials and flat-pack embassies.

New Hands cannot act or think like Old Hands. They lack not only the in-country experience and linguistic skills but the entire worldview and personal career interests of the American elite mitigate against it. “Punching tickets” is incompatible with becoming an Old Hand and aspiring to be an Old Hand is incompatible with continued employment at most foreign policy agencies of the USG.

American Foreign Service Officers, CIA personnel and flag officers never had the same historical frame of reference as their Imperial British cousins, but the culture of the Eastern Establishment approximated a high church Yankee Republican version that provided an elan, a worldly knowledge and moral certitude until the Establishment’s will to power and self-confidence was broken by the Vietnam War. Subsequent generations of American elite have been indoctrinated in our best institutions to instinctively distrust the marriage of cultural knowledge and political skills to the service of advancing national interest as “Orientalism“.

I am not an admirer of Edward Said but the man was no fool. He understood the strategic importance for his radical political faction of populalrizing the de-legitimization the learning of other cultures and languages as immoral for any reason except partisanship in their favor against the interests of the predatory West. This is why something as esoteric and parsimoniously funded as “Human Terrain Teams” meet with volcanic rage from  academic leftists, especially in the fields of anthropology and political science. This is the sort of censorious mindset that would have  made the works of Herodotus, Alexis de Tocqueville, the Marquis de Custine, Richard Francis BurtonT.E. Lawrence, Ruth Benedict, Rene GroussetRaphael Patai and Bernard Lewis, to name just a few, impossible.

Recovering our capacity to act effectively and see with clarity requires the training of a new generation of Old Hands to interpret and act as policy stewards and agents in regions of the world in which most Americans are unfamiliar and likely to remain so. Current academic PC ideological fetishes reigning at our Ivy League universities artificially shrink our potential talent pool. Alternative educational pathways through military service academies, think tanks, professional and Cross-cultural associations and better USG training programs need to be developed to route around the university gateway that is largely in control of keepers hostile or indifferent to American foreign policy objectives. By the same token, USG agency and military personnel and security clearance policies need a systemic overhaul to better take advantage of those already in service who find their career paths blocked or frustrated.

We waste talent on a massive scale.

SPEAK THE LANGUAGES, KNOW THE MODES OF THOUGHT:

SSgt. David Flaherty, currently deployed as the Zabul Provincial Reconstruction Team’s public information officer, is to be congratulated on speaking Pashto. But Wireds Danger Room comment, “The fact that this is considered newsworthy and exceptional — a U.S. military officer speaks one of the official languages of Afghanistan! — doesn’t reflect well on the national commitment to Afghanistan” is also to the point.

A couple of other recent items in the news about languages and translation at home and abroad should concern us.A report from the US Department of Justice on the FBI’s Translation Project was less than enthusiastic, not only finding that significant quantities of material collected in the Bureau’s highest-priority counter-terrorism and counter-intelligence collection categories were never evaluated, but that the number of translators inn the FBI pool had diminished since a 2005 audit, that in 2008 the FBI met its hiring goals for linguists in only 2 of its 14 critical languages, that security clearance and language proficiency training for a new linguist took 19 months before hiring could take place, and that 70 percent of the FBI’s own linguists in the field offices tested did not attend the FBIs required training course.

And retired and renowned Marine colonel Thomas X. Hammes was quoted in a recent piece on CBC News about allegations of “botched” translations in the Afghan theater leading NATO troops to faulty conclusions as saying, “We’re willing to spend hundreds of millions of dollars to make sure ice cream and steak is there, and I would trade all of that for my entire tour if I could have one decent translator. Many times I’d trade body armor for a translator.”I want to suggest, though, that there is another aspect to this business. I was reminded of it when reading the FBI complaint against Luqman Ameen Abdullah and others connected with the recent events in Detroit. The complaint includes the phrase, “Abdullah also said that thegovernment plots and plans against them so they need to plot and plan in return”. The complaint doesn’t mention it, but that’s an echo of the words of the Qur’an, 8.30:

 “And when those who disbelieve plot against thee (O Muhammad) to wound thee fatally, or to kill thee or to drive thee forth; they plot, but Allah (also) plotteth; and Allah is the best of plotters.”

What this suggests to me is that we need to be able to speak / read not only spoken or written languages of our sources, suspects, informants and opponents — but also the language or underlying logic of their thought. A close reading of the Detroit complaint’s text in association with that of the Qur’an gives us an understanding that Abdullah views his plotting as aligned with Allah’s. This in itself may not seems surprising, but it suggests a manner of reading that may prove fruitful in other occasions, and that’s the point I want to make.

Whatever the merits of the particular case of Luqman Abdullah — and I note that some respected analysts have their questions about that — it will be found to hold true in general that jihadist thought moves along Qur’anic pathways as surely as jihadist behavior parallels the behavior of Mohammed. A keen awareness of both will thus allow us to understand where the touching of familiar chords is most apt to stir the hearts of fellow believers, and hence strengthen the bonds of community and dedication between them.

When bin Laden retreated to the caves of Tora Bora, he was following in his Prophet’s footsteps, as Lawrence Wright masterfully showed in *The Looming Tower*. His spoken words often follow Qur’anic precedent in much the same way.Bin Laden’s address to the US just before the 2004 elections was a case in point for me. I read three translations (CNN, MEMRI, Al-Jazeera), none of which included the Qur’anic citation that headed the whole thing, and figured out what it must be from the repeated echoes in the text, notably “and just as you lay waste to our Nation, so shall we lay waste to yours”.

That put me very strongly in mind of Qur’an 2.194:

“For the prohibited month, and so for all things prohibited, there is the law of equality. If then any one transgresses the prohibition against you, transgress ye likewise against him. But fear Allah, and know that Allah is with those who restrain themselves.”

Okay, I could figure out that bin Laden had this passage in mind as I read the transcripts of his address — but it wasn’t until I saw ABC’s transcript that I could confirm that Bin laden did indeed reference that verse directly.

Which powerfully reinforces the idea that bin Laden views his jihad against the US in terms of measured reciprocity — a notion which should give us pause every time we take an action which we would not choose to have taken against us…

And how good are we at this kind of “reading in parallel” — both abroadand at home?

To return to the Detroit affair, as UCLA’s Jean Rosenfeld pointed out, the NYT report on the event contained the phrase “a faction of a group called the Ummah, meaning the Brotherhood” — a completely misleading
translation which might suggest ties with the Egyptian “Muslim Brotherhood” — when the plain meaning of “Ummah” is the transnational community of Muslims. The New York Times is our newspaper of record.

The Times, in turn, was likely paraphrasing the FBI’s own press release, which speaks of “part of a group which calls themselves Ummah (‘the brotherhood’)”. It’s notable, though, that there is no mention of the
“brotherhood” in the entire 45 pages of the actual FBI complaint,
written by those more closely involved with the investigation.

What the complaint itself does say is that the name “Ummah” was used as a cover for the movement’s real name, the “Dar-ul-Islam Movement“.

Okay, that’s a beginning…

And still our transcriptions of jihadist messages all too often omit religious content. Indeed, when the Joint Forces Command asked Jim Lacey to edit abu Musab al-Suri’s massive Call to Global Islamic Resistance for publication in English translation, he (rightly) produced a condensed version, but (wrongly, IMO) “also removed most of the repetitive theological justifications undergirding” al-Suri’s project.

Lacey’s work is still a significant contribution, as I intend to detail in an upcoming review. But the omission of almost all trace of al-Suri’s significant messianic-Mahdist content, as you’d expect, leaves me wincing.

We need to be able to “read” jihad — this really shouldn’t need saying, eight years after 9/11, ten after Nairobi and Dar — against its Islamic background.

The Return of Colonel Cross of the Gurkhas

The Call of Nepal: My Life In the Himalayan Homeland of Britain’s Gurkha Soldiers by Col. J.P. Cross

Nimble Books, a publisher I am proud to be associated with, is rolling out the American edition of the memoirs of the legendary COIN specialist, soldier and linguist, Colonel John Philip Cross, of the Gurkhas. Foreword by Robert D. Kaplan.  Disclosure – I had a part, albeit a small one, along with Lexington Green, in connecting Col. Cross with Nimble Books, and I could not be more pleased to see this memoir in print. Not many books these days start by announcing how modern academics will hate it.

Cross was the focus of a story by Kaplan in The Atlantic Monthly magazine in 2006.
